OWNED POLICE VEHICLES AND COMMUNICATION

Recommendation
By Minute Motion, authorize staff to utilize vendors on the Authorized
Motorcycle Repair Center List as presented in the Riverside County Sheriff's
Department Memorandum dated May 12, 2011.
Commission Recommendation
The Palm Desert Public Safety Commission was scheduled to consider this item at their
June 2011 meeting. However, the meeting was cancelled due to a lack of a quorum.
The next meeting is scheduled for September 2011, which requires staff to take this
item before the City Council without a Commission recommendation.
Backaround
The City of Palm Desert currently owns various motorcycles that are utilized by the
Palm Desert Police Department. These units are a mixture of Honda and BMW
motorcycles that subsequently require staff to take them to different vendors for service.
Per the Police Department, these units are not currently covered under the
manufacturer's warranty.
The City's Purchasing Policies and Procedures requires bidding of services over a
thousand dollars. To expedite required vehicle maintenance, staff has annually
prepared a list of authorized motorcycle vendors for purchase and service of such
specialty equipment. This list is outlined in the attached Riverside County Sheriff's
Department memorandum dated May 12, 2011. In addition to motorcycle equipment,
the list also identifies two vendors for specialty communication equipment motor officers
utilize that may also require service.
The City Council is respectfully requested to authorize staff to utilize these vendors, as
needed, which are identified on the Authorized Motorcycle Repair Center List.

Fiscal Analysis
Approval of staffs recommendation would permit the Palm Desert Police Department to
service motorcycles and related equipment owned by the city. Approximately $37,390
(average of $3,739 per vehicle) was budgeted for Motorcycle Maintenance in the FY
2011/12 Police Department Budget.

Background:
The City of Palm Desert currently owns a mixture of Honda and BMW police
motorcycles. Due to these different manufactures, and equipment, there are different
vendors that install and service this equipment. Because of the time which has elapsed
from when we purchased each of our motorcycles, none of them are covered under the
manufacture warranty.

Vendor Modifications:
We currently have 4 BMW police motorcycles being used within the City of Palm
Desert. There is also an additional BMW motorcycle not in service due to repair issues.
For the majority of our service work, we use Iry Seaver Motorcycles in the City of
Orange (98 miles away). Because of the distance for service repairs, I am requesting the
City of Palm Desert add the following authorized BMW sales/service center:

BMW Motorcycles of Riverside is 31 miles closer than Iry Seaver, which would reduce
travel time (man hours) and mileage (fuel cost) when service needs arise. They have
factory certified and trained BMW motorcycle mechanics specifically qualified to service
our BMW police motorcycles. They also have an authorized salestlease department
capable of obtaining BMW police motorcycles tailored for our needs in the future. BMW
Motorcycles of Riverside will also have the same setup and procedure with accounts
payabletreceivable for billing purposes as do our other vendors.
