C 31300 TO DAVEY RESOURCE GROUP FOR THE TREE INVENTORY/ASSESSMENT AT DESERT WILLOW GOLF RESORT Martin Alvarez, Redevelopment Manager Heather Buck, Project Coordinator Davey Resource Group 7627 Morro Road Atascadero, CA 93422 October 27, 2011 Agreement Proposal By Minute Motion: 1. Award Contract to Davey Resource Group of Atascadero, California, for the Desert Willow Golf Resort Tree Inventory in the amount not to exceed $15,000; and 2. Authorize the Mayor to execute the agreement. Funds are available in FY 2011/2012 Desert Willow Operating Budget, Account No. 520-4195-495-8031. Background Desert Willow Golf Resort has an estimated 3,000 broad leaf trees. Annual tree pruning is managed by Kemper Sports Management (KSM). In an effort to consolidate Desert Willow's annual tree pruning bidding process with the City's and receive a better economy of scale, staff recommends the Desert Willow trees be inventoried and assessed. The inventory and assessment will allow the City and Kemper to comprehensively locate and assess the condition of the existing trees and use the data to develop a coordinated pruning schedule. The inventory and assessment will also assist staff in evaluating the condition of trees and identifying trees that may require removal, if they are determined to pose a safety hazard. On September 7, 2011, staff published a Request for Proposals for the inventory of all Desert Willow Golf Resort trees. On September 21, 2011, the following firms responded to the Request for Proposal: Staff Report Award of Contract No October 27, 2011 Page 2 of 2 C31300 to Davey Resource Group—DW Tree Inventory Company Name City Unit Cost Total Cost for 3,000 Trees Davey Resource Group Atascadero, CA $4.00/Tree $12,000 West Coast Arborists, Inc. Anaheim, CA $3.75/Tree $11,250 A staff review committee, including our Landscape and GIS Departments numerically ranked the proposals in the areas of tree inventory experience, GPS survey experience, staff qualifications, resources availability and fee. Davey Resource Group (DRG) received the top score and was determined to be the best qualified firm to perform the tree inventory and assessment. Although DRG did not provide the lowest cost proposal, staff believes that the DRG's combined experience, qualifications, and software provides additional benefits to the City and the project. In 2008, DRG successfully completed the Citywide and Housing Authority's tree inventory. In addition, staff is familiar with software currently used by DRG, and will provide a seamless transition and input of data into the City's existing database. As part of the FY 2011/12 Desert Willow Operating Budget, $15,000 was budgeted to complete this project. DRG's cost proposal for inventorying 3,000 trees is $12,000 or $4.00/tree. Staff recommends that the City approve a contract with DRG in the amount not to exceed $15,000, which could cover the inventory of up to 3,750 trees, if trees above the estimated 3,000 are found. Fiscal Analysis No appropriation is required; funding is available in the current Desert Willow FY 2011/2012 Operating Budget. Providing much more than just the traditional values of aesthetics and shade, trees offer numerous environmental benefits, including temperature moderation, energy conservation, air quality improvement and reduced pollutants, and an increase in the overall property value. Identifying the composition and value of these important facility assets is a critical step in developing a sustainable vegetation management program for Desert Willow Golf Resort. The best approach to maintaining course trees is to have an organized, proactive management program. Utilizing new technologies and methodologies will provide course managers the tools necessary to increase the efficiency of their current maintenance program and the direction to realize success in a difficult economic climate. For Desert Willow Golf Resort and the City, the primary goal is to maintain a healthy tree population while providing a safe environment for those that play the course. Desert Willow Golf Resort and the City of Palm Desert are demonstrating a proactive approach by seeking to add the trees on the course to the City's current tree inventory. This will help analyze the course's trees and determine best management practices to ensure the future health and well-being of that resource. The tasks of this proposed project, described in detail in the pages that follow, are a result of years of development and experience by Davey Resource Group's personnel in working with golf courses, universities, corporate entities, and municipalities, including the City of Palm Desert. Providing solutions to clients has been the hallmark of The Davey Tree Expert Company for over 130 years. Davey Resource Group (DRG), as the consulting division of The Davey Tree Expert Company, has been on the leading edge of innovation and expertise for cities such as Palm Desert. Enhancing the