ADVANCED ROADSIDE IMPAIRED DRIVING ENFORCEMENT

Recommendation
By Minute Motion, approve the Palm Desert Police Department's request to
expend funds, not to exceed $868.00, for sending three Palm Desert Police
Officers to an Advanced Roadside Impaired Driving Enforcement Course
(San Diego, CA). Funds are available under the CalCops program (Account
# 229-4210-422-3914).
Commission Recommendation
The Public Safety Commission did not meet in April 2011. This item will not be
presented to them at their May meeting because the training course occurs before
this next regularly scheduled meeting.
Background
The Palm Desert Police Department maintains a fifteen officer Traffic Bureaus
consisting of two sergeants, eight motor officers, two traffic/DUI officers, a commercial
vehicle enforcement officer, and one Community Service Officer II. These officers
investigate most of the six hundred traffic collision reported in the last twelve months,
with fifty-five of them resulting from an impaired driver.
Preventing this type of traffic collision requires specific expertise and training. To obtain
this level of proficiency, Traffic Bureau members are required to attend progressive
training courses. The Palm Desert Police Department wants to continue their proactive
approach in deterring these types of drivers on city roadways and recommends sending
three of its Traffic Bureau members to an Advanced Roadside Impaired Driving
Enforcement Course from May 4-5, 2011 in San Diego, CA.

Enforcement Course
REQUEST
The Palm Desert Police Department maintains a fifteen officer Traffic Bureau. The
bureau consists of two sergeants, eight motor officers, two traffic/DUI officers, a
Commercial Vehicle Enforcement officer and one Community Service Officer 11. These
officers investigated most of the 600 traffic collision, which were reported from March 1,
2010 through February 28, 2011. 55 of the traffic collision were caused by an impaired
driver. Preventing these types of traffic collisions requires a specific expertise and level
training. In order to gain the required level of proficiency and expertise, members of the
Traffic Bureau are required to attend progressive training courses. Officers begin their
training in the "basic" Driving Under the Influence courses. They are able to build upon
their expertise by advanced courses such as this one. Recognizing of the symptoms of
impairment and articulation of these observations is instrumental in preventing these
types of collisions from occurring. The Palm Desert Police Department wants to
continue with their proactive approach in deterring these types of drivers on our
roadways.
The Palm Desert Police Department requests authorization to expend $868.00 in CAL
Cops funds to send the following officers to the described courses:
Advanced Roadside Impaired Driving Enforcement (No tuition fee) May 4 & 5th 2011

Officer Harold McGowen
Officer Tommy Benson
This course will be held at the D.E.A. Building in San Diego, CA. The total cost for the
training is $868.00. There is no tuition cost for this course.
