Executive Summary This report summarizes the significant progress made towards the public art goals and objectives established in the City's 2000 Plan and 2010 Plan. Backqround Year 2000 Committee Philosophy and Goals (2000 Plan): In January of 1986 the City Council adopted an overall philosophy and summary of the Year 2000 Committee, which included recommendations set forth by the subcommittees as viable and necessary for the direction and growth of the City, and directed staff to pursue the feasibility and/or implementation of the recommendations. Staff Report Info Item, Art in Public Places January 28, 2010 Page 4 of 9 Discussion The purpose of this report is to inform the City Council on significant progress made towards the goals and objectives of both the 2000 Plan and the 2010 Plan. The following is a narrative of specific accomplishments: YEAR 2000 PLAN: C2. Art in Public Places: That the City implement an "Outdoors Art" Program placing works of art in public places such as parks, libraries, community centers, etc. That the program could possibly be funded by developers'fees or contributions by the developer and/or the community. The City has achieved this goal. On October 9, 1986 City Council approved Ordinance 473, which established the Public Art Program. The purpose of the program is to enhance the quality of life for individuals living in, working in, and visiting the City, as well as to create a balanced development of cultural and artistic resources that preserve and improve the quality of the urban environment and increases real property values. The program includes public art fees for both private developer and City generated projects, with fee amounts ranging from one-quarter of one percent to one percent, depending on the type of project and who is generating it. The public art collection currently consists of more than one hundred and thirty pieces with an additional eighteen on display for two years as part of the EI Paseo Invitational Exhibition. YEAR 2010 PLAN: Following is a matrix outlining the progress of the year 2010 Plan followed by more narratives of specific achievements. Emphasize appropriately placed art displays on x x major corridors such as Fred Waring and EI Paseo. Arts and Culture 2. Assist with expansion of art education b. Assist in establishment and support of visual arts education programs. The Public Art Department has many educational components, which are listed as follows: • Public Art Docent Program: o The docent program began in 2004. The City has eleven trained volunteer tour guides who offer free tours of the art in the EI Paseo Invitational Exhibition, at the Civic Center Park, and the Palm Desert Library. The tours are on the second Saturday of each month at one of the three locations, and are also available by appointment to groups of four or more. On average five hundred people per year participate in the tours, which teach about the history of the public art program as well as its purpose, and the artwork itself. • The Palm Desert Public Art Website (www.palmdesertart.org): o The website is also a source for art education, as there are descriptions of most of the artworks in the collection as well as information on the corresponding artists. The website also offers maps for self guided tours, links to artists' websites, and listings of art related events. o The website was previously a standalone site, but it is now integrated into the e-government and tourism sites. • Publications: o The Public Art Department has published several brochures and maps throughout its tenure. The brochures are used as tools for learning about the art as well as taking self guided tours. The most recent map also includes important Palm Desert architecture. o In 2006 the department published a book on the prominent art and architecture in Palm Desert. Staff Report Info Item, Art in Pubiic Places January 28, 2010 Page 6 of 9 • Palm Desert Community Gallery (formerly the North Wing Gallery) o In the early 1990s the program started an art gallery in City Hall. The mission of the gallery was to hightight artwork from focal artists who were not represented in Palm Desert commercial galleries. The gallery has since been moved to the Visitor Center where it has been housed for the last four years. One of the highlights in each gallery season is the annual Student Art and Essay Contest, an exhibition of artwork and essays created by students from public and private schools in Palm Desert. The Contest is in its twenty-fifth year. • Public Art Documentary Film Series: o This year marks the second for the film series, the intent of which is to educate the community on the public art process. The first year three films were shown, each followed by a question and answer period with someone who has expertise in the subject matter of the film with the Q&A being moderated by the public art coordinator. This year there will be four films. The first year of the series drew approximately 900 viewers for all three films. This series is presented at and in partnership with University of California Riverside Palm Desert Graduate Campus. • Public Presentations: o Representatives from the Public Art Department regularly speak to groups about the public art program and its collection. • Public Art Workshops: o As part of the City's recycling program, the Public Art Department commissioned an artist to create a work of art on which the word "RECYCLE" is spelled out. For this project, local artist John Branstetter held community workshops to gather materials for the piece and teach the community about creating sculpture through the public process. o Other public workshops have been held in conjunction with the creation of the "Baja Palapa." For these workshops more than one hundred people over two days came to the Civic Center Park to create clay or mosaic pieces that were included in the final sculpture. • Educational Events and Programs. o In 2005 the department worked with emerging artists to create six temporary pieces of public art to be placed throughout the city. The goal of the project was to educate up-and-coming artists on the process of creating a public art piece, including how to work within a city environment. The program was very successful with more than one hundred and sixty artists applying for the six commissions. o In 2008, the Public Art Department produced the Public Art Forum, which was a two day conference filled with general and breakout sessions with experts in the field of public art. One of the days focused on the public art administrative process and the other on how artists can break into the field of public art. This program was a collaborative effort led by the City of Staff Report Info Item, Art in Public Places January 28, 2010 Page 7 of 9 Palm Desert Public Art Program with input for art representatives from throughout the Cocahella Valley. o This year the department is working on Desertscapes, a month long celebration of the history of plein air painting in Palm Desert and the Coachella Valley. The celebration will take place in April 2010, and consists of exhibitions, lectures, art tours, art openings, paint outs, workshops, a film, and other events. The celebration will take place in venues mostly in Palm Desert with two of the tours being in Palm Springs. Desertscapes is a collaboration between City of Palm Desert's Public Art Department, Palm Springs Art Museum, Walter N. Marks Center at College of the Desert, Coachella Valley Watercolor Society, Historical Society of Palm Desert, The Living Desert, Desert Art and the Center Plein Air Painters, and others including local commercial galleries, with Palm Desert taking the lead on the event. c. Partner with services for children at risk to help expand education services: • The department is working with the Palm Springs Art Museum to potentially partner in the future to bring more children, including those at risk, to tour the public artwork. d. Assist in establishment and support of art education programs with regional, state, and federal agencies and foundations. • The public art coordinator is active in the Public Art Coalition of Southern California, which is an organization that focuses on these issues. 