Parks and Recreation Commission Recommendation At its May 3, 2011, meeting the Parks and Recreation Commission met and discussed the proposed fees. Staff indicated to the Commission that the fees were based upon the initial Ballard King report and slightly modified by the YMCA. Staff also suggested to the Commission that City employees be offered the resident rate at the facility, similar to what is offered at the Palm Desert Community Center. The Commission agreed and approved the proposed fee structure by a unanimous vote. Discussion The proposed fees as shown on the attached resolution are based on the initial data provided in the Ballard King Operations Study prepared during the development of the Aquatic Center project. Since being selected as the facility operator, the YMCA has reviewed these fees and proposed minor changes. The YMCA's most notable recommendation was the addition of an entry fee for children between the ages of 2 and 5, and the addition of a reduced senior fee for ages 60 and up. The YMCA indicates these are industry standard fee categories and will help the bottom line of the facility. Below are the proposed entry fees for the facility: Resident/ Category Property Owner* Non -Resident Junior (2 to 5) $2.50 $3.75 Youth/Senior (6 to 12 & 60+) $3.00 $4.50 Adult (13 to 59) $4.00 $6.00 Youth Punch Card 25 Visits $65.00 $98.00 Adult Punch Card 25 Visits $94.00 $142.00 Staff Report Aquatic Center General Admission Fees May 12, 2011 Page 2 of 2 Youth 3-Month Pass Adult 3-Month Pass Youth Annual Pass Adult Annual Pass $110.00 $150.00 $420.00 $550.00 $165.00 $225.00 $630.00 $825.00 All program fees, group rates, rental fees, lane rental fees, facility rentals, concessions fees and other fees not listed shall be determined by the contract operator. City of Palm Desert Employees shall be granted the rates of Resident/Property Owner for appropriate age category. Staff is proposing a policy for establishing residency that differs slightly from the Desert Willow residency card policy. Rather than issuing a card, the YMCA would verify residency upon purchase of a resident pass or initial entrance fee and then keep a computer database containing the pass holders' profile and current status. Acceptable forms of identification would be a driver's license, utility bill, tax bill, or school I.D. The YMCA would update their database annually to ensure continued residency. This policy will be reflected in the YMCA's policies and procedures manual. a, a Fiscal Analysis c , +W The attached resolution closely mirrors the Ballard King Report's originally .° recommended fees. The most significant deviation is the addition of a fee for children tj -, between 2 and 5 years of age, and a price break for seniors. The YMCA believes that c the fees, as proposed, are a good starting point for the first year of operations. ,W b g 10 -W The attached resolution provides the YMCA the freedom to set group rates, program fees, a concessions fees, etc. Staff believes this will give the YMCA the flexibility needed to N respond to market constraints/demands. Given the performance -based structure of the `I' x operations contract, staff is comfortable with this approach. c ON N Prepared By: Depa a ad: o -W d 4J . Ryan Stendell Mark Gree wood, P.E a N I Senior Management Analyst Director of Public Works -W H Al or-I a -W CITY COUNCILA)#ION 2 `" APPROVED.
