Grand Avenue San Jacinto, CA 92582 DATE: January 28, 2010 CONTENTS: Bid Proposal Recommendation By Minute Motion: Authorize the purchase of custom blend fertilizers from Crop Production Services in an amount not-to-exceed $202,710 for the Desert Willow Golf Resort. Funds are available in Golf Course and Ground Expenses, Account No. 520-4195-495-8031. Backaround The turf management of the Desert Willow Golf Course requires a variety of fertilizers to keep the greens, tees, fairways, roughs, and landscaped areas in a manner consistent with top rated golf courses. Technically, the direct results of using the custom blend fertilizers include salinity reduction, bicarbonate stabilization, chloride flushing, and pH reduction. Through monitoring of the soil nutrient levels, soil physical structure, and recycled water use; custom blend fertilizers are used to balance these agronomic components. The fertilizers are used so that the soil challenges including low salt index, micro-nutrient increases, slow release of coated nitrogen sources, and solubility are not exacerbated. Finally, the custom blend fertilizers are cleaner and have less filler and inert content. As a result, there is less dust content for safe application practices. On December 21, 2009, the City Clerk posted a request for sealed bids for the Desert Willow Golf Resort custom blend fertilizer (solid fertilizer). Bids were opened on January 8, 2010, with one bid received from Crop Production Services. The proposed bid, in an annual amount not-to-exceed $202,710, is $54,290 less than the cost expended for fiscal year 2008/2009 for the same quantities. Fiscal Analysis The purchase of custom blend fertilizer from Crop Production Services in an amount not-to-exceed $202,710 is $54,290 less than amount expended for Fiscal Year 2008/2009. Actual quantities purchased for Fiscal Year 2009/2010 will be on an as needed basis dependent on many factors directly related to the turf and soil conditions. The golf course Superintendent is responsible for the determination of the application and use of the custom blend fertilizers. No appropriation is required; funding is available in the current budget.
