Cintas Corporation, Ontario, California, in the amount of $41,709.96
(includes tax).
Funds are available in Golf Course Expenses, Account No. 520-4195-495-

Backqround
The City of Palm Desert conducted a Request for Proposal (RFP) process to supply the
Desert Willow clubhouse and golf course maintenance departments with hotel quality
uniforms and uniform cleaning services for a one-year period. The Cintas Corporation
was the sole respondent to the RFP. Their proposal includes a one-year contract with
the ability to extend the contract three times; at one year each extension. If there is
consideration for any of the contract extensions, each will be brought back for City
Council action on an individual basis.
The new lease agreement would provide uniforms for approximately 117 employees
that will include uniform repair, cleaning, replacement, and tracking. Desert Willow is an
award winning golf resort that has a unique identity, and strives for excellence in all
areas of service. These new uniforms allow for staffs' appearance and presentation to

be a reflection of the Desert Willow Golf Resort's quality of service and golf course play.
For a breakdown of cost please refer to the attached proposal.
Staff recommends approval of the lease agreement between the Desert Willow Golf
Resort and Cintas Corporation for the lease of uniforms and uniform services for a
period of 52 weeks. The Desert Willow Golf Resort in conjunction with the Finance
Department has thoroughly reviewed the proposed terms of the lease agreement, and
has determined that the terms of the lease agreement are reasonable and proposed
costs are in accordance with the previous agreement and current market conditions.
Fiscal Analvsis
No appropriation is required; funding is available in the current Desert Willow budget.

Cintas designs, manufactures and implements corporate identity programs for approximately 800,000
businesses in the United States.Cintas operates more than 400 facilities in the U.S. and Canada, including 11
manufacturing plants and eight distribution centers that employ more than 34,000 people.
The Cintas facility in Ontario California that will service the City of Palm Desert-Qesert Willow Golf Resort is the
local Cintas facility to the service station with wash support in Ontario,CA.This includes over 200 uniform
processing employees along with about 35 Service Representatives and routes.
Local Service Caaabilities:
The City of Palm Desert-Desert Willow Golf Resort will have the full resources of Cintas Corporation Nationally
as wetl as the local Ontario California staff including a dedicated Service Representative that performs on-site
weekly pick up, delivery, changes, credits, ordering, and verification that all is running smoothly with the
garment services.
In addition the City of Palm Desert- Desert Willow Golf Resort has a Service Manager and access to General
Manager that can be called on to help with any items beyond the week to week services, including but not
limited to, uniforms ordering, changing,and billing credits or clarification.
• Portabte Route Computers are on each vehicle allowing for changes to be entered by the service
representative each week for fast changes requested to be applied to the account.
. Cintas's abilities in Garment/Uniform Manufacturing, Logistics,Weekly Inspection,and customer service
are unrivaled and outlined in the included Power Point.

Garment Trackin�
� Cintas ID Tapes every garment for internal tracking at the processing facility.This ensures that the
garments are returned to the City of Palm Desert-Desert Willow Golf Resort's sites each week they are
turned in to be processed.
• Manual Backup: If there is a discrepancy in what was picked up to delivery.Cintas has an "Individual
Garment Check sheet" system that can be employed by the service representative; whereby they count
each garment that is picked up on site.A copy of a tri-copy is given to the locations contact with that
weeks pick up count.These are then counted,manually; again at the Cintas facility prior to delivery to
ensure what was picked up the week before is also being delivered.
• This manual counting is done in addition to the electronic tracking already in place.This helps to still
have a human hand in the process for our customers to ensure that the garments are returned in full.
Weeklv Garment Inspection
� EveN garment that is washed is inspected for repairs and replacement orders without our clients asking.
90+�of our weekly replacements are initiated by Cintas at no cost to our clients.
• Each shirt is hung on a lighted mannequin for our inspectors to look for missing buttons,and rips and
tears needing attention. Pants are inspected for zippers, seam rips,and other holes.
• All garments are slated for replacement the week of inspection if they are not up to standards outlined
by the ID Tape Date and Contract.
Service/Customer Service/Accountin�
• All Cintas Service Personnel are paid on performance of a CSI(Customer Service Index)This ensures that
the weeklv check in process and survev is directing the Citv's experience with Cintas

washed with like garments.

formulation to ensure garments are as clean as possible from the various work environments.

