Recommendation:
Waive further reading and adopt Resolution No.2ol0_��, reaffirming the action of
the Cultural Resources Preservation Committee, designating the Palm Desert
Community Center (Palm Desert Community Library) located at 45-480 Portola
Avenue, Assessor's Parcel No's. 625-132-044 and 625-132-043, with landmark
designation; in accordance with section 29.40.010 of the Palm Desert Municipal
Code.
Committee Recommendation:
On September 28, 2010, the Cultural Resources Preservation Committee at its regular
scheduled meeting conducted a public hearing as required per PDMC 29.40.070 and
unanimously recommended nominating the Palm Desert Community Center, located at
45-480 Portola Avenue with landmark designation.
Background:
The building located at 45-480 Portola Avenue is significant as the first Community
Library in the City of Palm Desert. The building was constructed in 1962 on land
donated by Randall and Cyria Henderson. The building is eligible for designation as a
City Landmark in accordance with section 29.40.010 Landmark Designation Criteria as
it "reflects distinctive examples of community planning or significant development

patterns, including those associated with different eras of settlement and growth,
agriculture, or transportation.
The building is currently owned by the City of Palm Desert and is used as a multiple use
building dedicated to community non-profit services.

Committee Member Kim Housken noted some changes for Item Number IX.
Public Hearing. On page four, last paragraph, first sentence, the spelling of the
last name "Calhoun" should be changed to "Calquhoun." Ms. Housken
requested that on page two, last paragraph, first line, that "historic designation
district" should be changed to "historic district designation." For consistency,
this wording was changed in the second paragraph, second line of page three
from "Historic Designation" to "Historic District Designation."
Committee Member Kent Routh moved to accept the Minutes as revised.
Committee Member Kim Housken seconded the motion. All were in
favor; the Motion passed unanimously.

A. DISCUSS HISTORIC PLAQUE FOR SHADOW MOUNTAIN GOLF CLUB
Russell Grance, Director of Building and Safety showed the plaque to all
present at the meeting. The Committee Members were impressed with the
plaque and Mr. Grance noted that the aluminum plaque was much less
expensive than a bronze plaque and it would stand up to the elements.
Committee Member Kim Housken inquired about the Shadow Mountain Golf
Club plaque unveiling. Mr. Grance mentioned that early in the process the
group wanted the unveiling to coincide with their November opening. This
designation would enhance their marketing efforts. Mr. Grance sent an email
letting them know the plaque was here. He also emailed them a copy of the
agreement they will need to sign before taking possession of it. Mr. Grance
added that when he learns of the Shadow Mountain Golf Club's plans, hopefully
some Committee Members and City of Palm Desert dignitaries could be
present for the event. Committee Member Kent Routh inquired about the cost
of the plaque. It was $319.06.

Committee Chair pon Graybill opened the Public Hearing to Consider
Historic Site Designation for the Portola Community Center located at 45-480
Portola Avenue, (APN'S: 625-132-044 and 625-132-043) as a Local Historic
Site for City Council approval.
Russell Grance, Director of Building and Safety described the building located at
45-480 Portola Avenue as significant as the first community library in the City of
Palm Desert. The building was constructed in 1962 on land donated by Randall
and Cyria Henderson. The building is eligible for designation as a City Landmark in
accordance with Section 29.40.010 Landmark Designation Criteria as it reflects
distinctive examples of community planning or significant development patterns,
including those association with different eras of settlement and growth,
agriculture, or transportation.