sustainability of Palm Desert's urban forest through an inventory project will help reduce long-term maintenance costs and improve the health of their valuable tree resource. Our goal has always been to provide our clients with the services that they need to develop an effective tree management program. We ask that you consider this project with an understanding of the great number of benefits that will come from these services. Davey Resource Group 1 September, 2011 30 Project Understanding and Approach Comprehensive Tree Inventory It is our understanding that the City of Palm Desert desires to collect information on all trees that are on the grounds within the Desert Willow Golf Resort facilities. DRG will utilize the latest technology to collect the tree attributes desired by the City of Palm Desert. Experienced inventory arborists will be utilized for the project and the quality of their work will be audited by an experienced project coordinator. Data from all inventoried trees will be uploaded into the City's existing TreeKeepero program. Palm Desert will benefit from the experience that DRG brings to this project. Tree Inventory Methodology An inventory arborist will gather data on each tree using a pen tablet computer loaded with DRG's Work Planning software. This software uses a geographic imaging system (GIS) interface to plot trees over electronic basemaps. All inventory data is collected by International Society of Arboriculture (ISA) Certified Arborists who have extensive experience utilizing the latest technologies. Specifically, the following data fields will be collected for each site: 1. Tree Number: The unique number given to each individual tree. No other tree will have this number. The number sequence used will not conflict with the numbers previously assigned to the trees already inventoried in the citywide tree inventory. 2. GIS Coordinate: Coordinates of each tree collected by submeter GPS receiver in California State Plane Coordinate System, Zone 6, NAD 83, (Feet) Coordinates. 3. Nomenclature: The botanical name, including genus and species, and local common name will be listed for each specific tree. 4. Diameter at Breast Height (DBH): The diameter of each tree measured at 54 inches above the ground. 5. Height: Three height categories will be used for this survey: • Small = 0-15 feet • Medium = 16-30 feet • Large = over 30 feet 6. Canopy Spread: Width of the canopy from dripline to dripline plus or minus 3 feet. Davey Resource Croup I September, 2011 4t Quality Assurance The City of Palm Desert will be guaranteed the highest quality data, a standard Davey Resource Group always follows. DRG will provide extensive quality control of information with the following processes to ensure that the quality expectations are met and exceeded: • Training — Quality control is intended to assure quality data. The first step in DRG's quality control is to provide proper training of qualified individuals to create quality data from the start. Our field personnel will be ISA Certified Arborists and are trained using the latest technologies. ■ Data Collections Specification — A clear understanding of the data and the methods for collection and categorization ensure high quality data. DRG will develop a detailed specification before actual data collection begins. • Field Quality Check — At the beginning of the project, 10 percent of an individual's information will be checked for quality and completeness. All aspects of data collection will be reviewed. As the project progresses, the percentage of quality -controlled information may decrease based on an individual's abilities. DRG's supervisors will provide quality control of collected information. • Where possible, quality assurance will be completed electronically so that quality checks are a permanent record of the data collected. This means there will be additional fields in the date files for quality assurance. Where this is not practical, quality assurance will be completed on paper forms, with a tally of all quality assurance activities. Davey Resource Group September, 2011 V4CI'4' lii I ih`lyrf Kickoff and Project Time Frame Prior to data collection, DRG will meet with City staff for a project kickoff meeting. This meeting will serve a number of purposes. The first priority will be to determine routing of inventory arborists. In our experience, it is best to map out a logical sequence for moving throughout the golf course. At this point, we also give the City of Palm Desert contact information for all DRG managers and field staff assigned to this project. This will give Desert Willow Golf Resort and City of Palm Desert staff a point of contact at any time. At this meeting, we also ask for any parking information or permitting information that might be needed. It is our intent to be well prepared going into the contract so that your staffs day -today duties are not interrupted by our presence at the Resort. Upon