REQUEST: APPOINTMENT OF MEMBERS TO THE INAUGURAL PALM DESERT
CITIZEN'S SUSTAINABILITY COMMITTEE, PURSUANT TO CITY
COUNCIL RESOLUTION NO. 2010-79.

Recommendation
1) Discussion to occur at the meeting, with report on City Councilmembers'
selections of applicants.
2) By Minute Motion, appoint nine (9) Members to the inaugural Palm Desert
Citizen's Sustainability Committee, with staggered terms of two, three, and four
years to be determined at the Committee's organizational meeting.
Background
At the regular meeting of February 11, 2010, City Council adopted its Resolution No. 2010-7,
approving and adopting the Environmental Sustainability Plan and Greenhouse Gas
Inventory, and enacting Policies and Programs to Reduce Greenhouse Gas Emissions.
Subsequently, at its regular meeting of October 28, 2010, City Council adopted Resolution
No. 2010-79, establishing a Citizen's Sustainability Committee to guide development of the
Environmental Sustainability Plan recommended actions.
Interested Palm Desert community members (residents and members of the greater
Palm Desert business community) were encouraged to apply to serve on this new advisory
body, with application periods provided in November 2010 and from mid -January to mid -
February 2011. Councilmembers reviewed all applications, followed by conducting interviews
on Friday, March 25, 2011. Following the interviews, each Councilmember was asked to
submit the names of their nine (9) top -ranked applicants to the City Clerk prior to the April 14
City Council Meeting for tabulation and report to be made at that time. A binder containing
all the applications is available for public inspection and review in the City Clerk's Office.
A report of the nine (9) top -ranked applicants will be provided to the Mayor by the City Clerk
just prior to convening the April 14 Meeting, with results to be announced at that time.

RESOLUTION NO. 2010-7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, APPROVING AND
ADOPTING THE ENVIRONMENTAL SUSTAINABILITY
PLAN AND GREENHOUSE GAS INVENTORY ENACTING
POLICIES AND PROGRAMS TO REDUCE GREENHOUSE
GAS EMISSIONS
WHEREAS, the City Council of the City of Palm Desert, California, did on the 11th
day of February, 2010, consider the request to enact policies and programs as outlined in
the Environmental Sustainability Plan; and
WHEREAS, a Greenhouse Gas Inventory was completed for the baseline year of
2008; and
WHEREAS, the City of Palm Desert pledges to enact or beat the target of
reducing harmful global emission levels to seven (7) percent below 2008 levels by
2012.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
The City of Palm Desert will comply with Assembly Bill 32 and Senate Bill
375 through a combined effort in implementing the Environmental
Sustainability Plan and the Greenhouse Gas Inventory through
recommended actions measured from the baseline year of 2008, unless
specified otherwise, in the following six resource areas:
1. The "Built Environment' resource category identifies policies and
actions to address efficiency and the environmental impacts of
man-made improvements and construction such as buildings,
roads, and parking lots.
2. "Energy Management" re-establishes the city goal to reduce overall
and peak electricity and gas demand/consumption by 30% in five
years from the 2007 baseline year.
3. The "Materials Management" category details upstream
procurement policies and downstream management.
4. "Regional Air Quality" identifies local and regional measures to
clear the air of particulates and PM 10, which will promote healthy
air quality.

5. `Transportation" aims to increase mobility through identifying and
promoting alternative means of transportation, reducing vehicle
miles traveled, and thus gasoline consumption.
6. "Water Management' references the declining levels of the aquifer
that supplies the Coachella Valley and aims to reduce water
consumption by 30% in five years, upon adoption of this resolution,
from the baseline year 2010.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT ESTABLISHING A CITIZEN'S
SUSTAINABILITY COMMITTEE TO GUIDE THE
DEVELOPMENT OF THE ENVIRONMENTAL
SUSTAINABILITY PLAN RECOMMENDED ACTIONS
WHEREAS, the City Council of the City of Palm Desert voted unanimously on
February 11, 2010 to adopt the City of Palm Desert Environmental Sustainability Plan;
and
WHEREAS, the City of Palm Desert has an increasing population that demands
increasing energy needs and vital resources to the Coachella Valley; and
WHEREAS, the City of Palm Desert must direct clear policies and objectives to
maintain and ensure these resources are being conserved and managed effectively; and
WHEREAS, the City of Palm Desert is a leading sustainable city and must
maintain demonstration of high levels of civic leadership on many issues related to
environmental sustainability, including: the Built Environment, Energy Management,
Materials Management, Regional Air Quality, Transportation Resources, and Water
Management; and
WHEREAS, the need has been identified for active direction and oversight in the
implementation of the recommended action items in the Environmental' Sustainability
Plan from citizens of Palm Desert with a general knowledge of sustainability; and
WHEREAS, that direction would be best provided by a committee composed of
citizens and City staff who can develop appropriate policies and actions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert,
California, as follows:
Section 1. An Environmental Sustainability Committee is hereby created as an
advisory body to the City Council, and further, that upon the
appointment of nine members of such Committee by the City
Council, such Committee shall, with assistance from City staff as
required, generate its by-laws which shall generally follow the stated
purpose of this resolution. Said by-laws shall, among other
provisions, set out specific goals and objectives, terms of office,
chairman selection, meetings, and procedures and shall be subject
to approval by the City Council, as shall be all other formal or
informal action of the Environmental Sustainability Committee.

Section 2. The frequency of meetings shall be quarterly on a regular meeting
date to be determined by the committee and shall continue through
completion of the Environmental Sustainability Plan, unless
otherwise terminated.

City Council, held on the 281h day of October, 2010, by the following vote, to wit:
