CONNECTION FROM NEW VISITOR CENTER TO CITY HALL

By Minute Motion, approve the contract with Time Warner for a point-to-
point private line between City Hall and Visitor Center in the amount of
$850.00 per month.
Background
This connection is a dedicated, point-to-point connection between City Hall and the new
Visitor Center. At the existing Visitor Center building we have a point-to-point T1
connection that costs $590 per month ($7080 per year) and has 1.5 MB of bandwidth.
This connection carries the phone and computer traffic from City Hall to the current
Visitor Center. All of the phone calls, computer files, and the internet connection start at
City Hall and move across this T1 to the Visitor Center. With the new location for the
Visitor Center located centrally on El Paseo, it becomes a great starting point for the Wi-
Fi on El Paseo. Staff is proposing to increase the bandwidth of this connection to
handle the Wi-Fi traffic along with the current uses of Visitor Center phone and data.
The increase will be to a 5 MB point-to-point fiber connection for an additional $260 per
month, which results in a total monthly cost of $850, or $10,200 annually.
Staff considered the cost of a one-year agreement, which is $1,025 per month ($12,300
per year). It is more cost-effective to pursue a four-year agreement, as the term length
secures the lower annual price of $10,200.
The alternative to this option is to continue using the T1 connection at $590 per month
and mount access points to the traffic signals along San Pablo to bring the signal down
to El Paseo. This would require five (5) access points that would not be used for Wi-Fi
access, only for the backhaul connection. By using the Visitor Center instead there will
be a cost savings of $20,000 in equipment and labor and better use of the access points
in that they would all be used for Wi-Fi access and none would be wasted on backhaul
connections.

Fiscal Impact
Moving forward with the connection upgrade will lead to a cost savings of $20,000 in
equipment and labor from the original anticipated project cost. The upgrade will result in
an increase from $590 to $850 per month ($10,200 annually). Funds are available in
Account No. 110-4190-415-3650.
