IV. CONSENT CALENDAR
Minutes of the regular meeting held on October 21, 2009.
Upon Motion by Commissioner Weston and second by
Commissioner Bussing, the Minutes of October 21, 2009 were
approved unanimously with Commissioner Snyder absent.
V. � DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Ms. Schwartz reported that at its meeting of November 12,
2009, the City Council gave approval to send out the RFQ
seeking artists for the recreational pool. The RFQ was sent
out November 13, and she has received many inquiries
about the public art component for the recreational pool.
The deadline for qualifications is December 14, at which time
the Commission will review the proposals and narrow the
selection to three. The three finalists will each receive a
$1,000 honorarium for creating a proposal. The deadline for
the proposals from the final three artists is January 27, 2010.
B. PLANNING COMMISSION REPORT
Ms. Aylaian reported that there was a Planning Commission
meeting November 17 and it revoked a Conditional Use
Permit for a massage establishment.

VII. NEW BUSINESS
A. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Artwork by Sutton Betti, Grimanesa Amoros, Tony
Natsoulas, and Francois Bardol were reviewed to be
considered as part of the City of Palm Desert's Artist
Registry.
It was moved by Commissioner Darby and seconded by
Commissioner Stenning to accept Sutton Betti, Tony
Natsoulas, and Francois Bardol in the City of Palm Desert's

Artist Registry. Motion carried unanimously with
Commissioner Snyder absent.
VIIi. CONTINUED BUSINESS
A. CONSIDERATION TO APPROVE DESIGN PROPOSAL,
"JOURNEYS OF THE IMAGINATION" BY GARY PRICE
FOR EL PASEO VILLAGE
Ms. Schwartz reported that at last month's meeting, two
design proposals were presented as the public art
component for EI Paseo Village. The proposals were of two
bronze children ("Journeys of the Imagination" and
Freewheelin"). "Journeys of the Imagination" will be an
edition of one (1) of one (1) once changes to the mold are
made. "Freewheelin", however, will be part of a limited
edition series of thirty (30). The two artworks totaled
$50,000 and the aipp fee is $25,937.50. Because the aipp
fee was $25,937.50, only one proposal needed to be
considered for the public art component. The applicant
resubmitted the application to have the Commission
consider "Journeys of the Imagination" only. Mr. Josh
Paquette circulated a letter to the Commissioners stating
that once "Journeys of the Imagination" is approved by the
Commission, Gary Price will construct the mold so that it is a
one of a kind piece and will then be destroyed. The artist is
adding an MP3 player and a laptop to the smaller boy that
sits at the base of the sculpture. Mr. Fliday noted that the
Gardens on EI Paseo and EI Paseo Village love the artist
and chose the artwork being proposed. He added that EI
Paseo Village will be geared more toward the younger
generation whereas the Gardens on EI Paseo will be more
traditionaL
After much discussion, the Commission concurred that its
concern with "Journeys of the Imagination" was the limited
edition series of 30 from the original mold. The Commission
felt that the components that the artist would alter are too
small to differentiate the new version from the original.
It was moved by Commissioner Bussing and seconded
by Commissioner Weston to not accept "Journeys of the
Imagination" by Gary Price as the public art component
(although it is an attractive piece) for E/ Paseo Village because
the changes that were going to be made to the casting wou/d
be too insignificant to separate it from the original series of 30.

Motion carried with a 6-1 vote with Commissioner Snyder
absent.
B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S VIRTUAL GALLERY
Artwork by Lauretta Lowell was reviewed to be considered
as part of the City of Palm Desert's Virtual Gallery.
It was moved by Commissioner Hough and seconded by
Commissioner Stenning to accept Lauretta Lowell in the City
of Palm Desert's Virtual Gallery. Motion carried unanimously
with Commissioner Snyder absent.
IX. OLD BUSINESS
NONE
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the opening reception for
Elizabeth Stephenson and Mark Stephenson's show was
October 26. There were 140 attendees and Elizabeth sold
nine pieces. The upcoming show is the Coachella Valley
Watercolor Society. The opening reception will be Monday,
December 7, 5:30 to 7 p.m.
Ms. Schwartz will publicize the Call for Artists for the next
gallery season in February or March.
B. Website
No report.
C. Docent Program
November's second Saturday's tour was at the Civic Center
Park with 12 people. There are three private tours
scheduled in December. A new questionnaire is being
distributed to those who attend the tours asking for feedback
about the tours and the City's collection.

D. Desertscapes
Ms. Schwartz reported that the "Desertscapes" Committee
has a great schedule for the event. There will be lectures,
paint outs, tours, reception, and more. The next meeting will
be held January 22 at 3:00 at City Hall. Part of the
"Desertscapes" program is to get the local galleries involved
to have them host exhibitions that are related to plein air
painting. A letter was sent out to all local galleries asking for
their interest. One of the galleries is having a plein air
painting event and will participate in "Desertscapes".
Commissioner Weston asked if the Commission could have
an outline on the event and the schedule. Ms. Schwartz
responded that the Committee is working on a letter and it
will be distributed to the Commission.
E. 2011/2012 EI Paseo Invitational Exhibition
Ms. Schwartz reported that the Call for Entries for the
2011/2012 EI Paseo Invitational Exhibition has been sent out
and is posted on the Website. Entries are due March 5,
2010. She will need to meet with the subcommittee in
January or February to review the proposals.
F. Film Series
Ms. Schwartz reported that there will be four films for the
Film Series this year. The films for the series are the
"Gates" by Christo and Jeanne-Claude; Herb and Dorothy;
"Ellsworth Kelly: Fragments"; and "George Segal: An
American Still Life". A postcard will be distributed throughout
the Valley (but not mailed out). The films will be the third
Thursday of the month January through April at UCR.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reminded the Commission that at last month's
meeting they had asked for guidelines stating what the
collecting policy is for limited edition series. After reviewing
the Guidelines and past AIPP minutes, no policy stands that
the Commission will not accept artworks that are in a limited
edition larger than "X" number. Ms. Schwartz did some
research with other organizations asking about their policy
on limited edition series. She noted some of the responses

she received. One organization would only take a one of a
kind piece for a commissioned artwork. Another would only
accept an edition if their piece was the first in the edition.
Other organizations asked the artist to guarantee that the
piece would not be located anywhere else. Another
organization asked the artist to guarantee that it would not
be anywhere in the state. Some would accept nine or less,
50 or less, or three to five. There is a statement in the
Guidelines that reads, "Standardize fixtures such as gates,
streetlights, and signage may be contracted to artists for
unique or limited editions." She asked that the Commission
members research other organizations' policies on limited
edition series.
Commissioner Hough commented on the article in the
Desert Sun about the sculpture of Gene Autry that was being
installed in Palm Springs. The City of Palm Springs Public
Art Department rejected the sculpture. She said that
people do not understand an edition as they are all original
work. They are made from a mold and are cast and the first
one is just as good as the tenth because they are unique.
When this piece was rejected it was a duplicate. She noted
that a duplicate and reproduction is very different than a
limited edition. She noted that the same sculpture is at the
Gene Autry Museum in Los Angeles. It stated in the
newspaper that the difference with this sculpture is that the
one at the Museum is accompanied by a horse and the one
in Palm Springs does not include the horse. It was accepted
because it is slightly different than the one at the museum in
Los Angeles. She added that this is an issue in public art.
In Commissioner Snyder's absence he asked that it was
noted to publicly compliment Ms. Schwartz and Ms.
Thompson for the good job they did at gallery reception for
the Stephenson's show.
