Recommendation
By Minute Motion, approve the request to declare two Police Department
bicycles as surplus and authorize for disposal.
Commission Recommendation
On September 8, 2010, the Palm Desert Public Safety Commission recommended that
the City Council declare the two bicycles as surplus and authorize donating them to the
Desert Sands Unified School District (DSUSD)..

The Palm Desert Police Department has sixteen (16) mountain type bicycles in its
inventory. These bicycles have been purchased at various times throughout the years
to be used by Special Enforcement Team (SET) and Business District Team officers to
conduct bicycle patrols. These officers are deployed on bicycles at various times and
for various special operations. One example of such an operation is the Department's
annual Holiday Theft Suppression Program. During this program, numerous officers are
deployed on bicycles and Segway units to patrol Hwy 111 and EI Paseo business
corridors.
Two of the bicycles in the Department's inventory are unserviceable and obsolete.
They are in a state of disrepair and have been stripped of ancillary equipment to be
used on other bicycles. It is recommended that these two items be declared as surplus.
In addition, the Palm Desert Police Department contacted the Director of Security for
the Desert Sands Unified School District (DSUSD). DSUSD indicated they can
refurbish and utilize these bicycles for their security staff.
Therefore, staff and the Palm Desert Police Department recommend that the bicycles
be declared surplus and donated to DSUSD.

Fiscal Analvsis
There is no fiscal impact associated with approving staff's recommendation to surplus
and dispose two Police Department bicycles. The Police Department also does not plan
on replacing these two bicycles in the foreseeable future, as the remaining inventory is
still sufficient for their patrol operations.

I was contacted by Jeff Kay, t.he Director oC Security from Desert Sands Unit'sed School

schaol.

wluch were purchased in December of 2006. The other seven bicycle°s 1re Trek brand
a�►d «-ere purchased in 1995 or prior (actual date could not be drtermined). T�vo of the
Trek bieycles in tf�e wors� eondi�ion �vere stripped by tl�e !'alm Desen Special
En.forcement Team in Novemher 2009 to make ather bicycles fiElly o�erational. The two
afarementioned bicycles no lonser )yave an�� oF the additiona( equipment (ie. bags, lights,

I would recommencJ these t�vo bicycles be donnted to D.S.U.S.D. The other Five Trek
bicycles are in avera;e/poor condition and are still of use to us. The b'scycles in poor
condition can be utili�ed to send fi�tt�re Special Enfor�c;rnent Team deputies to the bicycle
course to prevent the new bicycles tr�rr� �erting exposed to si�ch intense riding
conditiotis.
