Request: Receive and file the informational report relative to the Cost -of -Services
Fee Study based on FY 2009-2010 actual expenditures and provide
direction to staff relative to implementation of fee schedules.

Recommendation
By Minute Motion, that the City Council:
receive and file the informational report relative to the Cost -of -Services Fee
Study based on FY 2009-2010 actual expenditures; and
2. provide direction to staff relative to implementation of fee schedules.
Background
In 2006, the City Council adopted Resolution No. 06-164, which approved fee schedules based
on FY 2004-2005 actual costs. These schedules trail current costs by five years. On average, the
result of keeping the costs frozen at FY 2004-2005 rates has cost the City approximately
$200,000 - $300,000 annually, for a total of $1.5 million. It is no longer in the best interest of the
City to maintain costs at this level. Following is an estimate of fee increases compared to the
previously adopted fee schedules:
• Building & Safety: average fee increase is 11 %. This study includes additional estimated
time required for plan checking and inspections due to the new Green Building codes and
energy codes.
• Public Works: average fee increase is 11 %.
• Planning: average fee increase is 35%.
• Fire: average fee increase is 31 %.
There are a number of items in the FY 2004-2005 fee schedule that reflect a waived fee such as
inspections for water heaters, HVAC replacements, PV solar system inspections. Due to more

stringent regulations issued by the State, the amount of time required for inspections has doubled
and in some cases tripled in order to meet the requirements for reducing our carbon footprint.
Therefore, staff recommends that the fees no longer be waived.
The following is a summary of Residential Development Fee Study, which was conducted by the
Rose Institute of State and Local Government at Claremont McKenna College in March 2008 and
compares the fees charged by valley cities. The total fees per unit include Building permit fees,
Impact fees, Environmental fees, Engineering fees, and Planning fees. According to the report,
the City of Palm Desert has the lowest total fees.

Staff intends to present the proposed fee schedule for review and approval at the August 25, 2011
Council meeting. At that meeting, Council may also wish to consider the option of phasing in these
fees over a period of two to three years so that it does not present a large impact on the public.
The comprehensive Cost of Services studies have been sent to Mr. Bill Blankenship, Deputy
Director of Building Industrial Association, Desert Chapter and James Brownyard, Chief
Operating Officer of Desert Valley Builders Association for their review and comment prior to the
