Recommendation
By Minute Motion that the City Council provide direction to staff regarding
the placement of Hoppy's Creed trail signs along the Hopalong Cassidy
Trail.
Executive Summary
Staff is seeking City Council direction regarding placement of Hoppy's Creed signs
along the Hopalong Cassidy Trail. The concept was developed by past Councilmember
Buford Crites; however, it was never formalized into a project by the City Council.
Discussion
The City's network of hiking trails was conceptualized and developed centering around
one main trail traveling south to north with many connector trails providing access. The
main trail was named in honor of William "Hopalong Cassidy" Boyd who was a well
known resident of the area. The Hopalong Cassidy Trail begins south of The Mountains
at Bighorn and stretches north to the rear of the Desert Crossings Shopping Center (see
attached map). During the construction process, then Councilmember Crites suggested
using the Hopalong Cassidy Trail to communicate Hoppy's Creed, which was a part of
Mr. Boyd's character and is directed toward children. Hoppy's Creed is:
1. The highest badge of honor a person can wear is honesty. Be truthful at
all times.
2. Your parents are the best friends you have. Listen to them and obey their
instructions.
3. If you want fo be respected, you must respect ofhers. Show good manners
in every way.
4. Only through hard work and study can you succeed. Don't be lazy.

5. Your good deeds always come to light. So don't boast or be a show-off.
6. If you waste time or money today, you will regret it tomorrow. Practice
thrift in all ways.

them.
8. A strong, healthy body is a precious gift. Be neat and clean.
9. Our country's laws are made for your protection. Observe them carefully.
10. Children in many foreign lands are /ess fortunate than you. Be glad and
proud you are an American.
The intent was to place double faced signs evenly on the trail so if you were traveling
north to south you would pass signs 1-10 and vice versa heading south to north. The
total length of the Hopalong Cassidy Trail is 8.1 miles, which would yield a sign every
.81 miles. During the shift of Parks and Recreation to Development Services in 2004,
this project was never formalized and presented to the City Council.
After several years of operating the trail system, staff has concerns with a project that
would place additional signs on the hillsides. The management challenges surrounding
the trail system center around remote locations and limited access. Staff's experience
with placing signs on the hillsides has not been totally positive. Signs are often
removed, damaged or vandalized as quickly as they are installed. However, most
damage observed revolves around the regulatory signs including dog signs. In order to
repair or replace a sign in most locations, it would take staff between 30 minutes to 2+
hours to hike to the sign location plus maintenance time and the return hike.
Staff has prepared the following options for the City Council's consideration:
A. Two-Post.Steel Siqns (see attached picture):
These would be designed to be the sturdiest signs and would be extremely labor
intensive to install. However, staff hopes that due to the sturdy design,
vandalism would be kept to a minimum. Staff has estimated that this project
could cost between $50,000-$75,000 including fabrication and installation.
B. Sinqle Post Sign (see attached picture�:
Staff believes we could accomplish the same goal as the two-post sign by
installing a more traditional sign, similar to a City directional or traffic sign. Likely
less sturdy than the two-post sign, staff anticipates that installation would be less
expensive, but would have a higher potential for damage. Staff anticipates this
project could cost less than $5,000, with a good portion of the cost being
installation.
C. Sinqle Siqn at North and South Entry Points:
Creating a single monument sign at both the north and south entries to the trail
could be used to give hikers additional history about Mr. Boyd while also

communicating Hoppy's Creed. Due to its length and complexity, only a very
small percentage of hikers actually travel the entire trail. This option becomes
advantageous because every hiker going on the trail would be able to read
Hoppy's Creed in its entirety. Maintenance would be less of a concern because
only two signs would be placed and access to the signs is considerably easier.
Staff estimates this project could be completed for $1,000.
D. Numbered Monuments with Printed Handout Guide:
The Bureau of Land Management often uses a method of installing numbered
monument posts along trails with a printed guide that corresponds to the posts.
The monuments are typically 4 x 4 wood posts that have been numbered
sequentially. A printed brochure is then produced with information corresponding
to the location (i.e. if you arrive at the #4 post you read #4 on the brochure).
Installation remains fairly labor intensive and, although the design is minimalistic,
staff does see the possibility for future maintenance due to vandalism. This
option also creates the need for printed material, which is an additional expense.
Staff anticipates the cost could range from $5,000-$10,000, with a good portion
of the cost being installation of the monument posts and designing the
interpretive guide. Ongoing costs for printing are unknown.
Fiscal Analvsis
No funding was identified in the current budget to complete this project. Based on the
direction from the City Council, staff will proceed accordingly.
