Recommendation
By Minute Motion, approve the expenditure of $2,891 in Cal Cops funds to
send Palm Desert Police Department Officers to various traffic collision
investigations courses.
Commission Recommendation
On February 9, 2011, the Palm Desert Public Safety Commission recommended that
the City Council approve the expenditure of CAL Cops funds for various traffic collision
investigations courses in the amount of $2,891.00.
Backaround
The Palm Desert Police Department maintains a fifteen officer Traffic Bureau. The
bureau consists of two sergeants, eight motor officers, three traffic/DUI officers, a
Commercial Vehicle Enforcement officer and one Community Service Officer II. These
officers investigated most of the 635 collisions that occurred in Palm Desert during
2009. Investigation of traffic collisions requires expertise and training. In order to gain
the required level of proficiency and expertise, members of the Traffic Bureau are
required to attend progressive training courses. Officers start out attending a "basic"
traffic collision investigation course and may eventually progress through to the
"reconstruction" course depending upon assignment and need. The Traffic Bureau has
had moderate personnel turnover in recent years and as such new officers require this
training. The Palm Desert Police Department requests authorization to expend CAL
Cops funds to send the following officers to the described courses:

Fiscal Analysis
If authorized, the total cost for these training courses would be $2,891.00. There is no
impact to the General Fund as CAL Cops funds will be utilized (Account # 229-4210-
422-3914).