Mr. Gary Olesen, long time Palm Desert resident commented that he came to the
meeting to observe. He congratulated the Committee on this (potentian
designation. Committee Member Kim Housken pointed out that Olesen Field is
named after Mr. Olesen's father. Mr. Olesen noted that the library did not exist
when he was in first grade at school in Palm Desert in 1950. There was nothing
there. He commented that it was a great thing that the Committee was doing and
stated that it was worthy of being designated a historic site.
Committee Chair pon Graybill recalled going to the library when he was teaching
school in the 1960's. He previously believed that the portion where the children's
library was the existing back part, but it is not. The open area to the east was part
of the new building. He remembered the Children's Section was to the north.
Committee Member Kim Housken was happy to see it recognized for the
community aspect of it. Randall and Cyria Henderson donated the land and not
only did they want it to be a library but a place for the community to meet. It's
come full circle and been designated a community center and it is still being used
for what the Henderson's originally intended. Ms. Housken liked the idea that the
whole community came together to raise the money, and provide the time, labor
and materials needed for the project. She noted that the school children were
listed on the plaque for their monetary contributions toward the library.
Committee Chair pon Graybill closed the Public Hearing.
Committee Member Kim Housken Motioned to authorize staff to prepare a
resolution approving historic site designation for the Portola Community
Center located at 45-480 Portola Avenue (APN'S: 625-132-044 and 625-132-
043) as a Local Historic Site for City Council approval. Committee Member
Kent Routh seconded the Motion. All were in favor, none opposed. The
Motion passed unanimously.
Russell Grance, Director of Building and Safety announced that the item will be
tentative scheduled for the October 14, 2010 City Council meeting which begins at
4:00 p.m. Discussion commenced on the application. Mr. Grance clarified that he
did made the suggested modifications to it. The final application is finished. He
requested that the Committee Members contact him if there are any last minute
changes to the document.
X. REPORTS AND REMARKS
Committee Chair pon Graybill commented that he wished the plaque for the Fire
Station had come with more mounting instructions. Discussion commenced on the
manner in which the plaque could be mounted. Committee Member Gale Broeker
wondered why Public Works was not mounting the plaque at the Fire Station, since
City of Palm Desert owns the building. Director or Building and Safety Russell
Grance noted that he had offered assistance. Mr. Graybill will contact Director of
Public Works, Mark Greenwood before Saturday, October 2, 2010 regarding help
with mounting the plaque.

