Aryan, Assistant to the City Manager DATE: March 25, 2010 CONTENTS: Contract No. C29630 Recommendation By Minute Motion, do not renew Contract No. C29630 with StateNet in the amount of $1,890 for providing legislative and regulatory reporting services. Backqround The City of Palm Desert endeavors to remain current in obtaining information to analyze pending legislation at both the State and National level. StateNet, a company located in Sacramento, California, provides legislative and regulatory reporting services, as well as information and intelligence gathering, votes, positions, and other pertinent information on these types of issues. While StateNet has historically provided information for analyzing the effect that pending legislation will have on the City of Palm Desert, the City currently receives similar information from other sources. Staff receives complete reports, updates and lobbying support from Sacramento based consultants Gonsalves and Sons. Furthermore, information is readily available at no additional cost through the League of California Cities (both online and via the City's membership), professional organization websites, and detailed legislative activity information is also available at the State's legislative website. Although StateNet is a quality service that has served the City well, given the current economy and the City's mission of remaining fiscally responsible, while still providing excellent service, staff recommends ending the City's subscription contract to StateNet. Such action will save the City of Palm Desert $1,890 annually and will not diminish staff's ability to provide accurate and timely legislative analysis. StateNet provides vital information and has become a valuable tool in analyzing the effect that pending legislation will have on the City of Palm Desert. Fiscal Analvsis Staff recommends that Contract No. C in the amount of $1,890 be approved.
