By Minute Motion, approve a $2,000 donation to the Joslyn Center for the
Maintenance of its Lawn Bowling Green. Funds are available in the Parks Division
Budget.
Backaround
In 2005, the Joslyn Senior Center (JSC) Board made a decision to discontinue lawn bowling
at the Center based on the fact that the venue was not recovering maintenance and
operating costs. Many individuals who participate in this activity subsequently contacted the
City to express their concern over the recommended closing of the green.
In early 2006, after exploring construction of a City lawn bowling green, staff recommended
entering into an agreement with JSC to fund the operation and maintenance cost of its
green. It was estimated that the cost to construct a City green was $185,000, exclusive of
maintenance costs.
Therefore, the City entered into a two year agreement with JSC to fund the Center's lawn
bowling maintenance costs at an annual rate of $10,000. In 2008, City Manager Carlos L.
Ortega authorized extending this agreement through the end of Fiscal Year 2008/2009. In
August 2009, the City Council approved a formal MOU with the Joslyn Center to continue
funding at $10,000 through June 30, 2010.
The Cove Communities Commission Technical Advisory Committee discussed this item
recently and they recommended that the Joslyn Center Initiate moving the lawn bowling
program towards self-sufficiency. The Center's Executive Director indicated that they were
enacting such a proposal over the next three years. They are first increasing participation
costs and then will investigate methods to reduce costs through better irrigation
management and/or holding a shorter season. Lastly, they will examine broadening their
income stream to help underwrite this activity.
The Center still requests the City of Palm Desert's financial support during this three year
period as follows: $2,000 in FY 2010/11; $1,500 in FY 2011/12; and $1,000 in FY 2012/13.

In addition to Palm Desert, the Center also requested a financial contribution from the City
of Indio in the amount of $2,000, as they also have a majority of citizens that participate in
the program. However, Indio indicated that they would not provide any funding for the
program. The Cove Communities of Rancho Mirage and Indian Wells were also requested
to fund $1,000 toward the program. At the time this report was prepared, neither of the two
cities has responded to this funding request. Staff recommends funding the FY 2010/11
Joslyn Center Lawn Bowling Program in the amount of $2,000.
Fiscal Analysis
Approval of staff's recommendation will commit $2,000 towards the Joslyn Center's Lawn
Bowling Program in FY 2010/11. Funds are available in the Parks Division Budget.
