Recommendation
By Minute Motion, that the City Council approve the location of a new
monument sign within the public right-of-way located on Palm Desert
Drive south of Highway 111 with a minimum 10-foot setback from the
back of curb along Hospitality Row.
Commission Recommendation
On February 8, 2011, the Architectural Review Commission reviewed and approved the
design for the new, illuminated monument sign for Holiday Inn Express.
Executive Summary
Holiday Inn Express is requesting approval of a new, illuminated monument sign
located in the public right-of-way on Palm Desert Drive south of Highway 111 and 10'
from the back of street curb along Hospitality Row. According to the Palm Desert
Municipal Code, permanent structures are not allowed within the public right-of-way.
However, Encroachment Permits have been issued in the past for such structures. If

the City Council approves the location of the sign, staff will issue an Encroachment
Permit. The Landscaping plans have been preliminary approved by the City's
Landscape Specialist.
Background
A. Property Description:
The project site is located at the south side of Highway 111, east of Deep
Canyon, and west of Cook Street. The building is located west of the Best
Western Hotel.
Holiday Inn Express currently has a monument sign located on their property,
which is 100' back from the public right-of-way. The new monument sign will be
closer to Highway 111, and in line with the existing Best Western monument
sign.
B. General Plan Designation and Zoning:
The property is zoned Planned Commercial (PC-4), and the General Plan
designation is Community Commercial (C—C).
C. Adjacent Zoning and Land Use:
North: Planned Commercial (PC 4) / Embassy Suites Hotel
South: Planned Residential (PR-6) / Mountain Villas
East: Indian Wells / Commercial
West: General Commercial (C-1) / Restaurants
Project Description
The applicant is requesting approval of a new monument sign located on Palm Desert
Drive south of Highway 111. The new monument sign will replace the existing signage
location, and will be designed with the company's new franchise colors, logo, and
signage. The sign is 6' high and 6' 3 '/a" wide. The monument sign would be located 10'
from the back of the street curb off of Hospitality Row. The applicant is requesting
approval of the sign within the public right-of-way, which is prohibited by the Municipal
Code. The Department of Public Works is willing to approve an Encroachment Permit if
the sign location is approved by the City Council.
The sign is designed with a 1'11" by 3'6" aluminum pedestal base painted blue and white.
The letters for Holiday Inn will be illuminated 2" white letters, and Express will be
illuminated 7" white letters. The "H" will be illuminated 2' white letter. The background is a
non -illuminated acrylic face painted green and blue. The sign area totals 38 square feet.

Analysis
The Holiday Inn Express is in the process of updating their hotels with their new design,
logos, and colors. The applicant is concerned that the existing monument sign's
location is not visible from Highway 111.
The sign location is within in the public right-of-way. The Palm Desert Municipal Code
prohibits structures from being located within the public right-of-way, and typically an
Encroachment Permit is issued for temporary structures or road closures. In the past,
Encroachment Permits have been issued on permanent structures; however, staff is
now limiting the approval of permanent structures in the public right-of-way. Staff does
not believe the new sign will have a negative impact or adversely impact the public
health or safety, and supports the new location for the business.
Fiscal Analysis
There is no financial impact to the City for the proposed sign by a private business
owner.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument and wall
signage; Holiday Inn Express.

Upon reviewing the plans and presentations submitted by staff and by the
applicant, the Architectural Review Commission granted approval subject to: 1)
only illuminated letters on wall sign and monument sign; and 2) landscape
reviewed and approved by Landscape Specialist prior to the City Council meeting.
Date of Action: February 22, 2011
Vote: Motion carried 6-0-0-1, with Commissioner Gregory
abstaining
(An appeal of the above action may be made in writing to the City Clerk of the
City of Palm Desert within fifteen (15) days of the date of the decision. Any
amendments to this approved plan would need to be re -submitted to Commission
for approval.)
STAFF COMMENTS: It is your responsibility to submit the plans approved
by the Architectural Review Commission to the Department of Building
and Safety.

ACTION:
Commissioner Touschner moved and Commissioner Stendell seconded, to
grant approval subject to: 1) hip roofs on six corner homes; 2) provide a
wainscot on Spanish style with different color and plane; 3) Dutch end on either
the Spanish or Tuscan plan; 4) decorative rafter tail on Tuscan plan; 5)
screening of electrical and gas meters; 6) if chimneys provided, they are to be
decorative and approved by staff; and 7) landscape plan to be reviewed and
approved by the Landscape Specialist. Motion carried
6-0-1-0, with Commissioner Gregory abstaining.
Staff requested that an additional item be added to the Agenda. Commission
concurred. It was moved by Commissioner Van Vliet, seconded by
Commissioner Lambell, adding Case No. SA 10-380 to the agenda. Motion
carried 6-0-1-0, with Commissioner Gregory abstaining.

Mr. Swartz stated this came before the Commission at the last
meeting and the applicant has returned with changes to the Holiday
Inn Express signage. At that time, the Commission recommended that
the applicant reduce both signs to conform to the sign code and to
show the monument sign in the correct location. The monument
signage is 6' in height and the square footage is about 13'-7", both
signs are now within the allowable square footage. Mr. Swartz spoke
with Public Works who said it cannot be within the 40' triangle, which it
wasn't. Public Works said it was fine but would like the City Council to
approve it because it is in the right-of-way. He mentioned that the
landscape plans have to be approved prior to the City Council meeting
and recommended approval of the design and location.
Commissioner Levin asked how the wall sign was illuminated and the
sign representative said it was internal. She explained that the letter
"H" lights up, the individual letters are white and individually lighted;
same as the monument sign.

Ms. Diane Hollinger, Landscape Specialist informed the applicant the
landscape plans have to be approved prior to going to City Council.
ACTION:
Commissioner Van Vliet moved and Commissioner Lambell seconded, to grant
approval subject to: 1) only illuminated letters on wall sign and monument sign;
and 2) landscape reviewed and approved prior to the City Council meeting.
Motion carried 6-0-1-0, with Commissioner Gregory abstaining.
