C30410 AND DIRECT STAFF TO EVALUATE ALTERNATIVES SUBMITTED BY: Mark Greenwood, P.E., Director of Public Works DATE: February 10, 2011 Recommendation By Minute Motion: 1. Reject all bids for the Citywide Lighting Inventory and Electrical Inspection Contract No. C30410; and 2. Direct staff to evaluate alternative methods for performing the work. Background The City's approximately 2,100 light fixtures exist in parks and parkways, bridges, medians, parking lots, and community buildings. These lighting facilities have historically been maintained by contract electricians on an as -needed basis. As part of its infrastructure asset management program, the Public Works Department has identified the need to perform a comprehensive inventory, inspection, and evaluation of all facilities in order to assure safe and efficient operations and develop an effective, integrated maintenance plan. On January 3, 2011, the City Clerk advertised and called for bids for the Citywide Lighting Inventory and Electrical Inspection contract. The contract would provide for the inventory and GPS mapping of all facilities; electrical inspection; and thorough documentation of all conditions noted. On January 21, 2011, the bids were opened and publicly read aloud. The results are as follows: Republic ITS, Anaheim, CA $126,426.00 Carrillo Electric, San Bernardino, CA $131,168.00 The two bids received significantly exceed staff's estimated cost for the project. However, staff continues to advance the need for the City to inventory and inspect its Staff Report Reject All Bids C30410 Lighting Inventory and Electrical Inspection February 10, 2011 Page 2 of 2 infrastructure assets. Therefore, staff requests that City Council reject all bids and direct staff to explore alternative ways of achieving these objectives. Fiscal Analysis There is no fiscal impact to the City at this time.
