Wohlmuth, City Manager Date: May 12, 2011 Subject: INFORMATIONAL ITEM — CITY MANAGER MEETING SUMMARIES Following are meetings held with groups, residents, and/or businesses, for the period April 20- May 3, 2011: April 20 CVEP BOARD MEETING AT CSU On behalf of the Mayor and City Council, I welcomed the CVEP Board of Directors who held their April board meeting in Palm Desert at the Cal State University San Bernardino Palm Desert Campus. I informed the Board of Directors of our road improvements underway and the Palm Desert Aquatic Center. LANDSCAPE BEAUTIFICATION MEETING The Landscape Beautification Committee meeting was not well attended. Among other things, the Public Works Landscape Division discussed the proposed maintenance and overseeding options in the Dog Parks and the steep slopes in the Parks. The Committee discussed only meeting every other month, but the consensus was to plan on monthly meetings and cancel meetings when needed. MEETING WITH TED FLANIGAN (ECOMOTION), JUSTIN, MARTIN Justin, Martin, and I met with Ted Flanigan of EcoMotion to request a $25,000 work plan, based on Palm Desert's contribution. Discussed the priority of establishing a not -for -profit lobby entity. Also discussed the State law and Municipal Code laws relative to former employees. MEMO TO: Honorable Mayor and Members of the City Council DATE: May 12, 2011 SUBJECT: Informational Item —City Manager Meeting Summaries PAGE 2OF4 April 21 STAFF MEETING Bi-Monthly meeting with staff to discuss Council agenda. April 22 BLM/LAURI AYLAIAN Toured the BLM Santa Rosa/San Jacinto National Monument Visitor's Center site where the Friends of the Desert Mountains and BLM staff will be housed in manufactured offices. Met Jim Foote on the site and obtained information regarding color and landscaping. CORNERSTONE CHURCH Toured the Cornerstone Church on Dinah Shore in Palm Desert to determine if a Temporary Certificate of Occupancy (TCO) could be granted for Easter Sunday Services. A TCO was issued by Russell Grance which required additional fire protection. April 25 EXECUTIVE MANAGEMENT MEETING Weekly department head meeting. CVAG EXECUTIVE COMMITTEE Attended the CVAG Executive Committee with Mayor Jean Benson. The committee discussed the interchanges and funding percentages among other actions. April 26 LEGISLATIVE REVIEW COMMITTEE MEETING Monthly Legislative Committee meeting was held. The committee took a position on a couple of bills and asked staff to monitor other bills. 2 X 2 COMMITTEE MEETING The 2 x 2 Committee meeting/lunch was held at Desert Willow. Discussion included the high school graduation, the new high school campus, and the ribbon cutting next fall. April 27 CITY ATTORNEY MEETING Weekly meeting with City Attorney. MEMO TO: Honorable Mayor and Members of the City Council DATE: May 12, 2011 SUBJECT: Informational Item — City Manager Meeting Summaries PAGE 3OF4 HISTORICAL SOCIETY MEETING Stephen Aryan and I met with Historical Society President Brett Romer to discuss the proposed new lease of the historic fire station. The Historical Society will consider the new lease in mid -May and the lease will be on the May 26 City Council agenda. VISITOR CENTER REVIEW Reviewed the Visitor Center cost proposals and the City's conceptual plan for operation. Donna Gomez, Justin McCarthy, Paul Gibson, and I discussed the options for a recommendation to the City Council at the budget meeting. CVAG TUMF MEETING I was asked to review the policy discussion and financial consideration of allowing LaQuinta back into TUMF. This meeting was a Transportation Subcommittee specifically convened to discuss and make recommendations to the Transportation Committee and TAC. April 28 MEETING WITH MARK GREENWOOD RE: MODULAR BUILDINGS AT THE SANTA ROSA AND SAN JACINTO MOUNTAINS NATIONAL MONUMENT VISITOR CENTER SITE Mark Greenwood and I discussed the BLM grading and landscape impact at the BLM Visitor Center. The result of our discussion was to have the BLM engineer review the grading plan and not reduce the City's landscape support other than any potential change order. PDEO MEETING COUNCIL MEETING April 29 CITY COUNCIL BUDGET MEETING May 2 EXECUTIVE MANAGEMENT MEETING Weekly department head meeting. MEMO TO: Honorable Mayor and Members of the City Council DATE: May 12, 2011 SUBJECT: Informational Item — City Manager Meeting Summaries PAGE 4OF4 May 3 PARKS AND RECREATION COMMISSION MEETING The Commission held its meeting in Pavilion No. 3 and then toured the Aquatic Center. The Commission seemed very pleased with the progress and design. MONTHLY ENERGY MEETING Discussed the EcoMotion $25,000 work plan presented by Ted Flanigan and the FHFA lawsuit reported by Diana of Richards, Watson and Gershon. Martin briefed staff on the EIP progress and Energy Partnership. ANNUAL PALM DESERT RECREATION FACILITIES CORPORATION MEETING The Corporation held its annual meeting on May 3. The financial report for June 30, 2010 was discussed along with the financial plan for fiscal year 2011-2012. The Corporation also approved the one year extension of the Management Agreement between the City of Palm Desert, Kemper Sports Management, Inc., and the Palm Desert Recreational Facilities Corporation.