Committee Chair pon Graybill inquired about the progress of the Mills Act.
Director of Building and Safety Russell Grance mentioned that it was brought up at
the Executive Management meeting. He received approval from John Wohlmuth,
City Manager to move forward, but will check to determine that he still has a green
light to go ahead. Mr. Wohlmuth may choose to wait until after the elections. Mr.
Grance mentioned that approximately 80 cities in California have the Mills Act. A
discussion commenced about the analysis Mr. Grance prepared. The analysis is
based upon a formula used by The Riverside County Assessor and he estimated
that 50% would be the highest percentage tax benefit that could be received. Mr.
Grance is hoping it is viewed from a broader perspective and that it will be seen as
a benefit. It will have an impact on the Redevelopment Agency, not City of Palm
Desert. Committee Member Gale Broeker commented that you don't need
redevelopment if everyone is keeping up their property properly. This is the only
benefit property owners would have to participate in the program. Mr. Grance did
not anticipate a huge impact on his Building and Safety Department staff.
Applications accepted are limited. If the Mills Act passed this year it would not be
effective for the property owner until the following year.
Committee Member Kim Housken announced that the grand re-opening of the
Historical Society of Palm Desert and the dedication of the first historic plaque will
take place on Saturday, October 2, 2010 at 10:00 a.m. at the Historical Society of
Palm Desert (Fire Station). Refreshments will be served. Also, Friday, October 1,
2010 will be the groundbreaking ceremony for the Aquatic Center.
Mr. Grance showed the Committee hand-outs he had prepared for the Palm Desert
Fire Station plaque unveiling ceremony at the Historical Society of Palm Desert. He
contacted Kristy Kneiding about issuing a press release for the event. He provided
her with the application, Staff Report, and Resolution. She will have all the
information needed.
Director of Building and Safety, Russell Grance shared the email he received from
the 4t" grade school teacher, Bridget Stanley. She was very complimentary about
our website and she found it very resourceful. Her class was learning about
historic preservation. She also provided information and a link to other information
Ms. Stanley located on the internet. Committee Chair pon Graybill complimented
Mr. Grance on the website and the ease of navigation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT APPROVING LANDMARK DESIGNATION FOR THE PALM
DESERT COMMUNITY CENTER (PALM DESERT COMMUNITY
LIBRARY), LOCATED AT 45-480 PORTOLA AVENUE, AS A LOCAL
HISTORIC LANDMARK
WHEREAS, on September 28, 2010, the Cultural Resource Preservation Committee
conducted a public hearing to consider initiation of Landmark Designation of the Palm
Desert Community Center (Palm Desert Community Library) located at 45-480 Portola
Avenue, Assessor's Parcel Nos. 625-132-044 and 625-132-043, as a historic landmark
pursuant to Section 29.40 of the Palm Desert Municipal Code; and
WHEREAS, the Cultural Resources Preservation Committee has considered all of the
evidence submitted into the administrative record which includes, but not limited to:
1. Agenda reports were prepared by the Department of Building and Safety.
2. Staff presentation at the meeting held on September 28, 2010 before the Cultural
Resources Preservation Committee.
3. The City of Palm Desert, Cultural Resources Ordinance No. 1168, and all other
applicable regulations and codes.
4. Public comments, both written and oral, received and/or submitted at or prior to the
meeting, supporting and/or opposing the applicant's request.
5. Testimony and/or comments from the applicant and its representatives submitted to
the City in both written and oral form at or prior to the meeting.
6. All related documents received and/or submitted at or prior to the meeting.
WHEREAS, based on the forgoing evidence, the Cultural Resources Preservation
Committee finds that:
1. A request for Landmark Designation for the Palm Desert Community Center (Palm
Desert Community Library) located at 45-480 Portola Avenue, was made on
September 13, 2010, to designate the Palm Desert Community Center.
2. Notice of the September 28, 2010, Cultural Resources Preservation Committee
meeting was posted in the Desert Sun and at City Hall.
3. Notice of the September 28, 2010 Cultural Resources Preservation Committee was
provided to the affected property owner as shown on the latest Riverside County
assessment role. Owner was notified by telephone and by first class mail.
4. Notice of the Cultural Resources Preservation Committee meeting included the
notice requirements set forth in California Environmental Quality Act (CEQA).
WHEREAS, based on the Cultural Resources Ordinance 1168, the Cultural Resources
Preservation Committee concludes the following:
1. Palm Deserts' character and history are reflected in its cultural, historical, and
architectural heritage, and
2. Palm Deserts' historical foundations should be preserved as living parts of the
community life and development in order to foster an understanding of the City's
past so that future generations may have a genuine opportunity to appreciate,
en�oy, and understand Palm Deserts' heritage, and
3. The Cultural Resources Preservation Committee has reviewed this site and
determined it to be historically significant and could contribute to the economic and
cultural revival of the City.