METHODOLOGIES & WORKPLAN
The above management team will work with each one of site coordinators for the Desert Willow
along with Cintas resources to accomplish the following items and any other the Agency and Cintas
agree on to ensure a smooth transition and on time delivery to commence services by the delivery
date Desert Willow will set.
Cintas will utilize internal Cintas personnel and resources to accomplish these tasks beyond the
management team listed but will be directed by the Government Major Account Manager to
ensure all processes are being implemented.

proposals to rent and maintain LiN�ORMS for the Desert Willow Golf Resort. The City
will receive the proposals in the office of the City Clerk up to the hour of 2:00 n.m. on
Mo n d a v the 8`h of No ve m b e r, 20�0, at which time they will be publicly opened.
Request for Proposat packets are available at City of Palm Desert, Redevelopment
Agency, Iocated at 73-510 Fred Waring Drive, Palm Desert, CA 92260. It is the
responsibility of the bidder to see that any bids sent through the mail have sufficient
time to be in the hands of the City Clerk prior to the bid c(osing date and time. The
receiving time at City Hall wi11 be the governing factor on acceptability of bids.

Bids must be prepared on the approved proposal forms and submitted in a sealed

The City of Paim Desert is currently soliciting bids for Clubhouse and
Maintenance Uniform Service for the Desert Willow Goif Resort located at 38-995
Desert Willow Drive, Palm Desert, California 92260.
Successful bidders should complete the Propasal Specifications and Bidder Information
forms and submit in a seaied envelope plainly marked on the outside ��SEAI.,��D BII�
FOR UNIFORMS — DO NOT OPEN W1TH REGULAR MAIL." The proposal is due in
the office of the City Clerk no aater than 2:t)0 p.m. on Monday, November 8, 2Q10.
Proposals received after that time will not be accepted.
Fo rm o i� P ro u o s a 1. The proposal must be made on the form of Vendar's
Proposal, which is included in the Contract Documents and must be cornpletely filled in,
dated, and signed. Bids must be submitted on ail i#ems and schedules included in the
Contract Docurnents. FAILURE TO BID ON ALL ITEMS AND SCHEDULES MAY
RESULT IN THE BID BEING REJECTED AS NON-RESPONSIVE.
Do c u m e n ts a n d S,�e c ific a tio n s. The speci#ications attached are a sample of
the product needs at the Desert Wiilow Golf Resort, but may not be inclusive of the total
uniform services, which may be required. Refer to Appendix A for departmental uniform
service descriptians.
Lic e n s e. To be considered, a potential bidder must have the appropriate license
required under provisians of the California Business and Professions Code for the work
covered in its Proposal when its bid is submitted. This includes a joint venture formed to
submit a bid. Additionally, the Vendor must possess a current City of Palm Desert
Business License or provide proof of exemption. If bidder does not possess a City of
Palm Desert business license, the bidder must otitain a City ofi Palm Desert business
license prior to entering into a contract.
Ouantities. This contract wiil be an open purchase order for a specific amount
strictly for Clubhouse and Maintenance Uniform Service for the Desert WiNaw Golf
Resort. The actual cost of the purchase order shall be based on actual incurred uniform
rental and maintenance costs, but shali not exceed the total price of the bid and open
purchase order. No obligation shall be borne by the City of Palm Desert and the Desert
Willow Golf Resort for the full price o# the bid without actually purchasing Clubhouse
and Maintenance Uniform Service. All payments will be made within the terms of the
vendor's renta� agreement and the account wiif be maintained in good standing by the
Desert Willow Golf Resort. Please complete pricing far alf items iisted, so an accurate
price camparisan can be made. Please give as much detail as possible so that each bid
can be properly evaluated.
Internretation of Documents. Discrepancies, omissions, ambiguities, and
requirements likely to cause disputes and similar matters shall be promptly brought to

the attention of the CITY, in writing, and to the attention of Catherine Walker, Senic�r
Management An�lyst. When appropriate, Addenda will be issued by the City of Palm
Desert. No comrnunication by anyone as to such matters except by Addenda affects the
meaning or requirements of the bid documents.
Addenda. CITY reserves the right to issue Addenda to the bid documents at any
time prior to the time set to open bids. Each potential bidder sha�l leave with the CITY its
name, address, phone number, fax number, and e-mail address for the purpose of
receiving Addenda. C1TY wifl cause copies of Addenda to be mailed or delivered to
such names at such addresses. To be considered, a Vendor's Proposal must list and
take into aeeount al! issued Addenda. Bicl�, to be acc���cable, must acknvwlecl�,ie
rc;c�ipt of all Addt;nda.
8 id s. Totaf Price Bids are required for the anticipated annual Glubhouse and
Maintenance Uniform Service required. The amaunt of the bid for comparison purposes
will be the total of all items. In case of discrepancy between the item price and the total
set forth for the item, the item price shaH prevail.
The evaluation of bids and award ofi contract shall be the exclusive decision of
the City. The City reserves the right to award separate scheduies to separate bidders,
or all schedules to a single bidder, and consider all relevant factors in making its
decision.
Aqprc�val of Purchase. Approval by the City Council, of a Vendor's Proposal
� shall authorize the Desert Willow Golf Resort enter into a rental agreement for uniform
services up to the total bid price, on an as needed basis. The City shall mail or deliver to
the lowest responsible bidder the Notice of Award of bid acceptance. City's execution of
the purchase order is contingent upon Bidder's submission of all d�cuments required of
Bidder.
Qualifications of Bidders. No award will be made to any bidder wha cannot
give satisfactory assurance to the City and the Desert Willow Goif Resort as to their own
ability to carry out the terms of the purchase order, both from a financial standpoint and
by reason of previous experience as a vendor on wark of the nature contemplated in
this request for proposal. The bidder may be required to submit its record of work of
similar nature to that proposed for this bid, and unfamiliarity with the type of work may
be sufficient cause far rejection of bid.
Government Code Section 4552. In submitting a bid to a publie purehasing
body, the Bidder offers and agrees that if the bid is accep#ed, it will assign to the
purchasing body all rights, titl�, and interest in and to a11 causes of action it may have
under Sec#ion 4 of the Cia}r�on Act (15 U.S.C. Section}* ar under the Cartwright Act
(Chapter 2 commencing with Section 16700) or Part 2 af Division 7 of the Business and
Professions Code), arising from purchases of goods, materials, or services by the
bidder for sale to the purchasing body pursuant to the bid. Such assignment shall be

