Recommendation
By Minute Motion,
1. Approve the hosting of the Riverside Sheriff's Association 15t" Annual
K-9 Trials at Palm Desert's Freedom Park on November 12-13, 2010.
2. Approve the issuance of a Temporary Use Permit outlining special
requirements as indicated by the event organizers/staff and outlined
within the staff report.
3. Approve the request by the Riverside Sherriff's Association to waive
the Business License Fee Requirement for Exhibit Vendors who will
be selling event themed items on November 12-13, 2010.
Commission Recommendation
On June 9, 2010, the Palm Desert Public Safety Commission recommended that the
City Council approve staff's recommendation, as outlined above, for the Riverside
Sheriff's Association to host the 15th Annual K-9 Trials in Palm Desert.
Executive Summary
The Riverside Sheriff's Association (RSA) wishes to hold their 15th Annual K-9 Trials
event at Palm Desert's Freedom Park on November 12-13, 2010. The narcotics search
portion on Friday, November 12, 2010, will be closed to the general public. However,
Saturday's obedience, agility, and protection trials will be open to the general public and
include a small Public Safety Fair. If the City Council approves hosting this event, staff
will work with the RSA in issuing a Temporary Use Permit to ensure a successful event.
Freedom Park will remain open to the general public on a limited basis during the trials.
The RSA will fund this event and there is no quantifiable cost to the City to host the K-9
Trials, outside of staff time assisting in the coordination and RSA's request to waive
business license fees for exhibit vendors. The City will also likely experience a positive

economic impact from event participants and attendees who will stay in local hotels and
purchase goods from local vendors.
Back�round
The Riverside Sheriff's Association (RSA) annually holds a K-9 Trials event, wherein
invitations are sent out to law enforcement agencies and military units throughout the
western United States. The dogs and their handlers compete in several competitions
and live simulations. These scenarios test the dogs' obedience, agility, and ability to
detect narcotics, as well as dangerous suspects.
The last few years this event has been held in Temecula, CA; however, this year the
RSA chose the City of Palm Desert to be the event location. Staff has worked with event
organizers to identify potential suitable locations within the City to host the K-9 Trials.
Freedom Park was eventually chosen as the ideal location, based on site access,
security, size, parking availability, and freeway proximity.
The 15t`' Annual K-9 Trials will be held on Friday and Saturday, November 12-13, 2010.
Friday's event is not open to the general public. On this day, K-9 teams will be
participating in narcotics, evidence, parcel, and vehicle searches (adjacent private
property). Saturday's event is open to the public and consists of area wide searches,
obedience, agility, and protection skill sets, and a building search (adjacent private
property). The event hours on both days will be approximately 8:00 A.M. to 6:00 P.M.
Freedom Park will remain open to the general public on a limited basis during the trials.
There will be a Safety Fair component on Saturday, where event attendees can interact
with police and fire personnel and equipment. The Sheriff's Dive Team will also be
setting-up a small portable pool, allowing kids the experience to place their heads
underwater and breathe through a self contained breathing apparatus.
The Planning Department will issue a Temporary Use Permit for this event. Significant
components of this T.U.P. that staff would like to make the City Council aware of
include:
• Freedom Park will remain open to the Public on a limited basis during the event.
Both the north and east baseball fields will be sectioned off with fencing and
unavailable for use. Both Tennis Courts will also be closed on Friday, November
12, 2010, as the RSA is using this location for the Parcel Search Competition.
• The snack bar will be closed on Friday, November 12, 2010, and used for the
Narcotics Search Competition. Staff will be communicating with the Youth Sports
League to collaborate on such use.
• A law-enforcement official will be parking a recreational vehicle for two nights at
the park, to provide on-site security for the RSA's equipment storage.

