Background In late 2006, University of California Riverside Palm Desert Graduate Center (UCR) assembled an advisory committee to create a conceptual landscape plan that included the entire view corridor. The advisory committee was compiled of local landscaping and plant experts and representatives from the Coachella Valley Water District, City of Palm Desert, UCR, and California State University, San Bernardino (CSUSB). UCR contracted with local landscape architect, Randy Purnel, to produce the view corridor's conceptual design, at a cost of $40,431. All parties concurred the design was excellent, as it featured plants native to the Coachella Valley and represented distinct zones including, the Alluvial Fan -Foothill, Sand Dune, Dry Wash Riparian, Palm Oasis, Salton Sea, and Palo Verde Grove communities. Additionally, a Residential Community Garden was included in the design, showcasing visually pleasing, sustainable landscape designs scaled to meet the needs of a typical suburban desert yard. The construction estimate for the entire project came in at nearly $4.5 million. Design modifications were made to lower the construction estimate to $2.8 million. The design concept was presented to the City of Palm Desert at a previous University Planning Committee meeting. In late 2009, both UCR and CSUSB completed the landscaping along Frank Sinatra and Cook Street and erected way -finding monument signs. The landscaping conforms to the conceptual plan in terms of native plant material. Also in late 2009, UCR and CSUSB agreed to scale down the conceptual plan to reduce the construction cost. View Corridor Landscaping Report February 24, 2011 Page 2 of 2 CSUSB contracted with Landscape Architect Randy Purnel to create a modified version of the plan that would include only the view corridor and sections of the landscape viewable from Cook Street and Frank Sinatra Drive for under $1.5 million. This plan was created and presented to the City of Palm Desert's Landscape Beautification Committee, where it was well -received. Fundraising for the project in the current economy has been extremely difficult for both campuses. However, UCR was able to raise $45,000 in private gifts for landscaping, and has made some improvements to the landscaping, as follows: 1. In the Palm Oasis area a small pond was constructed and populated with native endangered pupfish. 2. UCR has purchased and installed boulders and sand in the Palm Oasis section. 3. UCR has partnered with the Living Desert to propagate a number of plant species for the landscape project. Late in 2010, Palo Verde trees from the Living Desert's propagation nursery were planted along the southwest side of the Heckmann Building. 4. In April of 2011, UCR is partnering with the city of Palm Desert for an Arbor Day event at which donated native trees will be planted in the Palm Oasis. 5. The Coachella Valley Water District also indicated that they were willing to provide boulders for this project from one of their properties, but could not transport and deliver such material to the site. To date, the aforementioned items comprise the extent of the activity surrounding the view corridor. Given the current economic climate and State cuts to the two universities, it is difficult for these campuses to complete the entire project without a significant contribution from private gifts or outside agency financial assistance. In the period from now until funding is available, staff recommends keeping the unlandscaped portion of the nine (9) acre view corridor in its current natural state, as the winter rains may hasten the propagation of natural sand verbena and desert flora.
