REQUEST: REQUEST TO DECLARE MISCELLANEOUS PALM DESERT
POLICE CAMERA EQUIPMENT AS SURPLUS.

Recommendation
By Minute Motion, approve the request to declare the attached inventory of
camera equipment as surplus.
Background
The Palm Desert Police Department has seven Pentax ZX-M 35MM SLR cameras that
are assigned to various divisions. These units were purchased approximately eight
years ago and are not digital. With the advent of technology, digital cameras produce
quality photographs without the high cost associated with developing standard film. The
Police Department recently replaced all of their 35MM cameras with digital models. Staff
recommends that these cameras, along with their associated accessories, be declared
surplus. Staff will first attempt to locate a non-profit agency and/or local school district
that may be interested in this equipment, before seeking other methods of disposal.
Fiscal Analysis
There is no fiscal impact associated with approving staff recommendation to surplus
and dispose of these cameras and related accessories

Fiscal Analysis
This OTS grant award in the amount of $26,640 will fund at least four (4) DUI
checkpoints conducted at various times and locations throughout the year. Account #
229-4210-422-3919 has been designated by the Finance Department for this purpose.

VII. NEW BUSINESS
1. Request to expend funds for Traffic Collision Investigations
Course — Advanced
Lt. Shouse stated that this proposal was for a routine traffic course.
Commissioner Nethery moved to, by Minute Motion, approve the Traffic Collision
Investigations Course - Advanced. Motion was seconded by Commissioner Kirkwood
and carried unanimously.
2. Recommendation to accept Office of Traffic Safety (OTS)
Sobriety Checkpoint Mini -Grant Program for 2010-2011 (Grant
#SC11302)
Lt. Shouse stated that they have applied for these grants in the
past. The grant money allows the Department to conduct a
minimum of four checkpoints throughout the City. In addition, they
applied for the DUI Enforcement Grant in the amount of $160,000
this year, but OTS did not award that grant. They were distributing
those grant funds elsewhere and have reduced funding for the DUI
Enforcement Program as well. This was one of the two OTS grants
that the department will receive this fiscal year; beginning October
1, 2010.
Lt. Shouse responded to Commissioner Butzbach's statement by
stating that these grant monies will be used for overtime in addition
to what the funds were currently used for.
Commissioner Nethery moved to, by Minute Motion, approve the OTS Sobriety
Checkpoint Mini -Grant Program for 2010-11. Motion was seconded by Commissioner
Kirkwood and carried unanimously.
3. Recommendation to accept Office of Traffic Safety (OTS) Next
Generation — Click It or Ticket Program 2010-2011 (Grant
#CT11302)
Lt. Shouse stated that this was a different grant but was the same
OTS type program. He was informed that the OTS "Click It or
Ticket" money was going to be diverted to a Distractive Driver
Enforcement Program. The State currently has a 95% seat belt
usage rate and OTS did not believe that that percentage would go
any higher.
