Recommendation
By Minute Motion, declare the 1972 Oshkosh Snorkel Reserve Fire Truck
(Vehicle I.D. No. 12084) as surplus and authorize disposal as proposed.
Commission Recommendation
The Palm Desert Public Safety Commission will review this item on March 10, 2010.
Staff can provide a verbal report of the Commission's action at the City Council meeting
if requested.
Background
The City of Palm Desert is currently in possession of a 1972 Oshkosh Snorkel Fire
Truck. This former Palm Desert Fire Department reserve unit has currently been stored
at the City's Corporation Yard for approximately five years. Initially, the vehicle was
proposed to be donated to the Palm Desert's Sister City of lxtapa-Zihuatanejo.
However, due to infrastructure limitations within this community, the vehicle could not be
effectively utilized and they subsequently could not accept such a donation.
Staff did contact various brokers and resellers of such specialized fire apparatus and
none of the organizations contacted conveyed any interest. The main problem
indicated was that the vehicle is almost forty years old. Fire and rescue organizations
can purchase a similar unit from the mid-1980s for approximately $10,000, or have the
cost of a new fire truck reduced through available federal or state grant opportunities.

Given the model year and mileage (95,579 mi.), it is not only extremely difficult to locate
a fire department willing to purchase this vehicle, but also finding any replacement parts
for routine or extraordinary maintenance. Therefore, staff recommends disposal of this
vehicle through a licensed salvage company, or other vendor interested in such a
purchase.
Public Works maintenance staff will contact licensed salvage companies and any other
potential purchaser, who will be required to visit the maintenance facility during work
hours, to view and bid on the unit as is. The City will select and follow through with the
company that bids the highest for this item.
Fiscal Analysis
If authorized, the revenue generated from the sale of this vehicle is anticipated to be a
few thousand dollars.
