Recommendation
By Minute Motion, accept the Cal COPS Supplemental Law Enforcement
Services Funding (SLESF) grant award of $100,000 to cover the cost for the
2011 Holiday Theft Suppression Program, training/conferences, and the
acquisition of necessary equipment to support front line law enforcement
services
Commission Recommendation
On October 11, 2011, the Public Safety Commission recommended approval to accept
the SLESF grant award of $100,000 for use as indicated in the recommended
expenditure plan.
Executive Summary
The City of Palm Desert is eligible to receive $100,000 in Cal COPS Supplemental Law
Enforcement Services Fund (SLESF) grant funding for FY 2011/2012. The purpose of
the Cal COPS SLESF grant is to provide funds to local governments for underwriting
projects to reduce crime and improve public safety. The State of California (AB1913)
via the Riverside County SLESF Oversight Committee administers the program.
In order for the City of Palm Desert to accept the available funding, an Expenditure Plan
for the proposed use of these funds must be prepared and submitted to the Riverside
County SLESF Oversight Committee. The Palm Desert Police Department will use
some of this funding to cover the staffing costs for the 2011 Holiday Theft Suppression
Program. They also wish to send their staff to training/conference throughout the fiscal
year, and acquire necessary equipment, services, and supplies to support front line law
enforcement activities, with the remaining fund balance.

Background
Holiday Theft Suppression Program
The Palm Desert Police Department will implement the Holiday Theft Suppression
Program during the holiday season commencing Friday, November 25, 2011, and
concluding on Monday, January 2, 2012. The program will be staffed with overtime
officers working seven days a week, between the hours of approximately 11:00 A.M. -
10:00 P.M.
During each overtime shift, officers will be on bicycles/Segways in the main business
district corridor and one officer will be in a patrol car policing the northern sphere. This
program increases the number of officers in the field and focuses on high visibility patrol
and theft suppression activities during peak shopping hours/days.
The program's purpose is to conduct high visibility patrol in the retail and commercial
areas of the City of Palm Desert. This region includes the Highway 111 business
corridor, El Paseo Business District, Westfield Palm Desert, and any other business
complexes in the immediate area. The program also included high visibility patrol in the
adjoining residential areas of the aforementioned locations, pro -active citizen contacts,
issuing moving/parking citations, and verbal warnings.
The program's assigned officers also handle radio calls for routine reports and arrests,
particularly calls involving theft and other business related crime in the focus area, and
enforce on -sight violations of any nature. The program also includes one police vehicle
to provide extra patrol in the Costco and Wal-Mart complexes. Staff anticipates this
program will cost approximately $35,000 for approximately 600 hours of extra patrol
services, which will be fully funded by the SLESF grant.
Equipment, Service, and Supplies
The Palm Desert Police Department also recommends committing $40,000 to
necessary equipment purchases such as computers, technology, and support
apparatus for patrol, traffic, and special team staff, as approved by the City.
The remaining $25,000 is recommended to be spent on miscellaneous services and
supplies. These items typically have included, but are not limited to, the following: 1)
cellular phones and service, 2) bicycle maintenance, 3) rental cars, 4) training
conferences, 5) Segway service, etc. These expenditures are routine in nature and are
typically paid monthly.
The Cal COPS (SLESF) Grant, allows the Palm Desert Police Department to conduct
the 2011 Holiday Theft Suppression Program, attend training/conferences, and
purchase necessary equipment, services and supplies to support front line law
enforcement services, without having to use City general fund monies. Therefore, staff
recommends approval to accept this grant award in the amount of $100,000.

Fiscal Analysis
If the City Council concurs with staffs recommendation, the City of Palm Desert will
accept a Cal COPS Supplemental Law Enforcement Services Funding (SLESF) grant
award of $100,000. The FY 2011/12 SLESF Expenditure Plan would reflect the
following expenditures in Account # 229-4210-422-3914:
