HomeMy WebLinkAboutRes 2010-79 - Establish a Citizen's Sustainability Cmte CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT REQUEST: APPROVAL OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT ESTABLISHING A CITIZENS' SUSTAINABILITY COMMITTEE TO GUIDE THE DEVELOPMENT OF THE ENVIRONMENTAL SUSTAINABILITY PLAN'S RECOMMENDED ACTIONS, AND AUTHORIZATION TO THE CITY CLERK TO CALL FOR APPLICATIONS FROM PERSONS INTERESTED IN SERVING ON THIS COMMITTEE SUBMITTED BY: Missy Grisa, Assistant Planner DATE: October 28, 2010 CONTENTS: Resolution 2oio-�9 Recommendation That the City Council, by minute motion: 1) Approve a resolution of the City Council of the City of Palm Desert establishing a Citizen's Sustainability Committee; and 2) Authorize the City Clerk to request applications to fitl nine designated positions to guide the development of the Environmental Sustainability Plan's recommended actions. Executive Summary The Environmental Sustainability Plan and Greenhouse Gas Inventorywere approved and adopted on February 11, 2010. Staff presented a Sustainability Work Plan to the City Council on May 13, 2010. One of the Top 20 low-cost items was to "Form a Citizens' Sustainability Committee to advise the City and promote "Leadership Palm Desert" for young professionals."At the May 13t" meeting, the City Council asked staff to come back to them in fall 2010 to discuss formation of the committee and the process for appointing committee members. Staff is preparing to solicit applications from community members, as directed by City Council. The solicitation will be followed by the City Council's review and selection of applicants to be interviewed in November/December of this year. Successful applicants would be appointed to this committee by the City Council, and the work plan to implement the City of Palm Desert Environmental Sustainability Plan will continue thereafter. Staff Report Citizens Sustainability Committee Page 2 of 2 October 28, 2010 Backqround Action EM — 28 in the Environmental Sustainability Plan, is to "Form a Citizens' Sustainability Committee to advise City and promote "Leadership Palm Desert" for young professionals." The Sustainability Coordinator will work with identified staff on the work plan on each action item. As the action item nears completion, staff will bring the appropriate documents to the Citizens Sustainability Committee. This Committee will review staff-prepared action items, offer comment, and potentially recommend new or revised actions prior to City Council consideration of necessary actions. Staff anticipates meeting with this committee on a quarterly basis. After staff amends the documents with appropriate comments, staff will return to City Council for final review and approval. Staff recommends that nine members serve on this committee. Each identified person should have a background or interest in sustainability that could offer great insight into various actions brought forward for City Council review. Nine members will provide a variety of different perspectives, yet won't be so large a committee as to be cumbersome when scheduling meetings and conducting discussions. Fiscal Analvsis There is no fiscal impact associated with the approval of the identified committee. Staff will present action items from the Environmental Sustainability Plan requiring City Council action as they are completed and costs will be identified with those requests for approval. Wo Imut MEETI G DATE �� - � _ ��� Cit ana er AYES:�'��`��� �'� uz � � ���f�� � � �� Y 9 NOES: '��� � ABSENT: � �'� �- ABSTAIN: �'� VERIFIED BY: � �n"� Original on File with City lerk's Uffiqq G:\Planning\Missy Grisa\Sustainability Plan\Formation ot Committee\Council Staff Report.doc CITY COUNCIL RESOLUTION NO. 2010-�9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT ESTABLISHING A CITIZEN'S SUSTAINABILITY COMMITTEE TO GUIDE THE DEVELOPMENT OF THE ENVIRONMENTAL SUSTAINABILITY PLAN RECOMMENDED ACTIONS WHEREAS, the City Council of the City of Palm Desert voted unanimously on February 11, 2010 to adopt the City of Palm Desert Environmental Sustainability Plan; and WHEREAS, the City of Palm Desert has an increasing population that demands increasing energy needs and vital resources to the Coachella Valley; and WHEREAS, the City of Palm Desert must direct clear policies and objectives to maintain and ensure these resources are being conserved and managed effectively; and WHEREAS, the City of Palm Desert is a leading sustainable city and must maintain demonstration of high levels of civic leadership on many issues related to environmental sustainability, including: the Built Environment, Energy Management, Materials Management, Regional Air Quality, Transportation Resources, and Water Management; and WHEREAS, the need has been identified for active direction and oversight in the implementation of the recommended action items in the Environmental Sustainability Plan from citizens of Palm Desert with a general knowledge of sustainability; and WHEREAS, that direction would be best provided by a committee composed of citizens and City staff who can develop appropriate policies and actions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert; California, as follows: Section 1. An Environmental Sustainability Committee is hereby created as an advisory body to the City Council, and further, that upon the appointment of nine members of such Committee by the City Council, such Committee shall, with assistance from City staff as required, generate its by-laws which shall generally follow the stated purpose of this resolution. Said by-laws shall, among other provisions, set out specific goals and objectives, terms of office, chairman selection, meetings, and procedures and shall be subject to approval by the City Council, as shall be all other formal or informal action of the Environmental Sustainability Committee. CITY COUNCIL RESOLUTION NO. 2010-79 Section 2. The frequency of ineetings shall be quarterly on a regular meeting date to be determined by the committee and shall continue through completion of the Environmental Sustainability Plan, unless otherwise terminated.