• The western retention basin will be used for the Evidence Search Competition
and the eastern retention basin will serve as a back-up location.
• Freedom's Park northern parking stalls and those stalls located east of the
access road (to Country Club Drive) will be closed to the public. They will be
used by K-9 handler teams and for placement of public safety apparatus during
the Public Safety Fair.
• Event organizers will be using an audio system to amplify sound {not music).
• The picnic pavilion located on the shared City/DSUSD field will be used for food
vendors on both days. Any commercial food vendor will need to follow
appropriate health/safety regulations and obtain a current Palm Desert business
license.
• Approximately five commercial exhibitors will be setting-up display booths on the
grass area west of the central walkway to sell miscellaneous goods related to the
theme of the event. The RSA respectFully requests the City Council waive the
Palm Desert business license requirement for these specific vendors.
• The Sheriff's Dive Team will be setting up a small portable pool for Saturday's
event and the RSA will be responsible for ensuring continuous supervision and
properly draining it.
• All areas closed to the public will be clearly designated and personnel will also be
monitoring access during event hours.
• Event organizers witl be required to contact the City's Risk Manager to insure
proper insurance and documentation requirements are met.
• Staff will also be communicating with Desert Sands Unified School District to
make them aware of this event. However, based on the site layout, staff does not
anticipate any negative impact to the Ronald Reagan School.
The RSA indicated that previous events typically were attended by 400-500 people
throughout the day. The RSA also reserved sixty-five (65) rooms at the Homewood
Suites by Hilton in Palm Desert (36999 Cook Street,). As handlers come from
throughout the western United States and many bring their families with them, other
local hotels, shops, and restaurants, will also likely experience a positive economic
impact from this event.

An invitation only awards banquet will be held on Saturday evening. The RSA attempted
to have this event within the City of Palm Desert. However, based on their funding
availability, they could not find an adequate location that would meet their budget and
ensure a memorable event. Therefore, this banquet will be held at the Aqua Caliente
Spa/Casino Resort.
Fiscal Analvsis
With the exception of staff time to assist the RSA in coordinating this event and the use
of park facilities, there is no quantifiable cost to the City to host the 15th Annual K-9
Trials. The RSA requests waiver of the business license requirement for approximately
five commercial exhibitors, who will be selling items at the event. The average business
license fee is $60.00/$75.00 (per local/non-local business). As noted, local hotels,
restaurants, and retailers will also likely experience a positive economic impact from
both the participants and attendees of the K-9 Trials.

2. Consideration to host the Riverside Sheriff's Association 15t
Annual K-9 Trials at Palm Desert's Freedom Park on November 12-

Mr. Aryan stated in the past several years the K-9 Trials have been
held in Temecula California. Mayor Finerty had the pleasure of
attending last year's trials. She believed it was a positive event and
� secured Palm Desert as this year's K-9 Trials location. Staff has
worked with the Riverside Sheriff's Association (Association) on this
� event and Palm Desert's Freedom Park was chosen as the venue.
� The K-9 Trials will be held Friday, November 12 and Saturday,
� November 13, 2010. The Friday event is for invited guests only.
Saturday is the public event day. Mr. Aryan showed the outlay of
; the two day event to the Commissioners on areal maps.

� On each day, the south end of the parking area will be cornered off
I for the purpose of equipment storage, parking for the K-9 handler's
� vehicles and an RV for the Deputy that will remain on-site during
I the two day event. The Association will obtain a Temporary Use
� Permit (TUP) for those uses.
� There will be an area for five exhibitors, wherein staff is requesting
I that the exhibitors be exempt from the Business License
� requirements. The Association had reservations about the
� exhibitors having to pay $75.00 each for a business license
� because that may be a deterrent to their participation.
�
� The northern and the eastern baseball fields will be utilized both
j days. Perimeter fencing will be erected on Friday morning and
I taken down on Saturday evening after the event. All areas being
� utilized will be secured and monitored Riverside County Sheriffs.
The retention basins will be used for searches as well. Both tennis
courts will be closed on Friday, but the park will remain open on a
limited basis.
Food courts will be located on the south field near the pavilion. On
Friday, the food vendor will be donating food to the handlers and
invited guests and will not be required to obtain a business license;
however, on Saturday the vendors will be required to have a
business license.
An off-site event will take place on the Oasis Church property.
We do not anticipate any impact on Ronald Reagan School and will
inform DSUSD of the event. There is ample parking around the
school and additional parking south of the school.

