Recommendation
By Minute Motion:
1. Permit the consumption of alcoholic beverages on sidewalk property
owned by the City on the E� Paseo block located between Highway 74 and
Ocotillo Drive for a special event for The Shops on EI Paseo scheduled to
be held on January 30, 2010; and
2. Deny the request to close the street in the above-mentioned block, and as
an alternative instruct staff to work with the event coordinator to block off
only one lane on each side of the block closest to the sidewalks for
staging the event.
Backqround
Pursuant to Palm Desert Municipal Code 9.58.040, the City Council must grant
permission to allow the consumption of alcoholic beverages on City owned property.
Chartwell Properties (formally Churchill Management) is proposing to have a fundraising
event for Eisenhower's Lucy Curci Cancer Center and Bighorn residents on the evening
of January 30, 2010, from 5:00 p.m. to 7:00 p.m. The evening will be by invitation only
with approximately 400 guests in attendance. The event will include musical
entertainment, fashion shows, restaurants, floral murals, and special sales in the
participating stores. The sidewalks will be enclosed to allow only those invited to the
event and alcohol will be served in those designated areas.
The event company for the evening, The Donahue Group has also requested that the
block be closed to all traffic on January 30, 2010, from 10:00 a.m. throughout the

evening. Since this is a main thoroughfare into the shopping district, staff does not
recommend closing the street. Instead, Public Works staff along with the Palm Desert
Police and Fire Departments would work together to close only one lane on each side of
the street. This would allow for set-up of stages and a safety zone, but still allow for the
flow of traffic throughout the day.
If approved, permits for the use of the sidewalk and the lane closure will be issued by
the Public Works Department as an encroachment permit. The permits will be issued
after the Alcohol Beverage Control Board issues permits for the event, and the event is
reviewed by the Palm Desert Police Department. Staff will work with the event
organizers on specific hours for operation that conform to noise ordinances.

There is no fiscal impact associated with this request.

Dear Ruth,
Thank you for taking the time to meet and discuss The Shops on El Paseo's plan for its
Grand Opening event on January 30,2010. Below please find a brief overview and a list
of requests:
DATE: Saturday,January 30,2010
TIME: 5-7 p.m.
WHAT: The evening event will feature cocktails,hors d'oeuvres and a
silent auction benefiting BIGHORN BAM"Behind a Miracle"
supporting Eisenhower's Lucy Curci Cancer Center.
Approximately 400 guests- BIGHORN residents,The Shops on El
Paseo clients,and media are expected to attend the invitation-only
event. The evening will kick off a"Love Italy' promotion,and as
such,will feature four to six top local Italian restaurants,Italian
themed entertainment (e.g. DJ,musical performers) and infioratas
-floral murals on the sidewalks.
REQUEST: To stage the event,The Shops on El Paseo would like to request
the following:
Closure of Parking Curb lane + adjacent lane on both East and
West bound lanes. Closure of South and North sidewalks between
Monterey and Ocotillo.
The areas would be enclosed so as to control alcoholic
consumption within the event area. Private security/staff will be
provided to monitor guest entry/exit. Small stages and the
restaurant areas would be set up on both sides of the
street/sidewalk.
Closure is requested approximately 10 a.m. Saturday,January 30,
2010,through 12:01 am Sunday,January 31,2010.
An adequate pedestrian pathway would be cordoned off on the
sidewalks for public access to the stores and restaurants,unti15
p.m.,January 30,2010. Entry into California Pizza Kitchen and
Daily Grill would remain accessible at all times
Specialty lighting would be brought in to enhance the building
facades,event area,as well as video screens, and red carpet. We
would like to possibly string lights between the palm trees lining
the sidewalks, and adorn them with Pink,Breast Cancer bows.
Some lighting equipment would be brought in the evening of
Friday,January 29, 2010 so that we may pre-set and conduct
lighting checks.
Infiorata-we would like to request the Infiorata floral murals on
the sidewalks remain throughout the weekend,to allow the
general public to view the works of art. The murals would be
cordoned off with stanchion,and would still leave an adequate
pedestrian walkway.
Approximately 250 of the 400 guests will arrive via shuttle bus
from BIGHORN. The additional 150 will valet park. We will await
recommendations from Traffic enforcement as to the logistics for
these drop off and pick up locations,and will work with the City
to minimize inconveniences the sireet closure and set up my have
for businesses and residents.
