Recommendation
By Minute Motion, approve the expenditure of $3,247.83 in Cal Cops funds
to send Palm Desert Police Department Officers the LifeSavers 2011-
Phoenix Conference on March 27-29, 2011.
Commission Recommendation
On February 9, 2011, the Palm Desert Public Safety Commission recommended that
the City Council approve the expenditure of $3,247.83 in CAL Cops funds to send Palm
Desert Police Department Officers to the Lifesaver 2011-Phoenix Conference.
Background
The Palm Desert Police Department requests authorization to expend $3,247.83 in CAL
Cops funds to send Corporal Courtney Donowho and Officers Mark Chlarson and Kyle
LaFond, who are currently assigned to the Palm Desert Police Department's Traffic
Services Team, to a 24-hour Lifesaver 2011-Phoenix Conference at the Phoenix
Conventions Center (Phoenix, AZ), from March 27-29, 2011.
This conference provides education and training for public safety and public health
professional. The focus of the conference is to discuss a wide range of safety topics,
including child passenger safety and occupant protection to roadway and vehicle safety.
The attending police officers are directly involved in the development of critical safety
programs such as the bicycle helmet/child safety seat program, including organizaing
the City's annual Family Safety Festival. The additional training that this conference
provides will further enhance these programs.

Fiscal Analysis
If authorized, the total cost for this conference would be $3,247.83. There is no impact
to the General Fund as CAL Cops funds will be utilized (Account # 229-4210-422-3914).
This amount includes lodging, tuition, and meals as follows:

What is lifesavers? (back to top)
Lifesavers is the premier national highway safety meeting in the United States dedicated to reducing the tragic
toll of deaths and injuries on our nation's roadways. Starting in the early 1980s, the Lifesavers conference
attendance has grown steadily, drawing nearly 1,800 participants in 2010. Each year, the Lifesavers
Conference provides a forum that delivers relevant and timely common-sense solutions to today's critical
highway safety problems.
The conference addresses a wide range of safety topics, from child passenger safety and occupant protection
to roadway and vehicle safety and technology. it offers the latest information on advances in highway safety,
highlights successful programs and draws attention to emerging safety issues.
Lifesavers is a non-profit organization with no single sponsor and relies on the involvement of diverse private
and public groups who share the common goal of improving highway safety.

Lifesavers program is put together by a dedicated group of highway safety experts from both the public and
private sectors. We strive to base workshops on evidence based programs that can be replicated in
communities throughout the country. If you haven't attended a Lifesavers conference in a while, we urge you to

products during this two-hour session. Time is divided equally among the presenters. This pre-
conference session provides a snapshot of what attendees will find when they visit the Exhibit Hall booths
on Sunday to have their "Passports" stamped for CEU credits.

A two-day training for child passenger safety technicians will be offered by the National Center for Safe
Transportation of Children with Special Health Care Needs, Riley Hospital for Children.
This two-day training is designed to serve as an enrichment course for child passenger safety technicians
who are interested in learning more about special needs transportation. The training combines classroom
lectures and hands-on exercises including family visits. The training includes a written exam and
proficiency check -offs that evaluate the student's ability to assess appropriate restraints and to
demonstrate proper use and installation.

Since enrollment is limited for this course, early registration is recommended. The fee for this course is

Qualifies for ongoing POST education credits

This law enforcement training workshop was developed by the National Highway Traffic Safety
Administration and the International Association of Directors of Law Enforcement Standards and Training
(IADLEST) to enhance officer knowledge of motorcycle laws and their role in reducing motorcycle
crashes and resulting injuries and fatalities. It was developed for police officers by police officers to equip
them with relevant and cogent information, and to complement existing training.
Enrollment is limited to 40 law enforcement personnel. There is no registration fee; however, enrollment
is limited to a first -come first -served basis. You must pre -register as there will be no on -site registration.

Take the FREE Phoenix Airport Shuttle to the METRO light rail stop. The shuttle travels to all three
