Grance, Director of Building and Safety February 11, 2010 Resolution No. 2010-6 Waive further reading and adopt Resolution No.2010-� authorizing fee -free permits for the replacement of pool pumps within the City of Palm Desert. Executive Summary: The City currently offers fee -free permits for other energy efficiency measures, such as photovoltaic, thermal solar, water heater, and HVAC permits. Staff is recommending that Council add replacement pool pumps to the list of fee -free permits offered to its residents and business owners. The City of Palm Desert's Set to Save program is designed to empower the community to save money and energy by reducing energy consumption and peak demand within the City by 30% within five years through education, added financial incentives, new technologies and services, and a variety of City-wide efforts to heighten awareness and participation by Palm Desert residents. The new variable speed pool pumps could cut the pool's electric costs by up to 70%. And with the Palm Desert Partnership's Set to Save Program, a home owner/ business owner could save $535 when they get it professionally installed. Pool owner/operators spend billions of dollars annually to maintain the nation's pools. Much of this energy is often wasted and can be saved with proper management. Wasting energy also contributes to our growing air quality problem. Fiscal Impact: These fee -free permits generate revenue that goes toward covering staffs time spent for permit issuance, plan check, and field inspections. Staff has not historically tracked these types of permits, therefore estimates of past revenues for pool pumps is unknown. However historical data shows that fee -free permits issued from January 1, 2007 thru December 2009 accounted for $250,594.00 in lost revenue. Submitted By: ke..' Russell A.
