Subject: INFORMATIONAL ITEM — CITY MANAGER MEETING SUMMARIES
Following are meetings held with groups, residents, and/orbusinesses, for the period November 7 —
November 29, 2011:
November 7 Executive Management
Weekly meeting with the executive management team.
Meeting with Mayor Pro Tem Spiegel
Meeting to discuss follow-up items and respond to citizen concerns
and issues.
Desert Willow Subcommittee Meeting
Met with Mayor Pro Tern Spiegel and Councilman Kroonen (members
of the Desert Willow Hotel Subcommittee) and RDA staff to discuss
options for hotel development on Desert Willow Golf Resort pads.
Discussed items such as the pads that are the most attractive to
develop and the type of development that is possible.
Coordination of Development Services
Monthly meeting to discuss coordination of services between Building
and Safety, Planning, and Public Works.
November 8 Desert Willow President's Meeting
Among the topics of discussion at this monthly meeting were
financials, golf course maintenance, and clubhouse maintenance.
Desert Willow Golf Resort continues to be successful the first four
fiscal months of 2011-2012. Golf was on track for October with
revenues over budget due to strong group and loyalty program
revenues. Golf course conditions continue to be among the best in
the valley, and Mountain View came through over -seeding very well.

Food and Beverage revenues achieved budget in October. Catering is
improving and the new renovation is a catalyst for continued future
revenue growth into 2012/2013.
Short Term Rentals Meeting
pulled the Short Term Rental staff report from the November agenda
and met with Lauri Aylaian and Tony Bagato to discuss and prepare a
more comprehensive solution. The Short Term Rental staff report is
on this agenda and the new report focuses on an ordinance that
would require retaining a consultant to locate short term rental non -
permitted homes and collection of TOT, a management firm or 24/7
response from complaints, and a hefty fine for non-compliance.
November 9 Meeting with City Attorney
Weekly meeting to discuss legal issues. Discussed rent review issues
and code issues.
Meeting Re: "Occupy"
Meeting with staff and law enforcement to discuss the Occupy march
on El Paseo. Discussed preparation for event and reasonable code
and law enforcement reaction. Ultimately the event was held and the
approximately 50 occupiers did not block streets or break laws.
Meeting with Dr. Olds, Mayor Pro Tem Spiegel, and Councilman
Kroonen
Dr. Olds, UCR Dean of Medical School, discussed plans for the UCR
Medical School and potential clinic at the UCR Palm Desert Graduate
Center site. Dr. Olds also explained the relationship with Desert
Regional, JFK, and Eisenhower hospitals.
Public Safety Commission Meeting
attended the monthly meeting.
November 10 2 x 2 Committee Meeting -
Palm Desert staff and Councilmembers met with Desert Sands
Unified School District staff and elected officials related to issues at
the Palm Desert High School. A presentation was given about
student bullying, and the committee discussed PDHS parking and
sidewalks.
Council Meeting

November 11 Veteran's Day
Attended the annual Veteran's Day ceremony at the Civic Center
amphitheater.
November 14 CVAG TAC Meetin
CVAG TAC is the County, City, and Tribal Managers meeting.
Several transportation issues were discussed and approved. Most of
the discussion was funding and implementation of a Whitewater
Channel Bike/Pedestrian/NEV path.
Introduction to Cal OSHA
California Joint Powers Insurance Authority provided Supervisory
Training for reporting and meeting OSHA guidelines. This issue
became important following the accident/injury of a Palm Desert
Building Inspector.
November 15 Meeting with Owners of Town Center
Discussed future plans of the Highway 111 Town Center (Best Buy)
site and possible improvements for potential tenants.
Executive Management Meeting
Weekly department head meeting.
Road Maintenance Cost Allocation Meeting
Wildan is conducting a study for the City of Palm Desert to determine
wear and tear of trash and recycling trucks on City streets.
November 16 Children's Discovery Museum Ribbon Cutting Ceremony
Attended the ribbon cutting ceremony for a new building at the
Children's Discovery Museum. The City assisted with funding
approved a few years ago.
November 17 Gonsalves City Manager Meeting
Our legislative consultant in Sacramento, Anthony Gonsalves, met
with client city managers to primarily discuss the RDA raid and TOT
collections from online booking companies.
Meeting Re: Joslyn Center with Sam Oberman and Pam Pick
Mayor Pro Tern Spiegel and I met with the Chair and City
representative to the Joslyn Center Board to discuss the recruitment
of a new Executive Director. Peter Rittenhouse is retiring from this

position at the Joslyn Center.
November 21 Executive Management Meeting
Weekly department head meeting.
Meeting with Dave Stapley, Department of Motor Vehicles
Met with the developer of the Palm Desert DMV building, the DMV
building consultants, and Public Works staff. I believe we worked out
the issues related to the Regional Water Quality Control
improvements.
November 22 Audit, Investment, and Finance Committee Meeting
Monthly Finance Committee meeting. Received reports on City, RDA,
Parkview Office, and Desert Willow finances.
Chamber Peace Officer and Public Safety Luncheon
I attended this very nice and lengthy event.
