Recommendation
Waive further reading and adopt Resolution No. 2011- 32 establishing
general admission fees for the Palm Desert Aquatic Center.
Parks and Recreation Commission Recommendation
At its May 3, 2011, meeting the Parks and Recreation Commission met and discussed
the proposed fees. Staff indicated to the Commission that the fees were based upon the
initial Ballard King report and slightly modified by the YMCA. Staff also suggested to the
Commission that City employees be offered the resident rate at the facility, similar to
what is offered at the Palm Desert Community Center. The Commission agreed and
approved the proposed fee structure by a unanimous vote.
Discussion
The proposed fees as shown on the attached resolution are based on the initial data
provided in the Ballard King Operations Study prepared during the development of the
Aquatic Center project. Since being selected as the facility operator, the YMCA has
reviewed these fees and proposed minor changes. The YMCA's most notable
recommendation was the addition of an entry fee for children between the ages of 2 and 5,
and the addition of a reduced senior fee for ages 60 and up. The YMCA indicates these
are industry standard fee categories and will help the bottom line of the facility. Below are
the proposed entry fees for the facility:

All program fees, group rates, rental fees, lane rental fees, facility rentals,
concessions fees and other fees not listed shall be determined by the
contract operator.
City of Palm Desert Employees shall be granted the rates of
Resident/Property Owner for appropriate age category.
Staff is proposing a policy for establishing residency that differs slightly from the Desert
Willow residency card policy. Rather than issuing a card, the YMCA would verify
residency upon purchase of a resident pass or initial entrance fee and then keep a
computer database containing the pass holders' profile and current status. Acceptable
forms of identification would be a driver's license, utility bill, tax bill, or school I.D. The
YMCA would update their database annually to ensure continued residency. This policy
will be reflected in the YMCA's policies and procedures manual.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, ESTABLISHING ENTRY FEES FOR THE PALM
DESERT AQUATIC CENTER
WHEREAS, the City Council of the City of Palm Desert, California, did on the
12th day of May 2011, did consider a request by the CITY OF PALM DESERT for
approval to establish entry fees, as identified on Exhibit "A" for the Palm Desert Aquatic
Center; and
WHEREAS, said City Council did find the following facts and reasons to exist to
approve said request:
1. The City has studied similar facilities in the region and found the proposed
fees to be in line with market prices. The proposed fees balance the
desires of the City to reach a 60 percent cost recovery and the need to
provide affordable recreational swimming opportunities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
1. That the above recitations are true and correct and constitute the findings
of the City Council in this case.
2. That the City Council does hereby establish fees as identified on Exhibit
"A" of this resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Palm Desert
City Council, held on this 12th day of May 2011, by the following vote, to wit:
