White, Project Administrator DATE: February 11, 2010 CONTENTS: Location Map Recommendation By Minute Motion, that the City Council: Authorize the City Clerk to Advertise and Cal! for Sealed Bids for the deconstruction of 44-887 San Antonio Circle, 44-850 San Antonio Circle, 44-845 San Clemente Circle, and 44-889 San Clemente Circle associated with the Alessandro Alley Improvement Project. By Minute Motion, that the Agency Board: Authorize the City Cferk to Advertise and Call for Sealed Bids for deconstruction of 44-870 San Antonio Circle associated with the Alessandro Alley Improvement Project. Executive Summary Approval of staff's recommendation will authorize staff to publish a Notice Inviting Sealed Bids for the deconstruction of the five subject houses associated with the Alessandro Alley Improvement Project. The subject properties are zoned R-1 (Single Family Residential). The southerly 27.0 of the subject properties are within the new Alessandro Alley right-of-way. The deconstruction will provide environmentally friendly removal of the existing buildings, most of which are dilapidated. Backaround The proposed Alessandro Alley Improvements Project will widen and improve Alessandro Alley with public parking spaces and landscaping improvements from Las Palmas Avenue on the east to approximately 300 feet east of Monterey Avenue on the west. As part of the project, San Marcos Avenue will be closed at Alessandro Alley. The project will widen Alessandro Alley by 27.0 feet to a total width of 47.0 feet, and provide parking at a 90-degree angle on the north side of Alessandro Alley with landscaping and a barrier wall to protect the adjoining residential parcels. Contract No. C29570 Staff Report Authorize City Clerk to Advertise and Call for Sealed Bids for deconstruction of five properties associated with the Alessandro Alley Improvement Project Page 2 of 4 February 11, 2010 The Alessandro Alley Improvement plans have been prepared and completed by Stantec Consulting, Inc., and have been approved for construction. Environmental site assessments have been completed at the subject properties, and there are no known onsite conditions that would limit future development. Asbestos and lead-containing painUceramic tile Inspections have been completed and the recommendations will be performed during deconstruction. 44-887 San Antonio Circle: This property consists of a 7,500 square foot parcel with a 1,267 square foot residence and an attached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27 feet (1,865 square feet) is necessary to implement the Alessandro Alley improvements. A covered patio attached to the south side of the residence needs to be removed to fully implement the Alessandro Alley improvements. The City Council approved the purchase of the subject property on February 28, 2008, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set-Aside funds if it is determined that the property qualifies as low/moderate affordable housing. It has been determined that the balance of the improvements remaining after removal of the covered patio are not suitable for low/moderate affordable housing, and would require significant improvements to bring the property up to current code requirements. Removal of the existing improvements will provide a remainder vacant lot of approximately 5,635 square feet that is smaller than allowable under current zoning requirements in an R-1 zone; therefore, not suitable for future low/moderate affordable housing without obtaining a variance. 44-870 San Antonio Circle: This property consists of a 14,580 square foot parcel with a 942 square foot residence, pool, and a detached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27 feet (4,055 square feet) is necessary to implement the Alessandro Alley improvements. The approximate 1,200 square foot detached garage on the southerly portion of the property needs to be removed to fully implement the Alessandro Alley improvements. The Agency Board approved the purchase of the subject property on June 22, 2005. It has been determined that the balance of the improvements remaining after removal of the garage are not suitable for low/moderate affordable housing, and would require significant improvements to bring the property up to current code requirements. Removal of the existing improvements will provide a remainder vacant lot of approximately 10,525 square feet that is suitable for development of future low/moderate affordable housing. 44-850 San Antonio Circle: This property consists of a 17,697 square foot parcel with a 1,380 square foot residence and a detached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27 feet (1,640 square feet) is necessary to implement the Alessandro Alley improvements. The approximate 1,200 square foot detached garage on the southerly portion of the property needs to be removed to fully implement the Alessandro Alley improvements. The City Council approved the purchase of the subject property on April 9, 2009, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set-Aside funds if it is determined that the property qualifies as low/moderate affordable housing. Removal of the existing improvements will provide a remainder vacant lot of approximately 16,057 square feet that is suitable for development of future low/moderate affordable housing. 44-845 San Clemente Circle: This property consists of a 17,697 square foot parcel with a 1,331 square foot residence and an attached garage. The property is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27 feet (1,640 square feet) is necessary to implement the Alessandro Alley improvements. The City Council approved the purchase of the subject property on April 24, 2009, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set-Aside funds if it is determined that the property qualifies as low/moderate affordable housing. It has been determined that the improvements are not suitable for low/moderate affordable housing, and would require significant improvements to bring the property up to current code requirements. Removal of the existing improvements will provide a remainder vacant lot of approximately 16,057 square feet that is suitable for development of future low/moderate affordable housing. 44-889 San Clemente Circle: This property consists of a 7,840 square foot parcel with a 2,216 square foot triplex, pool, and attached garage all in a very poor condition. The triplex is a nonconforming use on this parcel, which is zoned R-1 (Single Family Residential) and backs up to the Alessandro Alley. The southerly 27 feet (1,865 square feet) is necessary to implement the Alessandro Alley improvements. A portion of the triplex on the southerly portion of the property needs to be removed to fully implement the Alessandro Alley improvements, which will functionally require removal of the entire triplex. The City Council approved the purchase of the subject property on May 7, 2009, and the Agency Board approved reimbursement to the City and for the Housing Authority to reimburse the Agency using Housing Set-Aside funds if it is determined that the property qualifies as low/moderate affordable housing. It has been determined that the improvements are not suitable for low/moderate affordable housing, and would require significant improvements to bring the property up to current code requirements. Removal of the existing improvements will provide a remainder vacant lot of approximately 5,975 square feet that is smaller than allowable under current zoning requirements in an R-1 zone; therefore, not suitable for development of future low/moderate affordable housing without obtaining a variance. The three subject remainder parcels at 44-870 San Antonio Circle, 44-850 San Antonio Circle, and 44-845 San Clemente Circle when vacant can be combined into a larger parcel of 42,637 square feet for future low/moderate affordable housing. The two remainder parcels at 44-887 San Antonio Circle and 44-889 San Clemente Circle are smaller than allowable under current zoning requirements in an R-1 zone; however, if adjoining vacant parcels are acquired in the future they could be combined into large parcels that would be suitable for future low/moderate affordable housing. \�SRV-FIL2K3\Groupslyda\Staci Kolbeck\Bryce WhitelAlessandro Alley�Deconstruction Staff Report 021110.doc Staff Report Authorize City Clerk to Advertise and Call for Sealed Bids for deconstruction of five properties associated with the Alessandro Alley Improvement Project Page 4 of 4 February 11, 2010 The deconstruction will provide for environmentally friendly removal of the improvements from the five parcels and clearing of the sites including: • The removal of hazardous material. • Recycling/reuse of building materials with a goal of 75% diversion from the landfill of all building and site components. • Removal and green wasting of landscaping. • Rough grading and soil stabilization to prepare the site for future construction. Therefore, staff recommends that the City Council authorize the City Clerk to Advertise and Call for Sealed Bids for deconstruction of City owned property located at 44-887 San Antonio Circle, 44-850 San Antonio Circle, 44-845 San Clemente Circle, and 44-889 San Clemente Circle. In addition, that the Agency Board authorize the City Clerk to advertise and Call for Sealed Bids for deconstruction of Agency owned property located at 44-870 San Antonio Circle all of which are associated with the Alessandro Alley Improvement Project. Fiscal Analvsis The estimated cost of this project is $100,000 that has been considered and projected within the overall cost of the greater Alessandro Alley Improvement Project. Deconstruction of the properties will save the Agency approximately $10,000 annually in maintenance expenses. Funds are available for this project in Account Number 850-4341-433-4001. There will be no impact on the General Fund.
