Recommendation
By Minute Motion, approve the City of Palm Desert's participation in the 2011
"Every Fifteen Minutes" program, in an amount not to exceed $7,000. Funds for
this program are available under the Police Contingency Account No. 110-
4210-422-3042.
Commission Recommendation
The Cove Communities Services Commission recommended participation in the proposed
2011 "Every Fifteen Minutes" program in the amount of $10,OQ0, with each city's portion
based on the Cove Commission Funding Formula. The Commission also recommends that
the Sheriff's Department contact other local public/private schools to ascertain if their
students could attend. The Palm Desert Public Safety Commission will review this item on
October 13, 2010. Staff can provide a verbal report of the Commission's action at the City
Council meeting if requested.
Backpround
The "Every Fifteen Minutes" program is a two—day event aimed at high school juniors and
seniors, which focuses on the negative consequences of drinking, personal safety, and the
responsibly of making mature decisions when alcohol is involved. The program's name
stems from the fact that approximately every fifteen minutes an individual in the United
States is killed from an alcohol-related traffic collision.
The first day of the event focuses on a mock traffic collision that is very realistic. It includes
students that portray injured and deceased victims. The students that are playing victims
are chaperoned and stay overnight in a local hotel, to emphasize their absence. On the
second day, students attend a mock funeral service, including a video presentation of
student victims before the accident and during the accident itself. Selected students also
speak at an assembly, along with guest speakers who were negatively impacted by
drunken drivers.
The Cove Commission was requested to help fund this program, in the amount of $10,000.
The Commission approved participation in the program, with each city's portion based on
the Cove Commission Funding Formula.

The formula is based on each city's population estimates as illustrated in the table below
provided by the City of Indian Wells:

Based on this amount, Palm Desert's share is approximately $7,000. Staff respectfully
recommends that the City Council approve participation in the 2011 "Every Fifteen
Minutes" program.
Fiscal Analvsis
Based on the Cove Formula, the City of Palm Desert's share of the participation cost is
approximately seventy percent (70%) or $7,000. Funds for this program are available in
the Police Contingency Account No. 110-4210-422-3042.

SUBJECT: Every 15 Minutes Program Funding Proposal - 2011
Recommendation
The Riverside County Sheriff's Department, Palrn Desert Station recommends the Cove
Communities (Indian Wells/Palm Desert/Rancho Mirage) approve the request to
partially fund the Every 15 Minute Program for 2011 for the sum of$10,000.00.
Background
The Every 15 Minute Program is a two-day program focusing on high school students,
juniors and seniors which challenges them to think about drinking, personal safety and
the responsibility of making mature decisions when alcohol is involved. The program
name was derived from the fact that roughly every 15 minutes someone in the United
States dies from an alcohol-related traffic collision.
Summary of Pro�ram
Day One -The "Grim Reaper" visits various classrooms. He walks silently into each
room and calls out a student's name and instructs him or her to "come with me." A
uniformed officer then enters the classraom and reads the student's obituary. The obituary
is very realistic and includes such details as the cause of death,past accomplishments,
future plans and surviving family members. The obituary includes a photograph of the
"deceased" and is posted inside the classroom. They will not return to class for the
remainder of the day.
1'rior to lunch, a mock fatal DUI collision is staged near the school grounds. The students
are alerted to the fact that a collision has just taken place by a pre-recorded 9 i 1 call
played over the school's public address system. The mock collision includes students
portraying a trapped driver and passenger in the victim vehicle, a DUI driver and
passenger in the second vehicle and a pedestrian. The collision is staged to look as
realistic as possible and inciudes response by police, fire, ambulance and helicopter
crews. A victim is extricated from one vehicle using the "Jaws of Life", pronounced dead

