MINUTES of the Regular Landscape Beautification Committee Meeting of Wednesday, May 19, 2010. Approve as presented. Upon a motion by Chairman Knight, second by Member Spiegel, and 5-1-0 vote of the Committee Board with Member Limont abstaining, the Consent Calendar was approved as presented. � LANDSCAPE BEAUTIFICATION COMMITTEE APPROVED MINUTES July 21, 2010 V. CONSENT ITEMS HELD OVER NONE VI. NEW BUSINESS A. Monterev/Dinah Shore Slope Landscape Desiqn Criteria and Costs Chairman Knight presented the Committee with a cost estimate and map of the proposed landscape installation for the Monterey/Dinah Shore ramp slope that is located east of Costco. The estimated cost of $86,896 includes ground and vertical shrubs, palm trees, a water meter, an irrigation system, earthwork and rough grading, and a 9�-day maintenance period. The estimate is based on coverage, but no design plan has been created. Staff included enough plant material to give 100% ground coverage withaut the need of decomposed granite or boulders. In addition, staff will design the landscape plan in-house, in an effort to reduce cost. Mrs. Ruth Ann Moore of the Redevelopment Agency will contact Costco regarding their willingness to share the cost of the installation and maintenance of the landscape. Chairman Knight noted that he would prefer for the City to maintain the landscape, since Costco does not maintain their landscape according to the City's standards. Member Limont suggested City staff maintain the landscape and invoice half of the expense to Costco. Mrs. Moore will schedule a meeting with Costco and City staff to further discuss the item. No motion; the item was continued. B. Larkspur Lot Parkwav Landscape Design Criteria and Costs Chairman Knight presented the Committee with the design criteria and cost estimate of the proposed landscape installation at the comer of Larkspur and Shadow Mountain. Staff will install a 15 foot wide planter along the parkway for an estimated cost of $46,165. The empty lot will continue to be used as parking; therefore, staff will retain the finro driveway openings on Larkspur and Shadow Mountain. The Committee suggested staff prune the oleanders on the back wall and along the side, especially off Shadow Mountain; no modifications will be done to the north wall. Member Wohlmuth also suggested staff install plant material that matches the plant material across the street of Larkspur. In response to Vice- Chairman Aylaian's question, Chairman Knight noted that it will be too expensive to relocate some the trees, but, should the Committee require it, he will present a cost estimate for the relocation of a couple of them. 2 � LANDSCAPE BEAUTIFICATION COMMITTEE APPROVED MINUTES July 21, 2010 No motion; the item was continued until a design and a more accurate cost is available. VI1. CONTINUED BUSINESS A. New Monterev Avenue Medians Landscape Desiqn Criteria and Costs Chairman Knight presented three scenarios for the landscape installation of the new Monterey medians between Country Club and Gerald Ford: • First scenario included: decomposed granite, grading, and mobilization for an estimated cost of$173,808. • Second scenario included: decomposed granite, irrigation, trees, grading and mobilization for an estimated cost of$394,728. • Third scenario included a complete landscape design for an estimated cast of$795,427. According to staff, Br�ace Harry, Director of Public Works for the City of Rancho Mirage, is waiting on the Committee's direction before addressing the item within his organization. Mr. John Wohlmuth inquired on the availability of the Segovia funds; Chairman Knight will investigate. Member Spiegel stated that the median is in poor condition and it needs to be immediately addressed. Member Limont suggested adding abbreviated irrigation, which means the irrigation will be permanent, but not complete, as a cost saving measure. The Committee also suggested installing 15 gallon trees instead of 24" box trees. No motion; the Item was continued until a cost estimate that includes abbreviated irrigation is developed and Chairman Knight investigates on the availability of the Segovia funds and the City of Rancho Mirage's willingness to share the cost. VIII. OLD BUSINESS NONE IX. REPORTS AND REMARKS A. Portola Aesthetic Wall Treatment and Landscape Update Staff member, Mrs. Cora Gaugush, informed the Committee of the status of the Portola Aesthetic Wall Improvements. She stated that the design from David Evans and Associates is 95% complete, but the utilities have become a challenge. Nonetheless, Mrs. Gaugush met with a number of planners from Southern California Edison (SCE) and she was assured 3 • LANDSCAPE BEAUTIFICATION COMMITTEE APPROVED MINUTES July 21, 2010 they will move the project forward within the SCE process. The total budget for the project is $2.1 million; this includes $669,000 for utility undergrounding. X.
