REQUEST: UPDATE ON THE CITY OF PALM DESERT'S LOCAL HAZARD
MITIGATION PLAN REVISION

Recommendation

Staff will present this item on December 14, 2011, before the Palm Desert Public Safety
Commission, with a similar recommendation to receive and file.
Background
The City of Palm Desert is in the process of updating its current Local Hazard Mitigation
Plan (LHMP). The Disaster Mitigation Act of 2000 (DMA), commonly known as the 2000
Stafford Act amendments, was approved by Congress on October 10, 2000. The DMA 2000
emphasizes greater interaction between State and local hazard identification, mitigation
planning, and other mitigation activities.
The Federal Emergency Management Agency (FEMA) has implemented the various hazard
mitigation planning provisions through regulations at 44 CFR Part 201. These reflect the
need for States, Tribal, and local governments to closely coordinate mitigation planning and
implementation efforts. It also describes the requirement for a State Mitigation Plan as a
condition of pre- and post -disaster assistance, as well as the mitigation plan requirement for
local and Tribal governments as a condition of receiving FEMA hazard mitigation
assistance.
The City of Palm Desert's LHMP's plan provides a list of mitigation activities that may assist
the City in reducing risk and preventing loss from future hazard events. It has been
demonstrated that hazard mitigation is most effective when based on an inclusive,
comprehensive, long-term plan that is developed before a disaster actually occurs
Staff anticipates completing this update in December and will forward it the Riverside
County Office of Emergency Services, who will include it as part of a multi -jurisdictional
LHMP submitted to the California Emergency Management Agency (CAL EMA). Upon
review by CAL EMA, the multi -jurisdictional LHMP will be forwarded to FEMA for their
review.

The City Council is not requested to review and approve this document at this time. Once
conditional approval is received from FEMA, the City Council will be requested to formally
adopt the LHMP at a future date in 2012, before FEMA provides final approval.
