Recommendation
By Minute Motion, accept the Cal COPS Supplemental Law Enforcement
Services Funding (SLESF) grant award of $100,000 to cover the cost for the
2010 Holiday Theft Suppression Program and the acquisition of necessary
equipment, services, and supplies to support front line law enforcement
services.
Commission Recommendation
On November 10, 2010, the Public Safety Commission recommended approval to
accept the SLESF grant award of $100,000 to cover the cost for the 2010 Holiday Theft
Suppression Program and the acquisition of necessary equipment, services and
supplies to support front line law enforcement services.
Executive Summary
The City of Palm Desert is eligible to receive $100,000 in Cal COPS Supplemental Law
Enforcement Services Fund (SLESF) grant funding for FY 2010/2011. The purpose of
the Cal COPS SLESF grant is to provide funds to local governments for underwriting
projects to reduce crime and improve public safety. The State of California (AB1913)
via the Riverside County SLESF Oversight Committee administers the program.
In order for the City of Palm Desert to accept the available funding, an Expenditure Plan
for the proposed use of these funds must be prepared and submitted to the Riverside
County SLESF Oversight Committee. The Palm Desert Police Department used some
of this funding to cover the staffing costs for the 2010 Holiday Theft Suppression
Program. They also wish to acquire necessary equipment, services, and supplies to
support front line law enforcement activities, with the remaining fund balance.

Background
Holiday Theft Suppression Program
The Palm Desert Police Department implemented the Holiday Theft Suppression
Program during the holiday season commencing Friday, November 26, 2010, and
concluding on Sunday, January 2, 2011. The program was staffed with overtime
officers working seven days a week, between the hours of approximately 11:00 A.M. -
10:00 P.M.
During each overtime shift, officers were on bicycles/Segways in the main business
district corridor and one officer was in a patrol car policing the northern sphere. This
program increased the number of officers in the field and focused on high visibility patrol
and theft suppression activities during peak shopping hours/days.
The program's purpose was to conduct high visibility patrol in the retail and commercial
areas of the City of Palm Desert. This region includes the Highway 111 business
corridor, El Paseo business district, Westfield Palm Desert, and any other business
complexes in the immediate area. The program also included high visibility patrol in the
adjoining residential areas of the locations listed above, pro -active citizen contacts,
issuing moving/parking citations, and verbal warnings.
The program's assigned officers also handle radio calls for routine reports and arrests,
particularly calls involving theft and other business related crime in the focus area, and
enforce on -sight violations of any nature. The program also included one police vehicle
to provide extra patrol in the Costco and Wal-Mart complexes. Staff anticipates this
program will cost approximately $35,000 for approximately 600 hours of extra patrol
services, which will be fully funded by the SLESF grant.
Equipment, Service, and Supplies
The Palm Desert Police Department also recommends committing $40,000 to
necessary equipment purchases such as computers, technology, and support
apparatus for patrol, traffic, and special team staff, as approved by the City.
The remaining $25,000 is recommended to be spent on miscellaneous services and
supplies. These items typically have included, but are not limited to, the following: 1)
cellular phones and service, 2) bicycle maintenance, 3) rental cars, 4) training
conferences, 5) Segway service, etc. These expenditures are routine in nature and are
typically paid monthly.
The Cal COPS (SLESF) Grant, allowed the Palm Desert Police Department to conduct
the 2010 Holiday Theft Suppression Program and purchase necessary equipment,
services and supplies to support front line law enforcement services, without having to
use City general fund monies. Therefore, staff recommends approval to accept this
grant award in the amount of $100,000.

Fiscal Analysis
If the City Council concurs with staffs recommendation, the City of Palm Desert will
accept a Cal COPS Supplemental Law Enforcement Services Funding (SLESF) grant
award of $100,000. The SLESF Expenditure Plan would reflect the following current
and future expenditures in Account # 229-4210-422-3914:

VII. NEW BUSINESS
A. Request to Purchase Child Identification Fingerprint Kits.
Lt. Shouse stated that the Child Identification Fingerprint Kits were
very popular with the public and the Department receives multiple
requests for them.
Chairman Nethery commented that it sounds as though it is a
very good thing to provide to the citizenry.
Commissioner Butzbach moved, by Minute Motion, to concur with the Police
Department's request to purchase Child Identification Fingerprint Kits in the amount of
$996.00. Motion was seconded by Commissioner Larsh and carried unanimously.
B. Recommendation to accept Cal COPS Supplemental Law
Enforcement Services Funding (SLESF) for 2009/10.
Chair Nethery stated that this was a new Cal COPS Grant Award.
Upon inquiry by Commissioner Butzbach, Lt. Shouse stated that
the State has committed to fund the Cal COPS Program for this
fiscal year.
Commissioner Butzbach moved to, by Minute Motion, recommend staff to concur
with the Police Department's proposal and that the City Council accepts the Cal COPS
Grant of $100,000. Motion was seconded by Commissioner Kirkwood and carried by a
5-0 vote.

3. Recommendation to accept Office of Traffic Safety (OTS) Next
Generation — Click It or Ticket Program 2010-2011 (Grant
#CT11302)
Lt. Shouse stated that this was a different grant but was the same
OTS type program. He was informed that the OTS Click It or Ticket
money was going to be diverted to a distractive driver enforcement
program. The State currently has a 95% seat belt usage rate and
OTS did not believe that that percentage would go any higher.
They see an issue with distractive drivers and may come out with a
distractive driver grant funding program.
Commissioner Kirkwood moved to, by Minute Motion, approve the OTS Next
Generation — Click It or Ticket Program for 2010-11. Motion was seconded by
Commissioner Nethery and carried unanimously.
4. Recommendation to accept CalCOPS Supplemental Law
Enforcement Services Funding (SLESF) for 2010-2011
Upon inquiry by Commissioner Butzbach, Lt. Shouse stated that
these CalCOPS Grant funds were the same as those received
annually for the past several years. He said they anticipate
receiving another $100,000 this year and has not heard that the
amount would be reduced. The Thief Suppression Program, which
DRAFT is part of this funding, will begin the day after Thanksgiving and run
through January 2, 2011. Officers will work about 600 hours of
overtime located in the business district, the mall and the north end
of Palm Desert by Wal-Mart. The program has been very
successful and stats for the past several years demonstrate that the
more police officers on the streets during this time of year; the
lower incidents of thefts.
A discussion was held regarding the disbursement of the CalCOPS
grant monies.
Commissioner Butzbach moved to, by Minute Motion, approve the CalCOPS
Supplemental Law Enforcement Services Funding for 2010-11. Motion was seconded
by Commissioner Kirkwood and carried unanimously.
5. Riverside Police Department Avoid the 30 Enforcement Program
Memorandum of Understanding
Lt. Shouse said this proposal was a new item but not a new
program. The Avoid the 30 program was organized by the state
where all local law enforcement agencies come together to combat