made and become effective at the time the awarding body tenders final payment to the
Vendor, without further acknowledgment by the parties.

mailed to the above location. Faxed RFI's are not acceptable. All RFI are due no later
than 5:00 ��.m. on Monclay, November 1, 2010.
Brincl or Trade Name-Substituie of Ec�t�als. !f a potentiaf bidder believes he
knows of an equal to a specified brand or trade name which is not mentioned in the
Request for Proposal (RFP), then such potential bidder shall advise the City's
Representative of such fact in writing giving al1 relevant information, no later than 7
calendar days prior to bid opening.
The City shall promptly deterrnine whether the substitute is equal in every
respect to the item specified, and approve or deny the request accordingly, and shall
notify the vendor of the determination made, in writing of the decision. Unless the
request is granted, substitution will not be permitted.
Pricin� of Products. It is beneficial to the bidder to provide pricing on all items
so that an accurate price comparison can be made. Please provide the item's list price.
Failure to provide the requested information may be considered non-responsive and
result in disqualification of the proposal.
Note, that the award of the purchase order is based on a number of criteria
including price, and the bidder's ability to provide the requested products timely manner.
Bidders should base their quote on the best available pricing to the City of Patm
Desert rather than on a tiered basis or plan, as the purchase order will be awarded
based on the quotes submitted.

Total bid amount is for the delivery, aN taxes, freight, materials, incidental
expenses, and direct and indirect costs associated with providing Clubhouse and
Maintenance Uniform Services to the Desert Willow Golf Resort.
Intrc�duction:
The Desert Wiilow Golf Resort is a premier public owned golf resort in the City of
Palm Desert. Currently, the resort is seeking proposals to supply the c{ubhouse and golf
maintenance departments with hotel quality uniforms and cleaning services year round.
Desert Willow Golf Resort expects the highest quality products and services from its
vendors consisient with other world ciass resorts in the region.
Vendar C�verview:
Prospective vendors should have experience and quality references in the
resortlgolf community in the desert. Desert Willow will make the final determination as to
the quality of the vendor's products and services based on careful evaluation of
samples, references, and resources.

a} The proposed uniform supply should be of Resort/Hotel Quality; preferably
manufactured by the same Company offering the weekly services to ensure
consistent fit, garment/wash quality, turnaround, and supply stock.
b) Provide (2) examples of similar services rendered for a resart, similar to the
Desert Willow Golf Resort, provide references for the Resort/Hotel with high
image/service requirements to be called on by Desert Willow prior to award.
c) Company should offer a range of Resort/Hotel Quality unifarms options within
each department with flexibility for seasonal/business service fluctuations_

d} A proposed service/personnei plan should accompany the proposal including
weekly service representative tenure, hotel clien#s and direct contact information.
Service and General Management contact should be included including e-mails
and best contact numbers.
e) Company should have portable computers versus handwriting all changes to
ensure al! changes are done on the delivery day and automated for a one week
average turnaround.
f) Company should have an automated bar-coding system to track garments and a
manual counting system beyond #he weekly pre-printed invoice to allow for
multiple validation methods ensuring consistent delivery of picked up praduct.
g) Garment types should be separated on site to ensure that department's soil type
does not mix across departments. Example, Chef/Kitchen/Food Prep garments
should not be mixed with Server garments to ensure quality cleaning and food
prep garments are sanitized separately weekly.
h} AI! garments should be hand inspected each wee�c by vendor and automatically
tagged for replacements due to normal wear and tear. An operational tour should
be available to validate that this is being done.
i) All normal wear replacements should be done at no charge for the replacement
garment.
