OF LIDAR BATTERIES

Recommendation
By Minute Motion, authorize staff to expend $1,226.70 in CAL Cops funding (Account #
229-4210-422-3914) for the purchase of ten (10) new Lidar batteries.
Commission Recommendation
On January 12, 2011, the Public Safety Commission recommended that the City
Council authorize purchase of these Lidar batteries.
Background
The Palm Desert Police Department maintains a fifteen officer Traffic Bureau. The
bureau consists of two sergeants, eight motor officers, three traffic/DUI officers, a
Commercial Vehicle Enforcement officer and one Community Service Officer II. These
officers investigated most of the 635 collisions that occurred in Palm Desert during
2009. During 2009 the traffic team issued 9,235 citations, 4,332 for Excessive Speed.
Excessive speed consistently ranks as the number one factor/cause in collisions
throughout the city. The Palm Desert Police Department's Traffic Team utilizes
handheld Lidar devices to measure vehicular speeds and conduct speed enforcement.
The Traffic Team currently has an inventory of nine Lidar devices. These devices
require rechargeable batteries to operate. Like any other rechargeable battery, these
units have a limited life and lose their effectiveness over a period of time. The current
inventory of batteries is depleted and in desperate need of replacement. Cost of
purchasing ten (10) new batteries is $1,226.70 (see attached quote).
It is the recommendation of the Police Department that this equipment be purchased to
support the aforementioned front line law enforcement officers.

Fiscal Analysis
If approved, the total cost for this Lidar batteries purchase is $1,226.70 and the funding
source is CAL Cops funds (Account # 229-4210-422-3914).

RE: Lidar Batteries
Currently, The Palm Desert Traffic Team has nine Kustom Signals handheld Lidars being
utilized by the motors and AI/DUI cars. Each Lidar requires a rechargeable battery for mobile
use. Over the past year, the supply of batteries has been greatly reduced due to normal wear
and tear. These batteries are no longer accepting a charge and can no longer be reconditioned.
Because of this, several of the motors have been sharing batteries.
On November 3, 2010, I received a quote from Kustom Signals, a sole source vendor, for 10
new batteries. It is my recommendation to order these new batteries to supply each of the nine
Lidar units with a new battery and have 1 battery as a back-up.