WHEREAS, in view of all the evidence and based on the forgoing designation criterion,
the Cultural Resources Preservation Committee concludes as follows:
The Palm Desert Community Center (Palm Desert Community Library) located at 45-
480 Portola Avenue, meets the following designation criterion as contained in the City's
Cultural Resources Ordinance, and is hereby worthy of preservation and designation as
a Local Historic Landmark.
F. Reflects distinctive examples of community planning or significant
development patterns, including those associated with different eras of
settlement and growth, agriculture, or transportation.
The building located at 45-480 Portola Avenue is significant as the first Community
Library in the City of Palm Desert. The building was constructed in 1962 on land
donated by Randall and Cyria Henderson.
In January 1950 the Palm Valley Chamber of Commerce wrote to the Riverside Public
Library requesting a branch library. When that effort did not succeed a few pioneering
homeowners, retired physician Dr. Edward Ruge and Dr. Martin Baker from Palm
Desert began the quest for a town library. They discovered that the county would
provide books and a part-time librarian if space and equipment were made available.
In 1954, Cyria Henderson was elected president of the Palm Desert Women's Club and
pledged funding assistance if Dr. Ruge would lease a suitable site. A site was found at
the Larspur Lane Patio at a cost of fifty dollars a month for rental and incidental
expenses such as shelving. Dr. Ruge and friends built the shelves a desk and painted
and papered the little rental room. The library had an initial circulation of 645 books a
month in early 1956.
In 1956, Randall and Cyria Henderson both sharing a deep interest in the cultural life of
the community offered to donate a large site on Portola Avenue for the construction of a
community hall-library, with the stipulation that it always remain, in perpetuity, as a site
for community activities.
It wasn't until December 1957 that the Riverside Public Library began to pay for the rent
on the Palm Desert Branch. The small room soon became insufficient for library
purposes and became evident that a larger facility was needed. Gertrude Keedy was
elected to chair the Library Committee upon the resignation of Dr. Ruge. In the spring of
1958 Gertrude Keedy called a meeting to name an architect for a community hall-library
building to be built on the donated Portola site.
On June 28, 1958, after a legal process to develop a non-profit organization the "Palm
Desert Community Library Association Inc." was created and elected Phil Franklin,
president; Edna Henderson, vice-president; Ben Arnold, secretary; and Marge Brown,

treasurer. Mary Ellsworth, Gertrude Keedy, James Griffin, Carl Henderson and Randall
Henderson were directors.
In February 1958, John Outcault was selected to design the library building on the site
donated by Randall and Cyria Henderson. The Palm Desert Community Library
Association tried on finro different occasions to create a library district to fund the
construction of the library; however the opposition was too great to overcome. It was
suggested by Mr. Richard C. Kite that the library be financed by a bank loan obtained
through subscriptions.
In May of 1962 John Outcault presented the Association with the completed
architectural plans. The library board immediately took the historic step of adopting the
Kite recommendation and authorized a loan to construct the building. The funding was
obtained with the signatures of guarantors (responsible citizens of the community) , as
requested by the bank. Twelve people responded, they were Bob Waters, Marge
Brown, Harry Cannon, Carl Henderson, Clifford Henderson, Carl Jensen, Richard Kite,
Hal Kapp, John Moon, John Outcault, Ted Smith, and Ed Welcome. The note was for
$40,000 was made, at 6% interest, payable in ten years. Carl Henderson was named
chairman of the building committee.
The corporation held a public groundbreaking on May 11, 1962, and ten months later,
March 23, 1963, the Palm Desert Community Library was dedicated.
In October 1970, John Outcault was given formal authorization to design a wing to the
east of the original structure. Cyria Henderson was a generous contributor with both
gifts and loans to finance construction of the annex named in honor of her deceased
husband Randall Henderson. On November 4, 1972 ground breaking took place and on
October 5, 1974 a day of dedication took place for the "Randall Henderson Memorial
Wing" of the Palm Desert Public Library.
Upon completion of the new east wing, and with all debts paid, the corporation decided
it was time for the community, not just the few residents, to become responsible for the
library. In March 1977 a resolution was passed authorizing to transfer the deed of the
Palm Desert Library building to the City of Palm Desert.
The Palm Desert Community Library closed its doors at 45-480 Portola and the facility
was reopened as an element of a new library at the College of the Desert on April 22,
1996. The Portola facility continues as a multiple use building dedicated to community
non-profit services.