completion of the data collection process and quality review, all collected data at the Desert Willow Golf Resort will be seamlessly imported into the existing TreeKeeper®tree inventory data for the City of Palm Desert according to the following timeframe: Timing Task Description DRG Personnel Meet with City of Palm Desert and Desert Willow Staff and Week f stakeholders to obtain maps, confirm attributes to be Vince Mikulanis, Michael J. What does that mean to this project? That Desert Willow Golf Resort is assured of high quality collection standards that will meet and exceed the quality and accuracy that is desired for this project. Projects for the following golf course properties and communities demonstrate our versatility and ability to provide urban forestry solutions that are similar to this project. The projects listed below include both recently completed and those that are currently in progress. This includes projects that require working closely with superintendents and/or city staff to provide the highest quality inventory data and urban forestry management tools and solutions. Rolling Hills Country Club, Rolling Hills California In 2008, DRG provided Rolling Hills Country Club with a comprehensive GIS tree inventory and development impact analysis for a planned large-scale remodel of the golf course. The inventory and analysis was an integral part of a successful Environment Impact Report, paving the way for a new housing development and expansion of the Club. Currently DRG is working closely with Rolling Hills Country Club to prioritize maintenance activities, provide project oversight for tree care operations and to prepare for the new development, including large tree moving and tree protection planning. Mesa Verde Country Club, Costa Mesa California DRG provided a comprehensive GIS tree inventory for Mesa Verde Country Club in 2010. In addition, we also developed a five-year sustainable tree management plan and provided our TreeKeepero software to compliment our golf course vegetation management solutions. Currently, Davey Resource Group provides on -site arborist consultations and tree care guidance recommendations to insure the highest standards in golf course vegetation management. Santa Ana Country Club, Santa Ana California In 2009, DRG performed a GIS tree inventory at Santa Ana Country Club to assist in shade reduction strategies and tree removal planning to improve forest health and reduce maintenance costs. The inventory also included long-term maintenance recommendations and pruning evaluations. The Club is now considering utilizing our TreeKeepero software to tract their valuable tree assets. The Riviera Country Club, Pacific Palisades California In 2004, DRG performed a GIS tree inventory at The Riviera Country Club and provided our Asset Manager Software solution. Today, the Club is working with DRG to update the current inventory and seeking long-term management strategies including strategic planting plans, maintenance recommendations and a resource analysis that will quantify the numerous environmental benefits the course trees are providing their membership surrounding-g community. Davey Resource Group t ". September, 2011 Brandenburg, Staedler & Moore Mobile dome Communities Brandenburg, Staedler & Moore (BSM) mobile home communities are dedicated to the continual improvement of their urban forests. To enhance the current tree management program and identify potential hazardous trees, BSM contracted with Davey Resource Group (DRG) in August of 2010 to conduct a GIS inventory and tree assessment at each of the 14 mobile home communities managed by BSM throughout the San Francisco Bay area. An ISA Certified Arborist performed the inventory and the data was imported into Davey's TreeKeeper 7.7 Tree Management Software. The inventory identified 3,350 total sites including 3,159 trees distributed among 59 genera and 90 distinct species and 191 vacant sites suitable for planting new trees. Both overall and individual community workloads were established based on work priorities and cyclical pruning schedules. Sound arboricultural recommendations were provided to reduce maintenance costs, improve forest health, and lessen exposure to liability. Davey Tree's comprehensive tree management plan provided a solution to meet BSM's tree care needs. Municipal Projects DRG's list of recent California municipal inventory projects includes: • Arroyo Grande (in progress) • Burlingame • Clovis ■ Fig Garden Village (in progress) ■ Palo Alto ■ Pasadena (in progress) • Woodland ■ Redwood City (in progress) • Sacramento • San Mateo • San Francisco (in progress) ■ San Jose • Vallejo • Watsonville (in progress) Davey Resource Group 13 September, 2011 ti6 6 The Davey Tree Expert Company In 1873, John Davey came to America from England to fulfill a dream —to preserve trees and provide high -quality horticultural services using practical and scientifically based methods.
