Approve Outside Agency Funding Committee's FY 2010/2011 recommendations as proposed; 2. Approve FY 2010/11 One-Year Action Plan; 3. Authorize the City Manager to sign One-Year Action Plan Certifications; and 4. Authorize staff to submit the One-Year Action Plan to the U.S. Department of Housing and Urban Development (HUD). Executive Summary The Outside Agency Funding Committee met on Tuesday, April 6, 2010, to review the Community Development Block Grant (CDBG) applications for FY 2010/2011. The table below reflects the funding recommendations of the Committee for this grant cycle. The City received notice from HUD on March 31, 2010, advising of its FY 2010/11 funding allocation in the amount of $381,857.00, which is an increase of$28,239.00 from FY 2009/10. In addition, the City has allocated $34,434.OQ in un-programmed funds that must be used prior to HUD reprogramming to other uses. These funds must be used for capital improvement type projects. The total funds available to award is $416,291.00. The distribution formula as stipulated by HUD is as follows: • 15% (maximum) for public service; • 20% (maximum) for administration; and • 65% up to 85% (if all 20% administration funds are not utilized) for capital improvement projects. STAFF REPORT FY 2010/11 OUTSIDE AGENCY FUNDING RECOMMENDATION AND ACTION PLAN MAY 13, 2010 PAGE 2 OF 12 After attending a CVAG Homeless Committee Meeting, staff found that the mid-April payment to CVAG's Homeless Bus Pass Program in the amount of$3,000 was applied to FY 2010/2011 not FY 2009/2010. Staff reviewed our records and found that indeed the City had already paid in FY 2009/2010. The $3,000 payment was applied to Outside Agency funding. Therefore, since Martha's Village & Kitchen was the only organization, for public service programs, that did not receive full funding, the original $4,236 that was approved for the Bus Pass Program has been applied to its allocation award for a total award of $22,253. The recommendations of the Committee as well as other required information, has been implemented into the One-Year Action Plan. Once City Council has approved the Action Plan, staff will submit to it HUD for its review and approval process. City Council/Housing Authority was provided a copy of the Action Plan prior to its meeting of May 13, 2010, for review and comment, if any. The CDBG funding recommendations must be submitted to HUD for its review and approval by mid-May for its 45-day review and approval process prior to the June 30 deadline. Note: The City's Outside Agency Charitable Contribution funding is generally brought forward as part of the budget process and not part of the CDBG funding award process. (The two funding sources have different review and approval periods; therefore, require that each program be brought before City Council at different time periods for approval.) Backaround On April 6, 2010, the Committee reviewed CDBG applications and made recommendations for funding as outlined in the table below. Those applicants listed in the recommendation for funding column have been identified as potential funding recipients. The table outlines all CDBG applicants who submitted an application, the funding recommendation, the proposed award amount, and the original amount requested by each organization. The funding recommendation for each category is Capital Improvement at 65% _ $282,642.00, Administrative at 20% _ $76,371.00, and Pubic Service at 15 percent at $57,278.00. (The only category that may exceed the maximum cap is Capital Improvement.)
