SUBMITTED BY: Deborah L. Schwartz, Public Art Coordinator DATE: June 24, 2010 CONTENTS: Aquatics Center Final Design Proposal Recommendation By Minute Motion, approve the final artwork design by artist Paul Hobson for the Palm Desert Aquatics Center. Backqround At its meeting of February 11, 2010 the City Council selected artist Paul Hobson to create the public art for the Palm Desert Aquatics Center. The artist received a contract in the amount of $45,800 for design, fabrication, installation, and all other expenses related with the artwork. The design of the Aquatics Center has changed since the artist was selected, and therefore the artwork has been augmented. The basic design idea, creating artwork inspired by illustrated instructor handbooks used by coaches to teach swimming and diving techniques, has remained the same as the initial proposal. Due to the changes in the shape of the recreational pool, the diving and swimming figures in the artwork have been relocated from the entrance to the pool to the entrance of the Aquatics Center and concession area, and multipurpose room, as well as the exterior and interior entrances to the men's and women's changing rooms. The figures will be sandblasted into the pool deck instead of the previously proposed mosaic tiles. The new material will be better for maintenance and longevity purposes. Staff Report Approval of Final Design for Aquatics Center Artwork June 24, 2010 Page 2 of 2 Fiscal Analvsis Approval of the final design allows for the payment of the second and subsequent payments in Contract Number C29310 for a total of $45,800. Funds are available in Account Number 436- 4650-454-4001 and will be allocated from the Art in Public Places account; no general fund money will be expended for the public artwork. Several textbook illustrations of these typical stop action sequential images of swim strokes and diving techniques will be sandblasted into the pool deck. Depictions of the reverse one and one half somersault and the forward dive with half twist will be sighted at the entrance to the pool area while the inward pike will be blasted into the concession area deck. The backstroke and butterfly will occur at the exterior and interior entrances to the men and women's changing rooms and the crawl will begin at the exterior entrance to the multipurpose room on the East side of the entrance. The figures will be rendered by sandblasting texture into the surface of the concrete pool deck through prepositioned blast masks. The 20 mil latex masks have adhesive added to one side to bond to the concrete surface during the process. After sandblasting the masks will remain in place while warm and cool colors are are applied to the affected areas. . - ...J r i ; , , ` ° + ,_ r M _.' ' „,,---- , ` ; + ' i= v' ; u , Cv- rt -, ' = , . ,. r .; - , : , .. _ .. ,: .. _ _-__ ._ _ _ . _ . _ ._ , _ _. ._ . . ; y , . ^ " I i . , \ .. ag , r St .. . ...r'. __.... . . , . . .,,... , __ ... ,..
