STAFF REPORT
REQUEST: REQUEST FOR AUTHORIZATION FOR THE CITY MANAGER TO
EXECUTE GENERATING FACILITY INTERCONNECTION
AGREEMENTS RELATED TO PHOTOVOLTAIC SYSTEMS
SUBMITTED BY: Ryan Gayler, Project Administrator
DATE: June 23, 2011
Recommendation
By Minute Motion, authorize the City Manager to execute Generating
Facility Interconnection Agreements. (Contract. No. C30990)
Background
When a photovoltaic system is constructed, it must be connected to the electrical power
grid before any financial benefit can be recognized. Southern California Edison (SCE)
requires that the owner of the photovoltaic system enter into an agreement before the
system is connected to the power grid. The Generating Facility Interconnection
Agreement (GFIA) simply notifies SCE of the new system being connected to the
electrical grid. Approving this request will give the City Manager the authority to
execute GFIAs. The City Manager would only execute GFIAs that have been reviewed
by the City Attorney on projects that have already been approved by the City Council.
