Recommendation
By Minute Motion:
1. Name the Portola Avenue Bridge over the Whitewater River Channel the
"Richard S. Kelly Memorial Bridge"; and,
2. Direct staff to provide signage of the bridge structure for the motoring public
and bronze plaques for pedestrians and bicyclists on the belvederes.
Background
Completing the Portola Bridge across the Whitewater Channel was a passion of former
Councilmember Kelly. The Bridge structure is an all weather crossing at the Whitewater
River, providing four lanes of through traffic, sidewalks on both sides for the safety and
convenience of Lincoln Elementary and Palm Desert Middle School students, and
improved the line of sight traffic issues. The Bridge was completed in March, 2008.
The Portola Bridge was a $14 million Bridge, 50% funded by Palm Desert and 50%
funded by CVAG/RCTC.
The staff at CVAG and RCTC are recommending to their governing bodies contributing
$1,000 each for the bronze plaques placed at the belvederes. The two bronze plaques
and the two street signs are estimated to cost $6,000. Kemper Sports Management is
also considering participation.

Recently, the Council asked staff to investigate naming the new Lakeview Terrace at
Desert Willow Clubhouse the Kelly Terrace. Mary Helen Kelly indicated she prefers
naming the Portola Bridge the "Richard Kelly Memorial Bridge", but keeping the Lakeview
Terrace name.
Fiscal Analysis
It is anticipated the cost of the signage for the Portola Bridge rename is $6,000. It is also
estimated that the City will receive at least $2,000 to assist with the cost.
