Wohlmuth, City Manager Date: April 14, 2011 Subject: INFORMATIONAL ITEM — CITY MANAGER MEETING SUMMARIES Following are meetings held with groups, residents, and/or businesses, for the period March 16 — April 5, 2011: March 16 BUDGET REVIEW (COMMUNITY RCITY COUNCEL, AND FIRE) AND SAFETY, CITY MANAGER, Departments have estimated their expenditures and made their budget recommendations to the City Manager. Financeestiestimated the r the potential Before any cuts by the City Manager andimpacts elimination of RDA, we need to cut over $500,000 to balance the budget. MEETING WITH PALM DESERT COUNTRY CLUB REPRESENATTIVES AND REDEVELOPMENT STAFF Two golf course professionals interested in purchasing Palm Desert Country Club met with staff to get background on the PDCC issues. March 17-18 VACATION DAYS March 21 EXECUTIVE MANAGEMENT MEETING DOUG McALLISTER Mr. McAllister represents Verizon Fios and wanted to share Verizon's plan to roll out their Fios product in Palm Desert. MEMO T0: Honorable Mayor and Members of the City Council DATE: April 14, 2011 SUBJECT: Informational Item — City Manager Meeting Summaries PAGE 2 OF 5 KATHY DE ROSA, MARK ALKHOUTOFF, CITY STAFF Southern California Edison and City staff met with their undergrounding contractor to discuss repair ofWar Waring Signal Controller Cabinet damaged from their work on Fred 9 Drive. LIGHTING AND LANDSCAPE DISTRICT MEETING Staff met with Muni Financial representatives funding.date District contracts and get questions answered o LEAGUE OF CALIFORNIA CITIES, RIVERSIDE COUNTY DIVISION DINNER Attended the League General Membership Meeting, held at Desert Willow Golf Resort Clubhouse. Featured speaker was Dan Schnur, an expert in political strategy, campaign communication, and government reform. The topic of discussion was "Capitol Politics and Political Reform -The View from Courtside". March 22 LEGISLATIVE REVIEW Most of the discussion related to the Governor's Budget proposal and impact to RDA. AUDIT, INVESTMENT & FINANCE (AIF) COMMITTEE MEETING Standard monthly committee meeting. At this meeting, the AIF Committee approved investing with RaboBank. MEETING WITH FINANCE DIRECTOR REGARDING WHITE PAPERS White papers are additional proposals made to the City Manager by Directors. Reviewed the white papers in relation to available funding in the FY 2011 /12 budget. March 23 MEETING WITH PALM SPRINGS ART MUSEUM REPRESENTATIVES AND DONNA GOMEZ Discussed naming rights with Palm Springs Art Museum and City staff. Decided to consider a lease amendment to propose to Council. MEMO TO: Honorable Mayor and Members of the City Council DATE: April 14, 2011 SUBJECT: Informational Item — City Manager Meeting Summaries PAGE 3 OF 5 ROTARY CITIZEN OF THE YEAR EVENT The Rotary Citizen of the Year event, honoring Barbara deBoom, was held at the Desert Willow. March 24 MEETING WITH BILL MOSBY, CALTRANS Bo Chen and I met with Deputy District Director Caltrans District 8 to discuss moving the Monterey on -ramp modification for construction in late summer 2011. CITY COUNCIL STUDY SESSION WITH CVA Attended the Study Session on the CVA where CEO Scott White discussed how the CVA is moving forward and providing current year numbers for hotels and conferences. I believe the Council was appreciative of the presentation. March 25 ATTENDED FUNERAL FOR FALLEN OFFICER JERMAINE GIBSON On behalf of the City and the City Council, I represented Palm Desert by attending the services for Cathedral City Police Officer Jermaine Gibson. These services were well attended, filling the Southwest Community Church. March 28 EXECUTIVE MANAGEMENT MEETING Primarily discussed the Governor's Budget proposal to eliminate RDA, the CRA compromise proposal, and our own budget process. MEETING WITH STAN FORD Mr. Ford asked to meet with me regarding his termination with the Desert Recreation District. MEETING WITH BRETT ROMER, HISTORICAL SOCIETY Stephen Aryan and I discussed the Historical Society Fire Station lease with Mr. Romer. We will have a new lease to the Council shortly. The lease requires significant modification. CVAG EXECUTIVE COMMITTEE MEETING MEMO TO: Honorable Mayor and Members of the City Council DATE: April 14, 2011 SUBJECT: Informational Item — City Manager Meeting Summaries PAGE 4 OF 5 March 29-30 GONSALVES CLIENT CITIES LEGISLATIVE APPRECIATION DINNER I attended the annual dinner in Sacramento. Met some of the legislative representatives and heard the latest on RDA. March 31 MEETING WITH FINANCE STAFF CONCERNING DESERT WILLOW Discussed Kemper's proposed capital and operating budget for Desert Willow Golf Resort. April 1 COOK STREET SITE VISIT WITH MARK GREENWOOD Reviewed the condition of Cook Street pavement with Mr. Greenwood, and developed a plan involving portions to slurry seal, overlay, and reconstruct. MEETING WITH JEAN BENSON AND DAVE ERWIN This was the weekly meeting to discuss letters and requests. MEETING WITH JEAN BENSON, MARK TALBOYS, ROSEMARY ORTEGA, AND STEPHEN ARYAN In October, 2011, the City of Palm Desert and Gisborne, New Zealand will celebrate our 30 year anniversary of sisterhood. The Palm Desert Sister Cities Foundation asked the City to participate in some of the festivities when a delegation from Gisborne comes to Palm Desert at that time. I anticipate our participation and sponsorship will cost about $3,000, which can be discussed in the Charitable Contribution Committee meeting. April 4 EXECUTIVE MANGEMENT MEETING MEETING WITH CARL CARDINALLI Met with Mr. Cardinalli, Mark Greenwood, and Lauri Aylaian to discuss final grading on Lot 3 of the Canyons at Bighorn. REVIEW OF VISITOR CENTER PROPOSALS Reviewed six proposals and decided to schedule and interview three entities. Interviews will be next week and staff will bring options to the Council shortly. April 5 PARKS AND RECREATION COMMISSION MEETING MONTHLY ENERGY MEETING Discussed the FHFA lawsuit, the EIP program, and the close-out of the AB 811 PACE Solutions Conference and the energy partnership. Discussed the next steps, including legislative and executive solutions. Discussed possible work plan with EcoMotion. MEETING WITH CITY STAFF AND DESERT WILLOW STAFF CONCERNING DESERT WILLOW BUDGET Reviewed adjustments to the Desert Willow budget with Kemper and Finance staff. MEETING WITH SHAWN MANLEY, FOUR SQUARE CHURCH, AND LAURI AYLAIAN Mr. Manley appeared before the Council asking for an exception to the Sign Code for his church sign.
