Recommendation
By Minute Motion, authorize the request to expend $1,590 in CAL Cops
funds for the purchase of File of Life materials.
Commission Recommendation
On February 10, 2010, the Palm Desert Public Safety Commission recommended that
the City Council authorize the total cost of $2,297.46 for File for Life materials
expending CAL Cops funds, upon the contingency that the materials be viewed by the
City Attorney and receive his approval.
Background
The Palm Desert Police Department's File for Life program provides medical information
to first responders. This program is a medical information tool used by residents, who
wish to disclose their medical information to emergency personnel when they arrive in a
time of crisis.
The File for Life program is free for residents who wish to participate, especially seniors
with serious medical conditions. The materials for the program include a magnetic
plastic envelope, a medical questionnaire, and a participation sticker. The File for Life
magnetic envelope containing the questionnaire is typically placed on the front of a
refrigerator door. This information assists responding emergency personnel with
previous medical history, medications, allergies, and other related information. A File
for Life participation sticker is then placed on the front window of their residence, to alert
first responders that they are participating in the program.
In late 2009, the Palm Desert Police Department ran out of materials for this program. It
is the recommendation of the Police Department that this program be continued and
therefore, additional materials must be purchased.

Based upon the Public Safety Commissions recommendation, staff asked the City
Attorney whether use of the mark File for Life might infringe on a federally registered
mark. Staff wanted to ascertain the best approach to allow the Palm Desert Police to
continue this program, with the least likelihood of a conflict with an existing registrant.
The City Attorney's research showed there are federal registrations for both File of Life
and File for Life. The City Attorney recommended that in order for the Palm Desert
Police Department to accomplish its objectives for the existing File for Life program,
that the program be changed to File of Life. It is also recommend that staff purchase
card holders (magnetic files) with paper insert from the File of Life Foundation, Inc.
(http://www.folife.org).
Fiscal Analysis
Prior to the City Attorney's review, the Police Department obtained quotes from three
separate vendors, with the total estimate being $2,297.46. If the purchase is done
through the File of Life nonprofit corporation, the total cost is $1,590 (a savings of
approximately $707). Funding is provided via CAL Cops funds in account # 229-4210-
422-3914.

SUBJECT: Request to expend funds for purchase of File For Life materials
REQUEST
In 2005 the Palm Desert Police Department implemented the Adult Life And Resident
Monitoring Program, also known as "A.L.A.R.M." This program consists of three
programs, the File for Life, the You Are Not Alone and the Vacation Property Check
Program. These services are free for Palm Desert residents.
What is the File for Life?
The File for Life is a program that provides medical information to first responders like
paramedics, fire department or Palm Desert Police. This program is a medical
information tool used by residents who wish to make their medical information available
to emergency personnel when they arrive at your home in a time of crisis. The File for
Life program is free for residents, especially seniors with serious medical conditions who
wish to participate. The materials for the program include a magnetic plastic envelope, a
medical questionnaire, and a participation sticker. The File for Life magnetic envelope
containing the questionnaire is placed on the front of your refrigerator door. This

The Police Department has obtained quotes from three separate vendors for magnetic
pouches. Only one vendor (Jack Nadel, Inc.) was able to reproduce the magnetic
pouches in the current program design specific to the Palm Desert Police Department.
This is the same vendor that was used when the program was first developed.
Additionally, four quotes were obtained for the medical questionnaire and participation
sticker. Coachella Valley Printing Group submitted the low quote.
It is the recommendation of the Police Department that the File For Life program be
continued and additional program materials be purchased from the following vendors in
the quantities indicated:

Questionnaire & Sticker C. V. Printing Group $603.25 (1,000 quantity)
TOTAL $2,297.46
COST ANALYSIS:
If authorized, the total cost for these materials is $2,297.46. Source of the funds is CAL
Cops funding account # 229-4210-422-3914.
