Discussion
At its meeting of April 8, 2010, City Council directed Ms. Barbara Rentle to meet with
the City Manager to discuss her concerns regarding the Palm Desert Resident Golf
Card. On Monday, April 12, 2010, the City Manager and staff met with Ms. Rentle to
address her issues concerning the current policy.
Ms. Rentle was concerned that Palm Desert residents with addresses on their California
Driver's License (CDL) other than a physical Palm Desert residential address (i.e., P.O.
Box or other type of mailing address) were unable to obtain the Palm Desert Resident
Golf Card. Staff has considered the concerns and suggestions expressed by Ms.
Rentle and is proposing an appeal process that would allow Palm Desert residents with
a P.O. Box listed on their California Drivers License (CDL) an opportunity to obtain the
Card with a valid reason as to why their physical residential address is not listed on the
CDL. The purpose and intent of the appeal process is to only allow legitimate Palm
Desert residents an opportunity to obtain a Palm Desert Resident Golf Card. It is not to
change the requirements as currently set forth.
The current policy requires residents to submit a California Drivers License (CDL) or
California ldentification Card (CID) with a physical Palm Desert address and a current
utility bill with the same name and address as proof of residency. (See attached Palm
Desert Resident Golf Card Brochure for specific details relative to the policy.)

The proposed appeal process is as follows:
Palm Desert residents with a P.O. Box or a non-residential physical address (i.e.,
Mail Boxes Etc. or business address) listed on their CDL/CID may request an appeal
in writing by providing a written statement to the City's Director of Special Programs
as to the circumstances/reasoning for the appeal request and submitting the
following documentation:
1. Current year tax return or previous year's tax return if already in the following
year (i.e., 2009 tax return if in 2010 year) showing the home owner exemption;
2. Copies of four (4) months electric and phone bill statements listing the residents
name and Palm Desert residential/service address of the applicant; and
3. Proof as to why a CDL/CID with a physical residential Palm Desert address
cannot be obtained.
Again, the appeal process is not being recommended to exempt the current process of
providing a CDL/CID with a physical address, but to provide those Palm Desert
residents (e.g., public safety personnel) with a legitimate reason for having a P.O. Box
or other address tisted on their CDL/CID an opportunity to obtain the Palm Desert
Resident Golf Card.

Madam Mayor and City Council Members:
Due to work obligations, I am unable to speak before you at the City Council meeting on
May 13th. However, I am in receipt of the Staff Report recommending the
implementation of an appeal process, which would allow legitimate Palm Desert
residents with unique circumstances to obtain a Desert Willow Resident Card.
I first wanted to thank you for the opportunity to speak before you during the first council
meeting in April to address this issue, and for you referring me to a meeting with Mr.
Wohlmuth and Ms. Riddle. I was contacted in a very timely manner after the council
meeting, and I met with both parties on the following Monday. Both Mr. Wohlmuth and
Ms. Riddle were professional and helpful, and they were willing to listen to my concerns
and help develop a solution for this issue.
I agree with their recommendation that an appeal process be implemented. As the three
of us discussed in our meeting, the current policy is an excellent system, which most
accurately applies to the highest percentage of potential residents. However, there are a
number of reasons why true residents of the City of Palm Desert don't have their home
address printed on their California Driver's License; DMV's internal policy of defaulting
to the printing of mailing address on licenses being one of the major ones. And as the
Staff Report states, public safety employees have additional reasons as to why they would
not have their home address printed on their driver's license.
While I completely agree that the integrity of the Resident Card program be held intact, I
know the spirit of the policy was not to prohibit true residents from obtaining a card.
With the proposed appeal process in place, those few who are denied a Desert Willow
Resident Card due to not being able to meet the standard requirements can provide
alternate documentation to prove that they are true year-round residents who should be
eligible for a Resident Card.
I feel the proposed appeal process addresses the issue in the best way possible, and I
again want to thank Mr. Wohlmuth and Ms. Riddle for all of their efforts. I hope that you
agree and that you vote to approve their recommendation to implement this appeals
process.
