Recommendation:
By Minute motion, that the City Council:
1. Approve the award of charitable contributions in the amount of $246,005 to the
agencies listed herein with associated restrictions and conditions; and
2. Authorize the Mayor to execute agreements with said agencies for awarded
funding.
Background:
Applications for the Outside Agency/Charitable Contributions Funding were made available in
March 2011. Completed applications were received by the deadline of April 1, 2011 and a
summary of those requests are listed below. Due to the state of the economy and the expected
reduction in available funds in the City's budget, staff has carefully considered all of the
submitted requests and proposes that awards be made with the awareness of future budget
restrictions.
Following careful consideration, the Outside Agency Funding Committee recommends the
following awards for matching funds to Palm Desert's public schools:

Tuesday, May 10, 2011 — 10:00 a.m.
CALL TO ORDER
Chairman Gibson called the meeting to order at 10:05 a.m.

III. APPROVAL OF MINUTES
By Minute Motion made by Member Spiegel and seconded by Member Wohlmuth, the
Minutes of the May 11, 2010 meeting were unanimously approved as submitted.
IV. ORAL COMMUNICATION
Mr. Gibson informed the Committee that Councilmember Harnik had suggested that
when considering approved expenses for schools, programs related to advancement in
English be given the same priority as Math and Science programs. It was the consensus
of the Committee that English programs should be included as an approved expense.

VI. NEW BUSINESS
A. REQUESTS FOR OUTSIDE AGENCY FUNDING
(Discussion of guidelines for approved expenses prior to application review)
CARTER ELEMENTARY PTO — Request in the amount of $31,781
It was the Committee's recommendation that the request be approved in
the amount of $3,000.
2. PALM DESERT HIGH SCHOOL FOUNDATION — Request in the amount
of $10,000

4. WASHINGTON CHARTER ELEMENTARY PTO — Request in the amount
of $3,000
It was the Committee's recommendation that the request be approved in
the amount of $3,000.
5. AMERICAN CANCER SOCIETY — Request in the amount of $2,500
It was the Committee's recommendation that the request be denied.
6. ANIMAL SAMARITANS SPCA INC. — Request in the amount of $10,000
It was the Committee's recommendation that the request be approved in
the amount of $5,000.
7. ASSISTANCE LEAGUE — Request in the amount of $10,000
It was the Committee's recommendation that the request be denied.
8. BIGHORN INSTITUTE — Request in the amount of $10,000
It was the Committee's recommendation that the request be denied.
9. CHILDREN'S DISCOVERY MUSEUM — Request in the amount of $8,015
It was the Committee's recommendation that the request be approved in
the amount of $5,905.
10. DESERT CANCER FOUNDATION — Request in the amount of $30,000
It was the Committee's recommendation that the request be denied.
11. DESERT SAMARITANS FOR SENIORS — Request in the amount of

It was the Committee's recommendation that the request be approved in
the amount of $4,000.
12. FAMILY YMCA — Request in the amount of $30,000
It was the Committee's recommendation that the request be approved in
the amount of $20,000.

13. FAMILY YMCA, JEAN BENSON CENTER — Request in the amount of
40 000
It was the Committee's recommendation that the request be approved in
the amount of $40,000.
14. FRIENDS OF THE CULTURAL CENTER — Request in the amount of
50 000
It was the Committee's recommendation that the request be approved in
the amount of $15,000.
15. HISTORICAL SOCIETY OF PALM DESERT — Request in the amount of
$30,000
It was the Committee's recommendation that the request be approved in
the amount of $30,000.
16. LIVING DESERT — Request in the amount of $14,000
It was the Committee's recommendation that the request be approved in
the amount of $7,000 with the stipulation that the discount should apply to
children only.
17. PALM DESERT SISTER CITIES FOUNDATION — Request in the amount
of $45,171
It was the Committee's recommendation that the request be approved in
the amount of $30,000 with the stipulation that this amount should include
the plaque for the 30-year anniversary for Gibsorne's relationship with
Palm Desert.
18. PDYSA — Request in the amount of $6,000
It was the Committee's recommendation that the request be approved in
the amount of $6,000 contingent upon successfully obtaining a Special
Events permit resolving the parking issue.
19. PALM SPRINGS CULTURAL CENTER — Request in the amount of
10 000
Rec: Recommend that the funding be approved in the amount of
$5,000 and recommend that the agency contact the Director of Special
Programs to determine the feasibility for producing shopping bags with
the Palm Desert logo for use at the Farmer's Market.
20. RSVP — Request in the amount of $18,715
It was the Committee's recommendation that the request be approved in
the amount of $4,600.
21. SHELTER FROM THE STORM — Request in the amount of $100,000

It was the Committee's recommendation that the request be approved in
the amount of $40,000, with the stipulation that $10,000 should be set
aside to fund the education of program participants at College of the
Desert.
22. VIRGINIA WARING PIANO COMPETITION — Request in the amount of
21 750
It was the Committee's recommendation that the request be approved in
the amount of $10,000.
23. VISITING NURSE ASSOCIATION — Request in the amount of $15,000
It was the Committee's recommendation that the request be approved in
the amount of $5,000.