3. Integrate art into daily activities/life a. Position public art program as a cultural and aesthetic resource for City Departments. • Other departments rely upon the aesthetic expertise of the Public Art Department when working on projects. b, Develop public art master plan. • In January 2002, the City Council approved a five year master plan for the placement of public art. The priority locations were as follows: o Northwest corner of Fred Waring and Washington — This goal was achieved. o West end of EI Paseo and Highway 74 — This goal was achieved. o Northeast corner of Monterey and Fred Waring — Although there is not a piece on the northeast corner of Monterey and Fred Waring, there is now a piece near the northwest corner. o Monterey and I-10 — This goal was achieved. o Cook and I-10 — This goal was achieved. o Washington and 1-10— This goal has yet to be achieved. Ensure that art is integrated into the public and private capital improvement design process. • This goal was accomplished through the establishment of the public art ordinance. d. Emphasize appropriately placed art displays on major corridors such as Fred Waring and EI Paseo. • This goal has been achieved. There are numerous sculptures, both developer and City generated, along Fred Waring. • The artwork in the EI Paseo Invitational Exhibition includes eighteen temporary sculptures in the median between Portola and Highway 74 on EI Paseo. Additionally, there are several permanent pieces on EI Paseo and more than twenty galleries, creating a strong art presence. There are also pieces of art on the east and west ends of EI Paseo. • There are numerous pieces of public art along Highway 111. Economic and Business Development: One can drive through Palm Desert and notice that there is a significant amount of art industry within the City. The "art" industry of Palm Desert can be valued at between 30- 40 million dollars in annual sales, which nets the City around $300,000-$400,000 (based on the 2008 Stars Report) per year in sales tax revenue. Although it is difficult to quantify staff believes that the success of the art industry in Palm Desert is directly related to the strong posture of the City's art program. Moreover, the presence of art helps achieve the goal of making the City attractive and inviting to visitors. A few examples of how the art program impacts local business can be found below: 1. Marriott Desert Springs has recognized the impact of art and has placed sculptures on their property. 2. The art program linked together with locat art galleries and the performing arts has become a draw for cultural tourism. 3. The local employment that comes as a result of the overall impact of the arts on the area. Conclusion Staff receives compliments on the Public Art Program very routinely. The Public Art Tour Response Questionnaires have indicated that the tours are well received and are a benefit to the community. Part of the success of our retail environment within Palm Desert can be attributed to art. The 2010 Plan identified the need to monitor the retail mix within the City to encourage complementary businesses. The plan also identified the need to support necessary mechanisms to improve the business environment and increase chance for successful attraction. I really like this concept and will be presenting it to our Commission in the future for discussion. On Saturday I went back to the median with my sister and took a lot more photos. FYI, in case you ever need an argument for the economic benefit of your public art exhibit, my sister spent nearly$1,600 shopping on the Paseo! And she has her eyes on a couple other things which she may yet order(another$3,200!). We also had lunch at one of the restaurants on the Paseo and of course, I did my Starbucks stop. She wants to make this an annual event, she was so impressed with the stores, galleries, and ambience. None of this would have happened had the art not been on the median there. Mr . Altman revtewed the various meetings that had been held to formulate the report and recommendation now before the City Council . He said that this report would now go to the Blue Ribbon Committee fo� its review and recommen- dation before flnal Council action. Councilman Wilson complimented the report but said that � it appeared as though two recommendetions made in tt should be acted on at this point in time. Those items were the recommendation on hiliside development which said the City should proceed with an aggressive annexation policy on its westerly a�d southerly bounda� ies where undesirable development mtght occu�, and �econdly, the recommendation of the Commercial Commlttee to appotnt en economic advisory committee to assist with the economic study currently being prepared. Councilmember Benson agreed end said that the committee should be comprised of no mo�e than seven or eight people , appointed right away to work with the economic consultant. BACKGROUNn: The 2010 Stratcgic Ylan �vas developed as an overall planning tooJ to evaluate the present status of the City,recorrimend �oals to achicve a desirable direction, and develop objectives to meet these goals. A proccss was developed to match area.s of concern and areas of communiry successes with goals to achieve a desirable dir�ction. This process included separating these issues into seven different subcommittees to study the specific areas. Over 100 volunteers participated in this process, dedicating over 7,000 hours to the City of Palm Dcsert strate�ic planning process. ' When the subcommittees completed identif'ying their soals and objectives for their area of specific concern, the Steering Committee discussed all 72 �oals. '1'hese goals were fine- tuned to c.liminate overlapping and contradicting recommendations. 'I�he Steering Committee was comprised �f the seven chairs anci/or vice chairs of' each committee and the staff faci I itators. The �oals were taken back to the subcommittees after the Steering Comrnittees' modifications. After the subcommittees a�reed on the modifications or recornmended a , compromised p�sition, the Steering Committee met to further fine-tune the boals.
