Architectural Review Commission Recommendation On June 14, 2011, the Architectural Review Commission reviewed and unanimously approved the design for the new, illuminated monument sign for The First Tee of Coachella Valley. Executive Summary The First Tee of Coachella Valley is requesting approval of a new, illuminated monument sign located in the public right-of-way on the west side of Cook Street approximately five feet from the back of street curb. According to the Palm Desert Staff Report Case No: SA 11-155 July 14, 2011 Page 2 of 3 Municipal Code, permanent structures are not allowed within the public right-of-way. However, Encroachment Permits have been issued in the past for such structures. If the City Council approves the location of the sign, staff will issue an Encroachment Permit. The landscaping plans have been preliminarily approved by the City's Landscape Specialist. Background A. Property Description: The property is located south of Sheryl Avenue, west of Cook Street, and north of the White Water Storm Channel. The 7.87-acre site of relatively flat land is currently in use as a golf driving range, nine single-family homes, and a maintenance facility building. The driving range is associated with a 9-hole par 3 golf course to the west. Sheryl Avenue provides access to the property. The applicant recently acquired the abutting 3.9 acre triangle parcel, which is wedged between the driving golf range property and the White Water Storm Channel (see attached exhibit). On June 7, 2011, the Planning Commission approved a CUP to remove the existing chain link fence and add a new six-foot high chain link fence and landscaping along their property. The new chain link fence and landscaping have not been installed. B. General Plan Designation and Zoning: The property is currently designated Study Zone (S) in the General Plan and is zoned Residential Single Family (R-1). C. Adjacent Zoning and Land Use: North: Office Professional (O.P.) / Office Buildings South: White Water Storm Channel East: Service Industrial (S.I) / White Water Building West: Residential Single Family (R-1) / 9-hole Golf Course Project Description The First Tee of Coachella Valley is requesting approval of a new monument sign located on the west side of Cook Street. The new monument sign will replace the existing signage, and will be designed with the company's colors, logo, and signage. The sign is 6 feet high and 13 feet wide. The monument sign would be located approximately 5 feet from the back of the street curb off of Cook Street. The Department of Public Works is willing to approve an Encroachment Permit if the sign location is approved by the City Council. The sign is designed with a CMU base, finished in decorative Desert Gold stone. The two child silhouettes are '/2" thick x 60" tall routed aluminum plate. The logo graphic is designed as a golf ball on a tee. The sign faces are routed out aluminum with digitally printed graphics on white Lexan back panel. The background panel is opaque. Analysis The First Tee is in the process of cleaning up their property and extending the driving range onto the vacant 3.9 acre parcel. The Planning Commission recently approved a new 6-foot high chain link fence and a preliminary landscape plan. The current sign is not visible along Cook Street and is outdated. The applicant is concerned that the existing sign's location is not visible from Cook Street. The sign location is within the public right-of-way. The Palm Desert Municipal Code prohibits structures from being located within the public right-of-way, and typically an Encroachment Permit is issued for temporary structures or road closures. In the past, Encroachment Permits have been issued on permanent structures; however, staff is now limiting the approval of permanent structures in the public right-of-way. Staff does not believe the new sign will have a negative impact or adversely impact the public health or safety and supports the new location. Fiscal Analysis There is no financial impact to the City for the proposed sign by a non-profit organization. The applicant is requesting to construct an awning over the rear patio, which faces the parking lot. He described the location, size and color of the awning to the Commission. Staff is recommending approval. The Commission discussed the location of the awning. Mr. Ben Nance, applicant, pointed out where the awning will be located and said it will follow the contour of the roof slope underneath the sign. Commissioner Levin asked if lighting said patio lighting was not proposed. , ACTION: Commissioner Lambell moved and Comm approval. Motion carried 5-0-0-2, with Com absent. 3. Mr. Jeff Grady, representative stated there wasn't any existing stone out there. The Commission discussed the landscaping. Mr. Swartz stated they would be adding boulders and redoing the landscaping. He stated this is a proto- type they have designed for Ritchie's; it is a diner, but is more contemporary. Commissioner Vuksic asked for more information on the lighting. The applicant and the Commission discussed the lighting specifications. Commissioner Levin asked if they would maintain hours beyond the mall hours; in other words, a focal point for entering and exiting after mall hours. Mr. Heifetz listed the mall hours and said generally Ritchie's would stay open one to two hours beyond those times. That is why they are looking for a separate entrance that would have the light.
