CALL TO ORDER Committee Chair Don Graybill called the meeting of the Cultural Resources Preservation Committee to order at 10:04 a.m. II. ROLL CALL Present: Absent: Ricki Brodie None Gale Broeker Don Graybill Vera Handley Kim Housken Bob Pitchford Kent Routh Also Present: Russell Grance, Director of Building and Safety Suzanne Cicchini, Recording Secretary III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR A. MINUTES OF THE MEETING OF SEPTEMBER 28, 2010 Committee Member Kent Routh moved to approve Minutes as presented. Committee Member Vera Handley seconded the Motion. All were in favor; Motion passed unanimously. V. CONSENT ITEMS HELD OVER None VI. NEW BUSINESS None CULTURAL RESOURCES PRESERVATION COMMITTEE MINUTES NOVEMBER 30, 2010 VII. CONTINUED BUSINESS Director of Building and Safety Russell Grance updated the Committee on the status of the Palm Desert Community Center historic plaque. The plaquing ceremony will be held in January, 2011. Discussion commenced about mounting the plaque and the ceremony. Committee Member Kim Housken expressed mixed feelings about attaching the plaque directly to the building. She noted that this mounting method was used for the Historical Society plaque, but she still was a little concerned that it somewhat damaged the building. Committee Member Gale Broeker suggested mounting it right under the address sign. Mr. Grance advised that it be prominently displayed outside, even if it's on stone or a monument. Suzanne Cicchini, Recording Secretary will contact Portola Community Center to determine if the January 25, 2011 date is available for the ceremony. Committee Member Kent Routh inquired about the plaque for Shadow Mountain Golf Club. Mr. Grance indicated that the City of Palm Desert plaque agreement had not been signed by a representative of Shadow Mountain Golf Club and the plaque was still in his office. Committee Member Kent Routh inquired about the status of Shadow Mountain Resort. Director of Building and Safety Russell Grance informed that Lowe Enterprises is the new owner of that resort. A letter of introduction may be sent to see if the new owner might be interested in a Cultural Resource Preservation designation. VIII. OLD BUSINESS None IX. REPORTS AND REMARKS Committee Chair Don Graybill inquired about the status of the Mills Act. Director of Building and Safety Russell Grance announced the matter will go to City Council in January, 2011. Committee Member Gale Broeker requested a moment of silence in honor of the Carl Bray House and Studio that was demolished. It was located in Indian Wells. Committee Member Kim Housken shared her concerns about proposed new demolitions at College of the Desert. She read from an article that appeared in the Desert Sun Newspaper in April, 2010 about two buildings set for demolition. She previously wrote a response to the Environmental Impact Report for the new construction at College of the Desert approximately five years ago. Their response indicated that it was too costly to consider seismic retrofitting for those buildings. They sent her a list of the buildings they planned to save. The letter noted that the remaining buildings were expected to provide ample representation of the early campus architecture. The Committee discussed the Hilb Student Center, a prominent building located at the center of campus. There was contradictory evidence whether that and other buildings would be demolished. City of Palm Desert does not have jurisdiction over demolitions at College of the Desert. Committee Chair Don Graybill requested direction from the Committee about their focus for the year ahead. Committee Member Kim Housken suggested following up with Kay McCune, the owner of the Randall Henderson House at 74-135 Larrea Street to see if she was still interested in a designation. Committee Member Kent Routh proposed trying to get more people to apply for historic status and keep the pressure on about the Mills Act. He emphasized the importance of creating awareness of the committee and protecting homes. Passage of the Mills Act would provide real financial rewards. Mr. Routh indicated that the Committee could do more to educate others about cultural resource preservation history rather than only on architectural history. Committee Member Gale Broeker wanted to know why the Committee wasn't brought into the discussion about the Hoppy's Creed sign for Hopalong Cassidy's Trail. Director of Building and Safety Russell Grance asked Committee Member Kim Housken, a member of the Parks and Recreation Commission whether the matter came up for discussion at their meeting. Ms. Broeker noted that it came up at one of the City Council Meetings. Ms. Housken clarified that the matter was sent back to the Parks and Recreation Commission and the Trail Subcommittee will look into the idea. Committee Member Vera Handley recommended contacting Candace Bergen to see if she would be interested in discussing her family's home. Committee Chair Don Graybill emphasized that education is one of the Committee's main jobs. Mr. Grance suggested using the BrightSide Newsletter as a way to get information out to people. The Indian Wells Historic Preservation Foundation Annual Meeting will be held at 2:00 p.m. Sunday, December 5, 2010 at the Indian Wells Resort Hotel. Committee Member Gale Broeker reminisced about attending a meeting and speaking with Don Hutton, the previous owner of the Hutton House aka Cavanagh Adobe. Committee Member Kim Housken suggested that the Committee Members review the first page of their ordinance and the General Plan. Director of Building and Safety Russell Grance noted that the Mills Act was in the General Plan. Suzanne Cicchini, Recording Secretary will provide the information to the Committee.
