EXECUTIVE SUMMARY SCAG is developing a Southern California Regional Economic Growth Strategy, and will meet with key stakeholders in the region at a summit on December 2, 2010. The goal of the summit is to discuss how to work together in the next year to remove state related economic impediments to economic growth, as well as strengthen the upcoming Regional Transportation Plan. To demonstrate Southern California's commitment at the December 2, 2010, Summit, SCAG is requesting support of the "Business Friendly Principles" submitted in Resolution No. 2010-76 BACKGROUND At the May 6, 2010, General Assembly of SCAG, information was provided by economic experts about the severe economic challenges facing the cities, counties, and residents of Southern California. The remarks included a dim prospect for significant regional economic growth unless there is a concerted leadership effort to reduce impediments for creating jobs and stimulating economic investments through incentives. At the May 7, 2010, SCAG Regional Council retreat, there was concurrence that SCAG should identify areas where the Agency could be helpful by partnering with others to reduce barriers to regional economic growth and develop a better understanding of the common regional economic objectives established by the cities and counties in the SCAG region. On December 2, 2010, SCAG will host The Southern California Road to Economic Recovery Summit. It is anticipated that the summit will result in indentifying key economic Staff Report SCAG Resolution October 14, 2010 Page 2 of 2 impediments whereby all parties can work together to remove the barriers to spur growth and recovery. In order to demonstrate Southern California's commitment to economic recovery, SCAG is requesting support by the member cities and counties of the "Business Friendly Principles" by passage of local resolutions. Palm Desert currently follows these principles as part of its regular practices with the business community. As of this date, Cathedral City approved a resolution in September, and seven of the other eight cities in the Coachella Valley have calendared the item for October. Having a compendium of the 189 cities' and counties' resolutions of support is intended to demonstrate to state leaders that both municipalities and SCAG are serious about working together in the next legislative session to find ways to increase economic growth. Fiscal Analysis Approval of the resolution will have no fiscal impact to the General Fund. SECTION 2. That the City of Palm Desert authorizes its staff to submit a copy of this resolution to SCAG in time for SCAG's Regional Economic Summit currently scheduled for December 2, 2010.
