Following are meetings held with groups, residents, and/or businesses, forthe period January
20-February 3, 2011:
January 20 GARY GOLDFINE, KPSP2
KPSP2 desired to have the City provide content on their Community
Page. David Hermann has been posting content on the Community
Page at KPSP2.
January,21 UNITED WAY KICK-OFF BARBECUE FOR CITY EMPLOYEES
TELEVISING CITY COUNCIL MEETINGS
Met with Paul Gibson and Clay von Helf to discuss televising or streaming
City Council meetings. Staff is continuing work on audio upgrades and
will prepare a staff report to Council for the first meeting in February.
January 24 TED LENNON
Mr. Lennon discussed the status of Stone Eagle's appeal of the Planning
Commission decision on the DDA and the development of the requested
annexed lots. Advice was given to complete the appeal process prior to
going back to the Planning Commission.
MEETING CONCERNING SPECIAL EVENT: BIKE RIDE
Staff met with a promoter of a City bike event.

GOVERNOR'S PROPOSAL/RDA CAPITAL PROJECTS
Staff has been working on an information -based advocacy program
related to the local value of Redevelopment as Economic Development
strength. Identified RDA projects in the Capital Improvement Program
and the Redevelopment Plan, and identified which projects could be bid
quickly to obligate before the Governor's Budget Proposal is
implemented.
January 25 LEGISLATIVE REVIEW COMMITTEE
Discussed the Governor's Budget Proposal impacts and the relationship
with Proposition 22. Also discussed potential City involvement in the
Neighborhood Electric Vehicle program proposed by State Senator
Emmerson.
AUDIT, INVESTMENT AND FINANCE COMMITTEE
Presentation by City's auditor, Diehl Evans and Associates, as well as
standard revenue and expenditure information. Committee had
questions regarding Governor Brown's Budget Proposal and helpful
suggestions on getting the information out to the typical residents.
ROLF HOEHN AND RAYMOND MOORE (TENNIS GARDENS)
RE: ROCK & ROLL HALF MARATHON
Frankie Riddle and I met with Mr. Moore and Mr. Hoehn regarding the
December 31, 2011, Rock and Roll Half Marathon proposal in Palm
Desert and Indian Wells.
MEETING WITH STAFFCONCERNING SILVER SPUR
In preparation of a meeting regarding Silver Spur HOA, discussed with
staff cost and schedule for potentially forming a Lighting and Landscape
Assessment District.
VISITOR INFORMATION CENTER OPEN HOUSE
Attended the Open House at the Visitor Center.

January 27 MEETING WITH SUPERVISOR BENOIT CONCERNING ANIMAL
ADOPTION COORDINATOR
Met with Supervisor Benoit and Director of Animal Services Rob Millerto
discuss implementation of the Animal Adoption/Rescue Coordinator
position. Discussed Animal Samaritan's hiring the position and City's
funding the position with date requirement.
CITY COUNCIL MEETING
Attended the January 27, 2011, City Council Meeting.
January 28 YMCA CONTRACT MEETING
Met with Public Works staff and Rob Ballew on Aquatic Center
operational budget. Making progress.
MEETING WITH DUKE ACKERMAN AND STAFF CONCERNING
SILVER SPUR
Staff met with Duke Ackerman to discuss issues within the Silver Spur
HOA. Discussed the difference between a Lighting and Landscape
Assessment District and the HOA maintaining the common areas.
February 1 MONTHLY ENERGY MEETING
Guidance was provided, primarily on the AB 811/PACE Conference.
MEETING WITH CITY STAFF CONCERNING ANIMAL CONTROL
ISSUES
Met with Code, Community Resource Director, and County Animal
Control field operation representative to discuss contract and future field
efforts.

MEETING WITH STAFF AND RICH MOGENSEN, DESERT WILLOW,
REGARDING SECURITY ISSUES
Security upgrades are needed at the Desert Willow maintenance facility,
given the rash of gas burglary and equipment theft. Security upgrades
were recommended by Palm Desert Police and Public Works.
MEETING CONCERNING WELLS FARGO RDA BONDS
Met with staff and Wells Fargo representatives.

Following are meetings held with groups, residents, and/or businesses, for the period
February 2 — 15, 2011:
February 2 LEAGUE OF CALIFORNIA CITIES — 2011 CITY MANAGERS
DEPARTMENT MEETING
Attended the League meeting in Monterey February 2-4. There was a
great deal of discussion regarding the Governor's budget proposal to
eliminate redevelopment agencies. Attended a session lead by John
Shirey, Executive Director of CRA, and sessions led by an economist
discussing the U.S. economy and the world economic restructuring.
February 7 EXECUTIVE MANAGEMENT MEETING
Weekly Executive Management meeting was held.
COORDINATION MEETING: PLANNING, BUILDING & SAFETY,
PUBLIC WORKS
The Community Development Directors and I have a standing
monthly meeting to coordinate development services and to improve
communication among development services departments. Currently
working on HTE upgrade for development tracking.
NARAN REITMAN, ESQ.-PALM DESERT ROTARY CITIZEN OF
THE YEAR EVENT
The Rotary Club of Palm Desert has selected Barbara deBoom as
this year's Citizen of the Year. Naran requested the City's
participation with a $2,000 sponsorship, which gives the City a

placement in the program, a banner at the event, a table of ten at the
event, and two named scholarships for deserving Palm Desert seniors
attending college. This item was placed on the February 24 agenda
for City Council consideration.
February 8 STATE CONTROLLER'S OFFICE — AUDITOR
The State Controller's Office conducted an informational audit and
Health and Safety Code audit of the Palm Desert RDA. Palm Desert
RDA was one of 18 RDA's to be audited.
DESERT WILLOW PRESIDENT'S MEETING
The monthly meeting was held to discuss Desert Willow. Food and
beverage sales are exceeding expectations and golf sales are down
slightly. Discussed remedies for the theft at the Desert Willow Yard.
JUDEE COX, RAP
Met with Councilman Kroonen and Judee Cox to discuss issues with
the County of Riverside and RAP as well as potential impact to RAP
as a result of the Governor's budget proposal. Will prepare an audit
of the Palm Desert Riverside County Finance Authority and include
audit of RAP funds.
BURRTEC — TAX ROLL BILLING
Burrtec and the City are discussing placing the waste and recycling
charges on the tax roll to address bad debt and illegal dumping.
Potential for a reduction in the residential rate if City agrees. Also
discussed impact of new commercial recycling legislation and
commercial recycling charges. To be considered by City Council in
March.
February 9 2 X 2 COMMITTEE MEETING
Discussed high school traffic circulation with the new Palm Desert
High School improvements, including Aztec Way and Phyllis Jackson
Drive. Began discussing planning for high school graduation in late
May. Discussed anti -bullying programs.
February 10 JOHN WESSMAN, MICHAEL BRAUN, AND CITY STAFF
Met concerning the property on El Paseo/San Pablo. Discussed
options with the Wessman property at the corner of San Pablo and El
Paseo.

SUNLINE "STATE OF PUBLIC TRANSIT" LUNCHEON
Attended the Sunline "State of Public Transit" luncheon held at
Rancho Los Palmas Resort.
FREDJANDT
Obtained the new Cal State Master Plan, specifically placement of the
Autism Center and Resident Hall. Informed Cal State that City is
bidding Ring Road and University Planning Meeting will be held on
February 24, 2011, 2:00 p.m.
COACHELLA VALLEY HEALTH COLLABORATIVE
Rescheduled meeting.
CITY COUNCIL MEETING
February 11 PORTOLA BRIDGE DEDICATION IN HONOR OF RICHARD S.
KELLY
A successful renaming ceremony was held.
REDEVELOPMENT PUBLIC FORUM
Assemblyman Nestande and State Senator Emmerson held a Public
Forum in Palm Desert Council Chamber to obtain feedback from the
public on the Governor's Proposed Budget. Justin McCarthy and
RDA staff prepared and delivered an excellent presentation.
February 14 CVAG TUMF NEXUS STUDY
CVAG is conducting an updated Nexus Study for the Transportation
Uniform Mitigation Fee (TUMF), and I am on the subcommittee to
review progress.
RIVERSIDE COUNTY PALM DESERT FINANCING AUTHORITY
MEETING
Discussed performing an audit of the pass -through account. Audit will
be conducted in cooperation with Riverside County CEO office and
Supervisor's office. City and County will split the cost.

CVAG TAC
The CVAG Technical Advisory Committee (TAC) met to discuss the
upcoming Executive Committee agenda.
CVA TAC
The Convention and Visitors Authority Technical Advisory Committee
(CVA TAC) met to discuss progress made with the change in
management at the CVA. The new CVA Executive Director discussed
business is improving in tourism. The TAC asked whether the TAC
needs to meet monthly.
EXECUTIVE MANAGEMENT MEETING
Our weekly Executive Management meeting was held.
February 15 DEBORAH MC GARREY, CITY STAFF
Deborah McGarrey met with staff concerning pipeline safety. Mark
Greenwood, Public Works Director, and Gary Rosenblum, Risk
Manager, participated in the pipeline safety discussion. Southern
California Gas assured the City that their high pressure transmission
lines are being inspected constantly.
LEADERS LUNCHEON — Held at Desert Regional Medical Center
Discussed the role of the Hospital in the region and their partnership
with UCR Medical School.