at the scene, placed in a body bag and transported to the morgue by the coroner. The
helicopter transports one critically injured victim to a local hospital.
The student's parents are notified of tl�eir child's death. Another injured is transported to
the hospital by ambulance. Hospital personnel will work on the victim until pronounced
brain dead. The parents will be notified of this and asked about organ donation. The
"drunk" driver is given field sobriety tests by officers at the scene, handcuffed and
transported ta the jail for a simulated booking. All juniors and seniors frorn the high
school watch the accident from the beginning to end. The entire scene is video taped and
edited for viewing on the second day.
Meanwhile, a prearranged mock death notification is made by uniformed officers to each
student's parent. Even though all parents are aware of the details of the program and agree
to the prearran�ed death notification and know it is pretend, the resulting emotions are
tremendous. Chaplains and counselors will be available for both paxents and students.
After the collision, all participating students are led by the "Grim Reaper." They are
transported to a nearby hotel for an overnight stay. The student's absence from home that
night is to further simulate that he/she is "gone." At the hotel/retreat,the students are
treated to dinner and chaperoned activities. Evening activities will include interacting
with police, medical personnel, and members of the community. Guest speakers will
include someone who has been involved in a DUI accident, fatally killing a child and
how it changed his life. Other guest speakers will also be planned. After listening to the
speaker's, students write letters to their parents. Some students axe able to say things to
their parents they were never able to before. Students are asked if they would feel
comfortable reading their letters to the student body and parents at the following days
assembly.
Day Two - In the morning, students at the retreat will be transported back to the school
for an assembly/mock funeral service. The assembly begins with the showing of a music
video. The video is compiled from footage of participating students weeks prior to the
program as well as footage of the mock DUI accident. .After the video, selected students
read their letters to Mom and Dad and selected parents also read their letters to the
children. A guest speaker will talk about the horrible consequences of poor decision
making when alcohol is involved and how it impacts many people. The assembly
concludes with the calling forward of actual survivors and victims of alcohol tragedies.
Students are then told to join their parents. Letters are exchanged along with,hopefully,
renewed commitments of love and respect. Counselors, support services, and all those
involved in the program will also be present.
This program requires a community effort both financially and through volunteer service.
Several local agencies have already volunteered their time including Cal Fire,
Eisenhower Medical Center, Forest Lawn Mortuary, Palm Desert High School, Prabation
Department, District Attorney's Office (Indio Juvenile Division), and the Riverside
County Sheriff/Palm Desert Police. There were nearly fifty valunteers involved in this
program for 2009.

The estimated cost of this program for the year 2009 was approximately $12,000.00.
These funds were raised by a volunteer�;roup that solicited varied businesses to donate in
order for the program to continue as well as donations made by the cities of Palm Desert
and Rancho Mirage. Without this funding, the program could not be implemented. While
there are various organizations that do contribute and/or donate their services for free,
there are many components of this program that simply require payment for their
services.
"I'he Cove Communities help in this matter will ensure the continued success of the Every
15 Minutes Program for the year 2011. In a time of difficult financial means for most
people, including many businesses, it is all the more difficult to solicit the required funds
from small businesses and citizens. Undoubtedly, the issue regaxding teens drinking and
driving is all too memorable froin recent years. With the help of the Cove Communities,
through the implementation of this program, we can possibly save lives through
educating our teens.
This proposal seeks approval by all three cities to share the partial cost of implementing
the Every 15 Minutes Program for 2011. The funds would ensure that this meaningful
and important program takes place in order to educate our youth about the dangers of
drinking and driving.
lmplementation
The Every 15 Minute Program will be implemented again in February 2011. Officer
Kevin Cole and the Palm Desert Police Department are responsible for coordinating this
entire event. Needless to say,this is a large undertaking and requires a great amount of
time and planning to make the program a success.
Im acts
It is anticipated that the implementation of the Every 15 Minutes Program will have very
positive impacts in all three cities. Alcohol use is the number one drug problem among
young people. Mothers Against Drunk Driving (MADD)recently published the following
statistics on teen drinking, driving and other drugs:
• Traffic collisions are the number one killer of teens and 28% of fatal traffic
crashes involving teen drivers are alcohol-related
• Alcohol is the number one youth drug problem in America and more young
people die from alcohol-related incidents that from all other illicit drugs combined
• Underage drinking costs American taxpayers approximately$61.9 billion
annually
• Adolescent drinkers perform worse in school, are more likely to fall behind, and
have an increased risk of social problems, depression, suicidal thoughts and
violence
• Those who start drinking before age 15 are 7 times more likely to be in a motor
vehicle crash after drinking
• Every minute, one person is injured from an alcohol-related crash

• One in three 8th �;raders drinks alcohol, and one in three will be ui an alcohol-
related crash in their lifetime
• One in five teens binge drink
� Teen alcohol use kills about 6000 people each year, more than all illegal drugs
combined
Cost Analvsis
As each Cove Community has teenagers attending Palm Desert High School, it is our
recommendation that the three cities fund the program in 2011 for the sum of$10,000.00
total using the"cove formula" of 50/ 30/20 (Palm Desert- $5,000.00, Rancho Mirage -
$3,000.00 and Indian Wells $2,000.00).
