HomeMy WebLinkAboutApplication for Proposition 1B Funds for a Highway 111 Pavement Rehabilitation ProjectCITY OF PALM DESERT PUBLIC WORKS DEPARTMENT STAFF REPORT REQUEST: AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO SUBMIT AN APPLICATION FOR PROPOSITION 1 B FUNDS FOR A HIGHWAY 111 PAVEMENT REHABILITATION PROJECT SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: December 8, 2011 CONTENTS: Application for Proposition 1 B Funds Exhibit Map Recommendation By Minute Motion, authorize the Director of Public Works to submit an application for Proposition 1 B Funds in the amount of $739,630.24 for a Pavement Rehabilitation Project on Highway 111 in response to a call for projects by the State Department of Finance. Backaround When State Proposition 1 B was passed in November 2006, one of the provisions stated that $2 billion of the funds would go to cities and counties to fund the maintenance and improvement of local transportation facilities. Subsequent legislation specified that $950 million be appropriated, with $400 million for counties and $550 million to cities. The City of Palm Desert's share of this appropriation, as determined by the State Controller's Office, was $1,539,857.29. The City received $800,227.05 from the 2007/2008 Fiscal Year appropriation, and utilized the funds for the pavement rehabilitation of Country Club Drive. That project was completed in 2009. The State Department of Finance later issued a call for projects for the 2008/2009 funding year and the City's share was $739,630.24. On December 11, 2008, Council approved a plan submitted by Public Works to utilize the Proposition 1 B funds for paving rehabilitation at two locations on Fred Waring Drive. However, due to difficult economic conditions, the State was unable to sell the bonds necessary for raising the money, and the plan was never approved by the State. The City has been waiting for the remaining Proposition 1 B Funds to become available. The State has now reissued the call for projects for the remainder of the Proposition 1 B funds. The project locations on Fred Waring that were submitted for consideration in the last round of funding were resurfaced as part of the annual Street Resurfacing Project in 2009. Therefore, the City must submit a new project for approval. Staff Report Approval to Submit Applications for Proposition 1 B Funding December 8, 2011 Page 2 of 2 Projects considered eligible for Proposition 1 B funds include those that reduce local traffic congestion and asphalt deterioration, improve traffic flows, or increase traffic safety; pavement maintenance and rehabilitation activities may meet one or more of these requirements. Staff has prepared the application for Proposition 1 B funding for a pavement rehabilitation project along the entirety of Highway 111 within Palm Desert, as shown on the attached vicinity map. The curb ramps will also be upgraded to meet Americans with Disabilities Act (ADA) standards as part of a separate project. Highway 111 received periodic maintenance when under Caltrans jurisdiction, but the street has deteriorated to the point where minor maintenance will not suffice. The total estimated cost of the pavement rehabilitation is $3,750,000; Proposition 1 B will fund approximately 20% of this cost. The project will be funded by Measure A ($2,000,000), the General Fund Street Resurfacing Account ($1,000,000), and the Gas Tax Resurfacing Account ($750,000). The Proposition 1 B funds are provided on a reimbursement basis, so the Gas Tax Fund will initially cover the cost of the work and after the project is complete, the funds will be reimbursed to the Gas Tax Fund. Highway 111 was selected for this project based upon the condition of the street. In the City's pavement Management System, street segments are given a Pavement Condition Index (PCI) ranking, a number between 1 and 100 that indicates the quality of the street. One segment of Highway 111 has a Pavement Condition Index rank of 23 out of 100. The entire street has an average PCI ranking in the 40's. The City strives to maintain a citywide average PCI of 70. Highway 111 has the highest traffic volumes in the City, and the street lead to most of the City's business districts. The poor condition of the roadway, and the importance of the road to the commercial zones in the City both contribute to make this project important. Fiscal Analysis This action has no current fiscal impact; however, if the application is approved, the City will receive $739,630.24 to supplement a needed street maintenance program on Highway 111.