17. Architectural Description
The Palm Desert Community Center/Library is sited on the .34 acre northeast corner of
Portola and Shadow Mountain Drive. The original 1960, 3700 square foot "L" shaped
plan consisted of two single room wings connected by a central lobby space containing
entrance, reception, office, restroom etc. A one-thousand (1000) square foot addition in
1973 utilized a portion of the area between the wings with the remainder becoming a
large patio adjacent to the parking lot which is accessed from Shadow Mountain Drive.
Landscaping consists of grass areas at both streets and buffering at the parking lot
property line. The large trees used are olive, eucalyptus and robusta palms.
The building can be classified as "Prairie Style" with its wide projecting eaves and
emphatic horizontal lines. The basic materials are small concrete masonry units left
unpainted, accented with a panel of stone veneer at the main entry. An open steel
canopy also at the entrance lends additional importance. The large overhangs of the
shallow pitched gable roof are supported by cantilevered, partially exposed glue
laminated beams bearing on pilasters in the masonry wall.
SIGNIFICANCE
18. Statement of Significance
The building located at 45-480 Portola Avenue is significant as the first Community
Library in the City of Palm Desert. The building was constructed in 1962 on land
donated by Randall and Cyria Henderson. The building is eligible for designation as a
City Landmark in accordance with section 29.40.010 Landmark Designation Criteria as

treasurer. Mary Ellsworth, Gertrude Keedy, James Griffin, Carl Henderson and Randall
Henderson were directors.
In May of 1962 John Outcault presented the Association with the completed
architectural plans. The library board immediately took the historic step of adopting the
Kite recommendation and authorized a loan to construct the building. The funding was
obtained with the signatures of guarantors (responsible citizens of the community) , as
requested by the bank. Twelve people responded, they were Bob Waters, Marge
Brown, Harry Cannon, Carl Henderson, Clifford Henderson, Carl Jensen, Richard Kite,
Hal Kapp, John Moon, John Outcault, Ted Smith, and Ed Welcome. The note was for
$40,000 was made, at 6% interest, payable in ten years. Carl Henderson was named
chairman of the building committee.
The Association held a public groundbreaking on May 11, 1962, and ten months later,
March 23, 1963, the Palm Desert Community Library was dedicated. This historic
occasion would not of been possible without the tremendous and generous
contributions of the community Guarantors; Patron $2000 or more; Sponsor $500. -
$2000; Supporting $100. - $500; and Contributing $5. - $99.
In October 1970, John Outcault was given formal authorization to design a wing to the
east of the original structure. Cyria Henderson was a generous contributor with both
gifts and loans to finance construction of the annex named in honor of her deceased
husband Randall Henderson. On November 4, 1972 ground breaking took place and on
October 5, 1974 a day of dedication took place for the "Randall Henderson Memorial
Wing" of the Palm Desert Public Library.
Upon completion of the new east wing, and with all debts paid, the corporation decided
it was time for the community, not just the few residents, to become responsible for the
library. In March 1977 a resolution was passed authorizing to transfer the deed of the
Palm Desert Library building to the City of Palm Desert.

NOTICE IS HEREBY GIVEN that a public hearing will be held before the Palm Desert
City Council to consider historic landmark designation for the property located at 45-480
Portola Avenue, Palm Desert, CA, Case No. CRPC 10-03.
Said hearing will be held at 4:00 p.m. on October 14, 2010, in the Council Chambers at
the Palm Desert Civic Center, 73-510 Fred Waring Drive, Palm Desert, California, at
which time and place all interested persons are invited to attend and be heard. Written
consent concerning all items covered by this notice shall be accepted up to the date and
time of the hearing. Information concerning the proposed designation is available for
review in the Building and Safety Department at the above address between the hours
of 8:00 a.m. and 5:00 p.m. Monday through Friday.
If you challenge the proposed action in Court, you may be limited to raising only those
issues you or someone else raised at the hearing described in this notice, as in written
compliance delivered to the City Council, or prior to, the public hearing.

The Palm Desert Community Library closed its doors at 45-480 Portola and the facility
was reopened as an element of a new library at the College of the Desert on April 22,
1996. The Portola facility continues as a multiple use building dedicated to community
non-profit services. Present day use includes the following:
