Backqround In July 2009 the Palm Desert Police Department was awarded $64,344 in grant funds provided in the Recovery Act: Edward Byrne Justice Assistance Grant (JAG) Formula Program: Local Solicitation. Both Theft and Vice suppression programs (i.e. their overtime component) are also running very effectively and when coupled with recent lower crime statistics, the Police Department recommend utilizing the grant fund as noted above. Fiscal Analvsis The total amount of Justice Assistance Grant funds to be utilized is $64,344 (Account #229-4210-422-3916). In addition, $967.31 in Cal-COPS funds (account #229-4210- 422-3914) will be used to fund the additional amount exceeding the JAG Grant authorized award amount. ALPR(Items#1 & #2) In April 2008 the City Council approved the purchase of an Automated License Plate Reader (ALPR) system to be used by the Palm Desert Police Department (see attached staff report). That equipment was purchased a short time later and has been deployed in the field since. Hardware was installed on two black and white Palm Desert Police patrol vehicles. The hardware installed included two (2)three-camera analog systems. �,�;� The ALPR network has grown across Riverside County over the past couple years with �'# several law enforcement agencies purchasing additional hardware. Agencies using the system within the Riverside County Sheriff's Department's operational area include the Moreno Valley Police Department, San Jacinto Police Department, Temecula Police Department, Coachella Police Department, Jurupa Valley Station, Cabazon Station, Lake Elsinore Station and the county Gang Task Force. The Palm Desert Police Department's Gang Task Force Officer drives a "stealth" unit with an ALPR system installed (equipment purchases by the County GTF through a grant). The system has proven beneficial as both a means of recovering stolen and wanted vehicles and as an investigative tool. To date, in Palm Desert Station alone, our two systems have "read" 173,282 plates and had 202 "hits". "Hits" are not necessarily recovered stolen vehicles, but are defined as plates read by the cameras that it believes are wanted felony vehicles, stolen vehicles or lost/stolen plates. Truthfully, the greater benefit of the system has been less as a means of recovering stolen vehicles, but more its ability to be used as an investigative tool. Currently, the Riverside County Sheriffs Department is in the process of upgrading and refining the ALPR network. Data collected from systems in various geographical areas is able to be searched remately from ouiside locations. The Department is also installing cellular communications in all ALPR equipped vehicles. This new equipment will allow the hardware in the car to communicate with and search law enforcement databases '��"�� wirelessly and automatically rather than via manually installed llash drives. 2 The upgrade in ALPR hardware is recommended for several reasons. The new system contains all digital processors vs. the current analog system. This allows for better read " capability with fewer misreads ar errors. The new system will run more efficiently at � �,,,� approximately 12% capacity vs. the current system's 85% capacity. The new system provides for a lower profile installation with less obstruction of emergency lights and equipment which enhances risk mitigation. In addition, we will be upgrading from a three-camera system to a four-camera system. This will provide for an increased reading of approximately 15%more plates. Finally, the vendor has announced the older system obsolete and will discontinue support of the old equipment as of May l, 2011 unless an extended maintenance plan is purchased (a cost of$2,000 annually). This vendor is "sole source" in that this is an upgrade in equipment and expansion of our existing system. WIRELESS COMMUNICATIONS KITS (Item#3) Currently six (6) out of the ten (10) motors owned by the Palm Desert Police Department are equipped with wireless communications systems (all Honda's). These rnotorcycles were outfitted with the latest technology when originally purchased. Four (4) older motorcycles (BMW's) are equipped with wired communications equipment. The disparity between communications systems causes challenges when officers are rotated �;�;� from one model motorcycle to another. This happens periodically due to transfer, ,,.�,,.� promotion, injury, etc. It is the recommendation of the Police Department that all motor communications equipment be wireless. Consistency in this area will provide for enhanced officer safety and ease of officer transition between motorcycles. (See attached memorandum from Sergeant Mike Bianco.) ELECTRONIC CITATION DEVICES (Item #4) Currently the Palm Desert Police Department Traffic Team has nine (9) handheld electronic citation devices. This equiprnent is used by the eight (8) motor officers and their sergeant. The devices are extremely beneficial to traffic personnel as they reduce the time it takes an officer to issue a citation thereby reducing the length of citizen detention. They also reduce the time an officer spends writing traffic collision reports as the oificer is able to populate data fields in the report while at the scene or in the field. Finally, the data is able to be electronically transferred into existing police databases thereby redticing clerical workload. The original devices were purchased for motor officers only as they had the greatest need at the time. Since deploying the devices in the field, it has become apparent that our � traftic ofticers (Accident Investigatars / DUI cars) could greatly benefit from use of the ,'�� devices as well. 3 It is the recommendation of the Police Department that all Traffic Team personnel be equipped with Electronic Citation Devices. This equipment will provide for a more ��� efficient aperation and eventual enhanced productivity. (See attached memorandum from '"'"� Sergeant Mike Bianco.) CHILD SAFETY EQUIPMENT The Palm Desert Police Department is engaged in an ongoing bicycle helmet and child safety seat program. These two programs have been operational since early 2010. Since that time the Police Department has purchased approximately 250 bicycle helmets and 100 child safety seats using JAG Grant funds. In addition, the Police Department has received additional car seats and helmets from other grant sources that have been distributed throughout the city. Since starting these two programs, the Police Department distributed over 100 bicycle helmets and over 60 child safety seats. Sufficient inventory exists to continue both programs for the immediate future. It is the recommendation of the Police Department that no additional purchase of bicycle helmets or child safety seats be made using JAG Grant funds at this time. When additional purchases become necessary, the Police Department will seek other funding sources (likely in the form of other government grants). COST ANALYSIS: ^ei,+� JAG Grant funds in the amount of$64,344 (account #229-4210-422-3916) will be used for the above expenditures. The Honda's, have wireless conmlunications installed in them and communications between the bike and helmet are controlled by Bluetooth. The BMW's have hard wired communications installed and communications between the bike and helmet are controlled by a direct conn�ct between the n�otorcycle and the HT/helmet. These two systems are not compatible with each other. Having two different types of communications causes a problem when an officer must ride a different type of motorcycle while hislhers is being repaired. When this happens, the officer is unable to communicate with dispatch and other officers without removing his hands from the handlebars to use his HT. This obviously causes a safety issue. ifi5 k`�'��li .��� I contacted PVP Communications, our sole source vendor for motorcycle communications, and requested a written estimate to change three of the four BMW motorcycles to wireless communications. The quate was to include motor kits, helmet kits and labor. That written estimate is attached foi• a total amount uf$6,327.38 As you know, the BMW motorcycles are older than the Honda motorc_ycles. Because of this, it may be necessary to trade in the BMW and convert over to the Honda. This wireless system can be removed from the BMW, at time af sale, and reinstalled on the Honda thus saving cost. These handheld devices are used for both writing tickets and writing traffic collisions. The use of these devices speeds up the process of issuing citations thus limiting tlle inconvenieiice suffered by the citizen. Upon returning to the station, the officer dawnloads the citations into the computer and the_y are sent directly to the court. This process cuts clerical time in half since they only need to enter citation data into RMS and not both RMS and Crossroads as they do with paper cites. When conducting collision investigations, the officers are able to swipe driver's licenses, input vehicle information and print a copy of the information to exchange with the invalved parties. Upoi� returning to the station, tlie collision informatian is downloaded into the computer using ,��, Crossroads Collision So�ware. The collision report fields are automatically populated reducing ��� °��� the report writing time. The newer model af the handheld device allows two ar more at�icers assisting on a collision to share information between devices via Bluetooth technology and also has a built-in camera. As stated above, we currently have nine handheld devices. Each working motor, including the motor Sergeant (9), is assigned a handheld device and three of the six AI cars, including the AI Sergeant and Gommercial Vehicle Of�icer, use the devices assigned to off duty motors. Upon their return, none of the AI cars will have a handheld device. I contacted MSA Systems, sole source vendor for Palm Desert, and obtained two separate quotes for new devices.