Saturday's events will be open to the public and will primarily be
area search, obedience, agility, and protection. Saturday will have
the same layout as Friday. There will be a portable pool provided
by the Sheriff's Dive Team for children to experience what it is like
� to be underwater with a self-contained breathing apparatus. The
pool will be drained onto the soccer field on Saturday evening by
the Fire Department.
A banquet will be held on Saturday evening after the day's events
at the Agua Caliente Casino. This is an invitation only event. The
� Association tried to secure a place in Palm Desert; however, due to
I economics and budgetary issues they were unable to do so.

Gary Rosenblum, City of Palm Desert's Risk Manager, will be
� working with the Association to ensure all property insurance
I requirements are met.
� Upon inquiry by Vice Chair Lebel, Mr. Aryan responded that staff
worked with the Coachella Valley Park District and our own park
; staff to ensure minimal disruption to areas of the park that will not
! be in use for the event.

� Mr. Aryan stated that there will be a Deputy Sheriff monitoring the
; equipment each night. During the event all fields and potential
I points of entry will be monitored by the Sheriff's Department.

j Upon inquiry by Vice Chair Lebel, Mr. Aryan responded that around
� 400 to 500 people will attend the event throughout the day.
� Sheriff Rivera stated that last year there were 74 different K-9
teams on Friday and 56 on Saturday.
! Upon inquiry by Commissioner Butzbach, Sheriff Rivera responded
that the trials were put on by the Riverside Sheriff's Association in
� conjunction with the Riverside County Sheriff's Department's K-9
! Team. Mr. Rivera added that a program is printed that includes
� photos of the K-9 teams as well as sponsor's names, businesses,
and types of dogs that are used in the K-9 Program. The program
is 20-pages and is distributed to the public.
Mr. Aryan stated that the Association has secured 65 rooms at a
local hotel. The handlers bring their families who will frequent the
City's restaurants and shopping destinations. We anticipate a
positive economic impact.

Vice Chair Lebel suggested that the program inciude an
introductory letter from the Mayor with a picture of the Mayor and
Van Snapp along with the Mayor's signature and Van Snapp's paw
print. Mayor Finerty thought that was a wonderful idea.
, Upon inquiry by Commissioner Butzbach, Sheriff Rivera responded
� that the exhibitors will be selling K-9 equipment, toys for your dogs,
'� T-shirts, hats, coffee mugs, beer mugs, wine glasses, and sweat
I shirts. There is also a dog training vendor "Sit Means Sit" based
! out of Las Vegas. They will set-up an obstacle course and show off
' their dogs to the public. That is always a crowd pleaser because
' they do some amazing things with their dogs. There will also be a
` Kettle Popcorn vendor.
� Sgt. Reynolds stated that the K-9 Trial event is put on by the K-9
' Trial Unit of the Sheriff's Department and all the organizational
4 aspects of the Trials is handled by that Unit of the Sheriff's
Department.
Sheriff Rivera explained that the purpose of the Trials is to educate
the public about the relationship between man and a police dog.
To show the different functions that police dogs carry and their
assets to a city and its Police Department. A lot of times the
; public's perception is that police dogs are dangerous and we can
show that the dogs are obedient, trained and will bite only when
I directed to do so. Biting is not the primary function of a police dog.
` They search for people and help find evidence. The trials are fun
because the public sees the training that we do with the dogs and
� that training is put on for them. The competition is for us and we do
� compete against each other, but ultimately it is just a training day
� for the dogs in front of the public. The public gets to see exactly
� what we do and they go away with the mindset that the dogs are
� not vicious. You can go up to a handler and he will let you pet the
dog. It's a good encounter between police officers and the public to
' build that trust to ensure that we have a relationship with the public.
� It's a great event.

? Sheriff Rivera stated that the City Council and everyone on staff
; that has been directly involved in putting together the event are
; welcome to attend on Friday night. The hours for each day's
� events will be 8 a.m. until 6 p.m.

� Commissioner Butzbach moved, by Minute Motion, to approve hosting the
� Riverside Sheriff's Association 15th Annual K-9 Trails at Palm Desert's Freedom Park
on November 12-13, 2010. Motion seconded by Commissioner Gloria Kirkwood and
carried 5-0.
